Review and Approve minutes of the February 12, 2017 Meeting The Chair asked for consideration of the minutes from the last Neighborhood Commission Meeting. Steve Edwards made a motion to approve the minutes. The motion was seconded by Jon Welters. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements None II. Director’s Report The Director reported:  We have a new member to our Housing & Neighborhood Staff, Anna Hammond.  The Director encouraged the Neighborhood Commission to join the RU On: Urgency of Now Symposium, on March 20th from 6pm-8pm, by setting up a table during the resource fair. o Christy Elliott and Deena Franklin volunteered to set up and take shifts at the table.  The You Make a Difference event will take place on March 24th, 6:00 PM, at the Charles H. Taylor Art Center. III. Items to be presented by Public  Eleanor Brown, City Council Candidate, thanked the Neighborhood Commission for their time and announced she will be running for Hampton City Council in May.  o Eleanor Brown went on to praise what the Commission has been doing in the Hampton Community. IV. Briefings A. Briefing on Adventure Hampton Mobile Application  This briefing has been postponed and the Hampton Youth Commission will notify us when. B. Briefing on Military Affairs Committee (The MAC)  Bruce Sturk, Director of Federal Facilities for the City of Hampton, gave an overview on the MAC and their upcoming events. o The MAC is the Hampton Military Affairs Committee's goal is to maintain a strong, healthy, and cooperative relationship between the city and its local military facilities, members of the Armed Forces, military families, and our veterans. This includes those active duty, prior service, and retired military personnel residing in Hampton and/or serving at Langley AFB, the VA Medical Center, and military installations in greater Hampton Roads. o Some upcoming events are: 1. Little Heroes at Home: Celebration of the Military Child on April 7th. 2. The Adopt an Airman program at Langley Air Force Base is always looking for host families – If interested please take a look at the city website, www.hampton.gov. 3. Peggy Todd will be attending the next meeting on March 13th to build a partnership with the Neighborhood Commission. C. Briefing on FY 2018-2022 Capital Improvement Plan  Tory Askew, Budget Office, presented the briefing on the FY 2018- 2022 Capital Improvement Plan update. This is a five-year schedule for maintenance of public property, master plan initiatives, neighborhood support, education, economic development and other major improvements in Hampton. o See web link, http://hampton.gov/3304/FY18-22-Council- Approved-Capital-Improve, for more details. D. Discussion on Neighborhood Commission Work Plan  Jonathan McBride recapped the last conversation about the Neighborhood Commission’s Work Plan and the proposed committees/assignments.  o The Neighborhood Commission has restructured the committees so that work can be done more efficiently and with healthier collaboration between committees. o See attachment for more details. V. Action Items A. Revision to the Operation Manual Regarding Special Committees The Chair asked for consideration of the recommendation from Executive Committee to approve the revisions to the Operation Manual Regarding Special Committees. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Action Item approved. VI. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Hampton 101: The next one will be on Thursday, March 29th, Sandy Bottom Nature Park, 8 am Hampton 201 took place and was a success. The graduates will be honored at the January Meeting. 2. Home Repair Blitz Debrief (Darren Robinson/Jonathan/Fred Everett) o Staff is looking for people to help us canvas the area to find participants for the Blitz. Please contact Darren Robinson or Marcie Spragan for information related to canvasing. 3. ABCD Update (Joe) o The target areas, Phoebus and Shell Rd., are working together on next steps and moving the ABCD effort forward. B. Reviewed the Love Your City Event Grant Summer Cycle Applications 2018: Rachael Faunce presented two recommendations for approval: 1. Bethel High School Mega Reunion History Exhibit & Reception – Applicant: Downtown Hampton Development Partnership in partnership with Hampton History Museum & Hampton Conventions and Visitors Bureau  Requesting $9,840 2. Hampton Love Your City Concert – Applicant Patriotic Festival II, Inc. in partnership with Langley Speedway.  Requesting $10,000 After much discussion and asking questions about each recommended application, a vote was taken. The Hampton Police Division thrives on Employee commitment; innovative ideas and progressive strategies help the Hampton Police Division keep residents safe and apprehend those who break the law. B ACTION REQUESTED: None BACKGROUND STATEMENT: The Hampton Housing Venture Areas geographically concentrates new and expanded housing incentives and investments with the goal of significantly increasing housing reinvestment in a particular area, Olde Hampton, Old North Hampton, Sussex, Pasture Point and Phoebus. The purpose of this briefing is to update the Neighborhood Commission on the progress of the priority projects identified in each plan.
