ACTION REQUESTED: Approval of the Nominating Committee recommendation
regarding the reappointments of Institutional and At-Large Representative
Suggested Language for the Motion – “I move that we approve the recommendation for
reappointments of Neighborhood Commissioners for Institutional and At-Large
Representation.”
BACKGROUND STATEMENT: The Nominating Committee is tasked with presenting a
recommendation for candidates to serve as representatives on the Neighborhood
Commission. Applications were accepted for district 4.
Candidates were selected based on the qualifications and expectations outlined in the
Operations Manual- Chapter 2. After reviewing their applications and interviewing
candidates, the Nominating Committee recommends;

Call to Order
The meeting was called to order at 5:00pm.

C. Review and Approve minutes of the July 13, 2015 Meeting
The Chair asked for consideration of the minutes for the July 13, 2015
Neighborhood Commission meeting. Minutes were not approved due to a
quorum could not be met.

II. Director’s Report
The Director reported:
Daniel Best, the Grant Coordinator, has stepped down and Jonathan will
update the Commission when the position announcement has been
listed.
Dan McCormick is the new Housing Reinvestment Specialist and he can
help anyone who has any housing questions.
III. Items to be Presented by Public –
Mallory Pool Recreational Association, Neighborhood Pool Organization –
Matt McCarthy and James Parker- Mallory Pool is facing challenges and
has had to become creative to reach out to non-members and increase
concession funds to keep the pool afloat. They would like assistance from
the Neighborhood Commission to do pool repairs, such as the pool light
fixtures which would cost $2,000 to fix, and help them take one step closer
to becoming self-efficient.
American Red Cross Presentation – Jamie Stump – Account Manager,
American Red Cross would like to build partnerships within the Hampton
Neighborhoods to have more blood drives throughout the community
and let people know that blood drives are not just at major
establishments; Churches, neighborhood organizations, and any local
group. There is no cost to be a Sponsor of a blood drive and all you have
to do is had an adequate location and people that are willing to
participate.

A. Strategic Issues Update
1. Hampton Neighborhood College
a. Hampton 201 (Oct 29)- Ann & Darren

Due to conflicts with potential participates summer schedules,
Hampton 201 kickoff has been changed to October 29th and it will
be six classes over three weeks. On Thursdays the classes will be
from 6:30-8:30pm and on Saturdays from 9:00-11:00am. The last
session on Saturday will be from 9:00am-12:00pm.
b. Hampton 101 – The first military session will be geared toward
military spouses to guide them to the different resources and
amenities Hampton has to offer. Right now, logistics are being
ironed out which involves maximizing outreach within the military
community and getting child care for those who are attending.
Also Neighborhood & School Partnerships is working on doing a
Hampton 101 for Schools and City Employees.
2. Neighborhood Commission Meet & Greets - Barbara
a. Civic Communications will be meeting Wednesday and will
discuss the logistics for the next Meet & Greet.
3. Home Repair Blitz – Peggy & Shanel
a. CAPI didn’t meet this month, but there is still a team leader
meeting on August 18th. Three applications have been received
and more are expected to come. Sponsorships and donations are
being accepted. The target area is Briar Court area across from
Lindsay Middle School off of Briarfield Rd.
o The City of Newport News did their first Home Repair
Blitz on July 25th. They worked on 6 homes and had
over 140 volunteers.
B. Committee Status Reports on Work Plan Progress
1. Nominating Community – Jonathan & Alice
a. Jonathan noted that it’s the entire Commission’s
responsibility to outreach for new commissioners for District
2,3,8,9, and 10 so situations will continue to happen like
todays meeting where a quorum is not met and the group is
unable to vote. Please spread the word and look into your
own circle of networks. Also Kathy’s non-profit position is
open, so please be looking out for individuals that are
interested.
2. Community Appearance, Pride & Image Committee – Peggy
a. Meeting next Wednesday and at this meeting they will
review the Pool Grant information as well as Mallory Pools
request for repairs.
3. Youth Committee – Shanel
a. They are still working on the Retreat and stay tuned for the
date. They hired a new Youth Planner, named Virgil, and
they are getting him acclimated.
4. Civic Communications – Barbara
a. Interactive Crime Prevention and Safety Fair was a great
success and there were wonderful pictures/videos on
Facebook.

i. If anyone has any suggestions on how to improve the
next one please let Civic Communications know.
ii. There were over 250 people that attended the event.
iii. The vendors enjoyed the experience and said they
would do it again.
5. Neighborhood-School Partnerships Committee- Ann
a. They didn’t meet this month, but the back to school letter
will be going out soon, so please keep your eye out.

Jasmine reminded the Commission to please turn in their Virginia Statewide
Neighborhood registration form.
- Shellae shared that the Commission has several nominations
submitted, however the Youth Advocate of the Year deadline been
extended to August 17th due to not enough applications.

Nominating Update – Alice
o Reappointments –
Letter of intention will be sent to Patricia Parker, District 5.
Currently have a potential candidate as the Non-Profit Institutional Rep.
Henry Mills is willing to take over for District 2 if needed.
Pam Croom is willing to take over for District 5 if needed.
The Chair will be meeting with someone in the District 8 area.
Pushing to get more nominations for September’s agenda.

Strategic Project Updates:
A. Hampton Neighborhood College – NSP
1
o Hampton 201- Start date Oct 29. More details to come.
o Hampton 101- will be starting in November and geared toward the
military and military connected spouses. More details to come.
B. Neighborhood Commission Meet & Greets – CivCom - Barbara
o Will be held on November 9, 2015. Target area is Riverdale and looking at
schools in the District 3 area.
C. Home Repair Blitz Update – CAPI – Shanel/Peggy
o Received thirteen applications so far with two more pending.
o Assignments have been given to the team leaders and the scopes are
due back by September 2.
o Currently working on sponsorships for event resources.
o Work will also be done at Campus at Lee and Lindsay Middle School.
More details to come.
o Starting pondering now for next year’s blitz, one will be joint with Newport
News and the suggested area is South Wythe.

o Discussed the home repair blitz, options for funding the pools and Buckroe
Beach possible issue with enforcement, trash and parking.
C. Neighborhood School Partnership - Ann
o Finalized the back to school letter that will be going out to the
neighborhoods soon.
o Started working on the monthly key message tips from the Neighborhood
Commission in reference to things neighborhoods can do around the
schools.
o Letters will be sent using the neighborhood list and to the Commissioners,
alum of the colleges and will be posted on the Facebook page with a
link.
D. Nominating Committee – Alice
o No other updates.
E. Youth Committee – Shanel
o Retreat will be September 26TH & 27TH and working on youth component
update. Another Youth Commissioner is still needed. Youth Committee
will meet tomorrow.

Other Business
o The request for YH Thomas Community Day event for next month will be
sent to CAPI for review, comments and approval.
o Shellae is looking for District Commissioner’s to do the welcoming remarks
for the SEEDS event at Basset Elementary, Forrest Elementary, YH Thomas
Community Center, North Phoebus and Old Hampton Community Center
on August 29, 2015. There is an opportunity for a community exhibit area
for Neighborhood Commissioner’s to pass out material. Event is from 10:00
am-12 noon.

I. Old Business
A. Repair Blitz - Shanel spoke and said that outreach is done. Team leader meeting done.
14 sites. Hoping to get 3-5 more houses and sponsorships are needed. The deadline for
sponsorships is September 25th.
B. Pools - Pool assessments are needed. City Manager wants to be involved. Capital
Costs, Operational Needs, Community Aspect. Assessments to be done around
November timeframe.
II. New Business
A. HCCC Partnership - Marcie will continue to go to meetings. Henry Mills will go to the
next one to create a relationship.
B. Community Gardens – The gardens are in the HCCC areas. Want to expand the
program. Still in planning with Parks and Rec.
C. Buckroe Concerns - Steve mentioned that Buckroe Beach is getting out of control.
Crowd control, litter, feels like no enforcement. He was told this by a potential
Hampton Home Owner. He will reach out to Alice and Maj. Davis
D. O.J.’s - The house by OJ’s is unsightly with a fallen fence and various other things.
David will reach out to the neighbor to see if he/she would like some help with this. If no
good response, he will reach out to 311.

I. Old Business
A. The committee reviewed materials and made suggestions relative
to the contents of an HCS packet of information for Commissioners
for the 15-16 school year.
- In reviewing the docs it was recommended that the “bus
safety guide” developed for parents and students be
modified for community-wide use. Ann will follow up with
HCS Transportation.
B. The committee made final edits to the NSP back to school letter to
be signed by the Commission Chair. Staff will distribute to
Neighborhood Leaders, 101 Alum, Commissioners, etc. and will post
on FB and web page.
II. New Business
A. The committee explored monthly messages from NSP to include:
- September - Food Drives: contribute to food bank, which provides food for
backpack program.
- October - Highlight “Lights on After School” event (Oct 22) opportunity for
Sept message from NSP (to prep for Oct event)
- It takes a village (add notion to monthly NSP tip)
- Committee to make recommendations for other months
B. Fall Meet and Mingle - Committee recommends inviting HCS Superintendent,
Jeff Smith.
Meeting Adjourned: 6:08p.m.
Next Meeting Date: NSP will plan to meet each month. Meetings will be held as needed and
cancelled with sufficient advance notice, if a meeting is not needed.

A. Pat Parker could not be reached. Jasmine will draft a letter for Alice’s
signature to Pat requesting her intentions regarding the commission.
B. Steve Bonds agreed to serve on the committee as needed.
C. Alice is working on a replacement for Kathy Johnson.
Barbara is also talking with someone to send in an application for Kathy’s
position.
D. Committee members are following up with their assignments.
E. Discussed the necessity of filling these positions so that the commission is
not placed in a position where we cannot vote on items due to lack of
quorum.
