Review and Approve minutes of the October 9, 2017 Meeting The Chair asked for consideration of the minutes from the last Neighborhood Commission Meeting. Steve Edwards made a motion to approve the minutes. The motion was seconded by Fred Everett. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements None II. Director’s Report The Director reported: III. Items to be presented by Public A candidate running for public office thanked the Neighborhood Commission for the work they do to improve neighborhoods. IV. Briefings and Discussions A. Public Safety Issues and Initiative: Lt. Jason Price reported that violent crime in the City of Hampton has gone down. He also reported that the police is taking an active role to work to prevent crime. There are surveillance cameras installed in many public places that can aid law enforcement. The City of Hampton and The City of Newport News have partnered to purchase forensics equipment to tackle gun violence. The Police offer numerous employment programs with healthy compensation packages so that children can get well-paying jobs for the city directly after high school. B. Briefing on the Hampton Housing Venture Update: Group discussion around changing the perception around public housing in the City of Hampton C. Work Plan Discussion: The Neighborhood Commission had a discussion about new Committee Assignments. Committees, now that they have been selected, will begin meeting next month. The Standing Committees are: Executive Committee and Nominating Committee. The Special Committees are Neighborhood Resource Review and Neighborhood Development & Training. A. Strategic Issues Update 1. Hampton Neighborhood College (Darren)  o Hampton 101 was well received. People enjoyed the speakers, and turnout was healthy. o Hampton 201 took place and was a success. The graduates will be honored at the January Meeting. 2. Home Repair Blitz o The Neighborhood Blitz will occur on May 5, 2018 3. You Make a Difference Debrief o The event was well received and well attended. People enjoyed the food, the music, and the social bonding. 4. ABCD Updates: We continue to look for block connectors in the Phoebus and Shell Road areas. 5. Housing Venture Updates (Covered in Briefing summarized above) VII. Item #2 Strategic Project Updates: A. Hampton Neighborhood College B. Home Repair Blitz (May 5th) o All 11 houses were completed successfully and there were no follow up calls with any concerns. 1  oThere was even a follow up from a neighbor who would be interested in participating even though they missed a chance to participate this Blitz. C. You Make A Difference Debrief o The event went really well and from that it was suggested to have a monthly or quarterly award for “Good Neighbors.” This will give neighbors a chance to recognize neighbors. o The “Good Neighbor” idea will be added to the agenda to give Commissioners a chance to talk about their neighbors doing great things in their neighborhood. D. ABCD Update- ABCD Update (Joe) o The target areas, Phoebus and Shell Rd., are working together on next steps and moving the ABCD effort forward. Item #3 Committee Status Report: None at this time until the new committee structure is implemented. Select Chair & Chair-Elect: The committee discussed possible chairs and Jon Welters was recommended. The committee held a vote and all were in favor of Jon Welters being Chair.  Peggy has agreed to be the Co-Chair of the committee until October.  Kevin Steele has also agreed to take Peggy’s place after October. II. What day of the Month will the Committee Meeting be held? Jon Welters agreed to send out a Doodle, electronic survey, to the entire committee member, so they may vote on which day works best.  Once the results from the Doodle come back Jon will report back to the committee. III. Goals for the year (If we have time)?  The committee will review the work plan and the description of the committee until the next meeting. Bryson Reviewer: J. McBride Presenter: J. McBride SUBJECT: Recruitment & Sharing the Work of the Commission AGENDA ITEM: IV. A ACTION REQUESTED: N/A BACKGROUND STATEMENT: The Neighborhood Commission has had varying success in connecting with neighborhood groups and residents to support the work going on in their communities. One reason that is often noted is the lack of clarity and/or consistent messages on what the Commission does, why it exists, and what it needs from other groups. Staff recently assisted the Citizens Unit Commission in developing common messages that could be used in educating neighborhood groups and community organizations about the work of the CUC. Staff recommended that the Neighborhood Commission go through the same process to assist the Commission in recruiting new commissioners to fill vacancies and to encourage neighborhoods to take advantage of services that the Commission offers. At the end of the session, Commissioners will be able to articulate the purpose, work, and partnership opportunities that exist with the Commission to outside groups within a 5-10 minute speaking opportunity. NEXT STEPS (If Applicable): The Commissioners will be encouraged to engage in targeted outreach in order to encourage neighborhood partnerships with the Commission and to assist with the recruitment of new neighborhood commissioners.
