McBride Presenter: Alison Alexander SUBJECT: Briefing on Proposed Changes to the Special Event Process AGENDA ITEM: IV. A ACTION REQUESTED: None BACKGROUND STATEMENT: Alison Alexander, City Planner, will give a briefing on the special event permit amendments and updates to make the process more neighborhood events friendly. Currently any event that takes place on public property within the jurisdiction of the City of Hampton and is open to the public requires a “Special Event Permit.” The context of the permit was designed to accommodate large events and hasn’t accounted for smaller events. The Community Development Department in partnership with the Hampton Police Department and Hampton Parks and Recreation are working to improve the process to meet the needs of neighborhood events as well. A ACTION REQUESTED: Election of the Chair of the Neighborhood Commission Suggested Language for the Motion – “I move that __________ be elected to serve as Chair of the Neighborhood Commission.” BACKGROUND STATEMENT: Ms. Peggy Todd has served as the Chair-Elect of the Neighborhood Commission since 2012. Ms. Todd has indicated that he is willing to serve as the Chair. Nominations will also be taken from the floor. Review and Approve minutes of the July 13, 2015 and August 10, 2015 Meeting The Chair asked for consideration of the minutes for the July 13, 2015 and August 10, 2015 Neighborhood Commission Meeting. Peggy Todd made a motion to approve the minutes. Alice Callahan seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements  Chair, Steve Edwards, commended all commissioners and staff for attending all community events and meetings during the hectic Summer Schedules. II. Director’s Report The Director reported:  City Council is having a joint session with the Hampton Redevelopment Housing Authority on September 23rd, at 10:30am-1:00pm in the 5th Floor Community Development Department Conference Room.  The Virginia Statewide Neighborhood Conference is September 24-25th. o Several of the Neighborhood Commission’s programs and Commissioners placed for awards 1. Bryauna Kralik, Youth Commissioner, won VSNC Youth Advocate of the Year 2. Steve Edward, Chair, won 3rd place for VSNC Advocate of the Year 3. The Home Repair Blitz won 2nd place for VSNC Project of the Year  Also the Hampton Roads Housing Consortium has chosen the Home Repair Blitz as the Special Project of the Year and will be honoring the event on Oct 1st at the Kroc Center in Norfolk. III. Items to be Presented by Public –  Hampton University, Child Development Center – Joy Phelps- The Child Development Center is located on Hampton University’s Campus, but it is not just offered to the staff/students, but it is also offered to the public. o They house 2 ½ -5 ½ year old children o The hours of operation are Monday to Friday, from 7:00am to 6:00pm o Cost is only $140.00 per week which includes meals (includes a $100.00 registration fee) 2  o The curriculum offers the STEM Program (Science, Technology, Engineering and Mathematics) as well as Spanish, musical instruments and dance IV. Briefings New Superintendent Hampton City School Briefing  Dr. Jeffrey Smith, newly appointed Hampton City Schools Superintendent, will brief the Neighborhood Commission on what to expect for the upcoming school year. o Dr. Smith has launched a Look, Listen, and Learn Tour for student success and achievement. o He said he would focus on teamwork, engaging parents, and leading from a place of "mutual respect and trust" where he tries to understand the other person first. "There are times that I want to be understood," Smith said. "But we start in a place of … being an active listener and a believer in the good will of people." o "And as we focus on the work, we can't forget that relationships are important," Smith said. He asked the audience to think back to "some teacher who made a difference in your life," saying they likely remember "how they were treated" rather than the subject matter. Housing and Neighborhood Services Division Annual Report  The Housing and Neighborhood Services Staff will present the Division’s Annual Report fiscal year 2015 (July 1, 2014 – June 30, 2015). o See Handout Attachment with PowerPoint V. Strategic Issues Update/ Committee Status Reports on Work Plan Progress 1. Hampton Neighborhood College – Ann & Darren a. Neighborhood & School Partnerships and staff are working hard on completing the curriculum for Hampton 101, December 3rd, and Hampton201, Oct, 29th. Registration is open for both sessions. b. The back to School Letter was a big success and it reached a lot of students, parents, and leaders within the community. 2. Neighborhood Commission Meet & Greets - Barbara c. Civic Communications has two schools for possible location in Riverdale and they are working on the logistics for the recognitions and agenda for the social. d. Sandra did a great job getting the RNSO Facebook Page and it is a huge success with the Registered Organizations. 3. Home Repair Blitz –Shanel a. The Bliz is October 1st and we have 15 houses altogether. In addition to these projects, we will be doing improvements at the Campus at Lee as well as Lindsey Middle School. b. Sponsorships are still needed and the deadline for this is September 25th. Please spread the word. c. Volunteer assignments are needed from the Commissioners, such as runners, registration, parking, traffic control, and breakfast, etc. i. Shanel will be sending out an assignment sheet to everyone, so please pick what you’re interested in and get back to her. 4. CAPI Committee – Peggy a. The committee will be meeting this Wednesday, September 16th at 5:00pm. 5. Nominating Committee - Alice a. The Committee is meeting right after the Neighborhood Commission meeting. b. There are 4 applications in and they are still looking for more potential candidates. 4  6. Youth Committee - Sonya a. No report at this time Items by Commissioners - Ann reported the After School Symposium Event that the Neighborhood Commission is sponsoring is this week and over 70 participants are signed up. C. The key points of the discussion are as follows:  Each commission will attend each other’s meetings, which includes the Unity Commission Study Circles and Monthly Neighborhood Commission Meetings.  Michelle discussed having a one-on-one diversity training with neighborhood leaders.  Create a Neighborhood Commission grant report, which lists the neighborhood funded events to share with Unity Commission. Item #2 Special Permit Update – Alison Alexander  Alison briefed that the process is being revised and there has been several roadblocks which includes food trucks and events on Hampton City Parks  See Attached Handout for details Item #3 Committee Status Reports: A. Civic Communications Committee – Shanel o Meet and Greet planning is underway. The location will be at a school in Riverdale in November. B. Community Appearance, Pride and Image Committee - Peggy o Home Repair Blitz will take place October 10th and sponsorships are still needed. C. Neighborhood School Partnership - Ann o Registration is open for Neighborhood College; Hampton 101 and Hampton 201 D. Nominating Committee – Alice o The Committee will be meeting after this meeting.
