Chair Announcements II. Director’s Report The Director reported:  The Boys & Girls Club is having a meeting, at Six House from 6pm-8pm, about the Shell Rd. location and the next steps.  Also on June 16th Staff will be partnering with the United Methodist Church Conference, 400 volunteers, to hold the Great Day of Service in the Olde Hampton Neighborhood to clean alley ways, Grant Park, and several of the cemeteries in disarray. III. Items to be presented by Public IV. Briefings A. Briefing on of the Hampton City Schools Office of Public Relations & Marketing o Kellie Goral, the new Executive Director, serves as the school division's official spokesperson, while the department works with print, broadcast and social media to highlight the many accomplishments of Hampton City Schools.  o This department publishes all of the district's marketing and promotional brochures and newsletters, and also serves as the public relations arm of the district. The Public Relations & Marketing Department also oversees the division's cable television station WHCS Channel 46, the Graphics Department, Printing & Records Management and Athletics. o Kellie went on to report she will be hosting the new television show on WHCS 47 called “Wired In.” This television program is to showcase the people who make things happen behind the scenes in Hampton City Schools. Wired In brings you closer to school system happenings, policies, and current news. This program gives you an opportunity to meet policymakers and stakeholders. V. Action Items A. Consideration of the Institutional Business Representative Appointment The Executive Director asked for consideration of the recommendation from Nominating Committee to approve to the consideration of Fred Everett as the new Chair of the Neighborhood Commission. Consideration of the Chair Appointment The Chair asked for consideration of the recommendation from Nominating Committee to approve to the consideration of Carlyle Bland as the new Business Representative. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Hampton 101: Staff is working on the next spring and fall session. Stay tuned for upcoming dates. o Hampton Leadership Academy: Staff is working on the upcoming session for August. 2. Home Repair Blitz Debrief (Darren Robinson/Jonathan/Fred Everett) o The event is tentatively scheduled for Oct. 6th. The Neighborhood Resource Review Committee will choice a 3. ABCD Update (Jonathan) o The target areas, Phoebus and Shell Rd., are working together on next steps and moving the ABCD effort forward. o Staff is working on building more community connectors in both areas. 4. Housing Venture (Jonathan) o Olde Hampton will be having their next Steering Committee Meeting on June 12, 2018 at the Olde Hampton Network Center. o Staff has been working with Pasture Point Neighborhood Organization to development and revitalizes a large portion of their neighborhood through asset based development. o Staff has also been working with the Northampton Community to update their neighborhood plans. B. Committee Status Reports: 1. Neighborhood Resource Review o The committee will have a meeting July 2 and will try to complete the amendments of the Neighborhood Development Fund Policy for the grants through Google Docs. 2. Neighborhood Development & Training o The committee elected Chekesha White as their Chair and they are working on reviewing the education plan, including the Hampton Leadership Academy and Neighborhood Commission Orientation. 3. Nominating Committee o There are now vacancies in Neighborhood Districts 1, 4, 6, 7, At- Large, and Faith-Based Representatives. o Jon Welters has agreed to be the Chair-Elect. Nominating Committee will recommend him as the Chair-Elect at the October Meeting. o Fred has also spoke with potential candidates in District 1and Faith-Based Representative. VII. Fred Everett – Chair-Elect of Neighborhood Commission Jon Welters - Co-Chair of Neighborhood Resource Review Peggy Todd - Co-Chair of Neighborhood Resource Review Absent Neighborhood Development & Training Committee Chairs Staff Jasmine Bryson – Neighborhood Development Associate Anna Hammond – Neighborhood Development Associate Jonathan McBride – Neighborhood Commission Executive Director Darren Robinson –Neighborhood Development Associate Guest None Item #1 Strategic Project Updates: o Hampton Neighborhood College – NSP (Darren)  Hampton 101 – The next session will be on September 22and location will be determined soon.  Hampton Leadership Academy – The next session will be a 6 session course and it will be Aug. 9th, 11th, 16th, 18th, 23rd & 25th (Which will be on Thursdays from 6pm-8pm and Saturdays from 9am-11am).  Joe will be creating save the dates with contact information on the Hampton Leadership Academy. o ABCD Update (Jonathan/Joe)  Joe Andrews is working hard to find more connectors in Phoebus and Shell Rd. 1   The Boys & Girls Club relocating to Buckroe has surfaced some more connectors in the Shell Rd. area to help move efforts forward. o Housing Venture:  Olde Hampton Steering Committee Meeting on June 19th the group decided to create a smaller team to plan the logistics of the event.  Pasture Point is working on redeveloping through an asset based model. The organization also met with HRHA on the reinvesting of the housing stock in their neighborhood and staff is still working with them to develop their vision for their neighborhood. Their next meeting is August 12th.  Old Northampton neighborhood organization is still working on updating their neighborhood plan.  Also there will be a team meeting schedule soon to update and give a progress report to the Neighborhood Commissioners who volunteered in those areas. Item #3 Committee Status Reports A. Neighborhood Resource Review  The committee will have a meeting July 2 and will try to complete the amendments of the Neighborhood Development Fund Policy for the grants through Google Docs. B. Neighborhood Development Training  The committee would like to beef up committee member attendance, so Ann will be filling in on this committee for now to help out. C. Home Repair Blitz Location Possibilitiest: The committee discussed possible locations and South Shell Road was recommended. The committee held a vote and all were in favor of South Shell Road. II. RNO Applications for review: Pink Color Charity was reviewed and denied. The committee voted and denied based on Pink Color Charity does not meet the current standards Shell Road Community Association was reviewed and accepted with amendments. The committee voted and said that the current application needs to be amended to remove out of state members and have an address location located within the district. Marcie Spragen to follow up . III. General Grant Policies The committee reviewed the collarborative changes to the document. After discussion and corrections the committee is now ready to submit document to the Neighborhood Commission Body for acceptance.Committee held a vite and the current document with changes was accepted. New business- Ann Bane had a question about grants. She has two events she wants to present to the committee. Present: Ann Bane- School Representative Lt. Jason Price- City Representative Chekesha White- District 10 Neighborhood Commissioner Staff: Joseph Andrews- Neighborhood Development Associate Anna Hammond- Neighborhood Development Associate Darren Robinson- Neighborhood Development Associate Guest: None I. Minutes were approved and a recap was given of the last meeting. II. The committee decided that the Hampton Leadership Academy (HLA) should be a priority at this time versus revising the Commissioner Orientation packet (as was previously discussed). In addition, the committee discussed the idea of combining Hampton 201 and HLA. The discussion was based on time-commitment from participants, previous participation rates, and the ability to align/combine the sessions. Further discussion will take place at the next meeting. III. Joe Andrews gave a brief summary of the most recent HLA and the sessions that were covered and their presenters. IV. Darren Robinson encouraged the members to think about others in the community who could potentially serve on the Training and Development committee. Select Chair-Elect: The committee discussed possible candidates for chair-elect and Jon Welters was recommended. The committee held a vote and all were in favor of Jon Welters being recommended for chair-elect.  Fred Everett will talk with Jon Welters about this recommendation. II. Possible District and At-Large Candidates: Candidates were discussed for the vacant districts and at-large vacancies. The committee discussed hosting meet and greets to promote the commission and recruit possible candidates. In lieu of planning a meet and greet, it was suggested that the group attend events that have already been planned throughout the city. Also, possibly contacting the event organizers to obtain recommendations.  District 1, Fred Everett will contact a lead.  District 4, Steve Edwards will contact a lead.  District 6, Application has been submitted but not completed. A ACTION REQUESTED: None BACKGROUND STATEMENT: During the last cycle for the You Make A Difference Awards early in 2018, only one submission was received for all three categories. The Commission has also had some difficulty identifying and recruiting resident leaders to serve on the Neighborhood Commission. With these two issues in mind, the Executive Committee discussed the need to surface and celebrate more good examples and stories of Hampton residents who are doing good things for their community, often with little reward or recognition. The Committee suggested that before a specific committee could be tasked with designing and implementing a process, the full Commission should be engaged in defining what type of work should be recognized and what may be some of the best methods to recognize or reward citizens for their good work. The Commission discussion will focus on broadly defining what qualifies as a “Good Neighbor” activity, what the commission hopes to achieve through acknowledgement, and what are possible ways to recognize and potentially reward such activities in neighborhoods. ADDITIONAL REFERENCE MATERIALS ENCLOSED: You Make a Difference Neighborhood Award Criteria COMMITTEE RECOMMENDATIONS: N/A  Hampton Neighborhood Commission You Make a Difference Awards Criteria Dr. Michael Canty Neighborhood Project of the Year Award Dr. Michael Canty (07/30/1959 – 10/06/2010) worked as a tireless advocate for community partnerships between local government, non-profit agencies, school systems, faith based organizations, and community groups. His partnership work with the City of Hampton exemplified his belief in that organizations must work together, for the greater good of the community, and if they are to create lasting change in the community. His advocacy work for out-of-school time, youth development opportunities, and community resource development demonstrated that a few passionate people, sharing their unique strengths together, can make a big difference. Eligible projects are those that: - Made a significant impact on one or more neighborhood(s), - Developed effective partnerships within the community, - Brought neighbors together to make physical improvements and/or to build a better sense of community and belonging among residents, and - Created a healthier neighborhood. The project may be focused on the social, civic and/or cultural aspects of a neighborhood and must have been completed within the last calendar year. Mary Johnson Neighborhood Leadership Award Mary B. Johnson (12/25/1915 - 07/13/2011) was a foundational leader in the Newtown neighborhood for over 40 years. Her work as an educator, a principal, and community volunteer exemplified her belief in service learning, education equality, and citizenship. As a community leader she embodied many of the ideals that make Hampton’s neighborhoods great – everyone has value and everyone makes a difference. This award is open to any citizen of Hampton that has demonstrated the key qualities of a good neighborhood leader. These qualities include, but are not limited to: - An inclusive approach, - Asset-based focus, - A partnership builder, and - A care and commitment for their community The leadership and advocacy of the individual’s effort must have been performed in a volunteer capacity. The work of the individual must have addressed social, civic, and/or cultural aspects of a Hampton neighborhood during the past year. Neighborhood of the Year Award The neighborhood of the year award recognizes the efforts of residents of a Registered Neighborhood Organization to make a significant impact in the quality of life of their neighborhood. Nominees must represent the most engaged, active, and passionate neighborhoods in the community. They have established and made progress towards community goals that improve either the physical, social and civic environments in their neighborhood. The efforts of the neighborhood organization should reflect the guiding principles of the Hampton Neighborhood Initiative: - Inclusiveness: demonstrated significant outreach & engagement of all segments of the community for all to have a meaningful role in the work of the neighborhood. - Communication & Support: Provides or developed effective communication structures & methods within their neighborhood and with community partners - Bias for Action: The organization has illustrated taking an active role in the community, continuously sets goals and work towards achieving them. - Commitment: Concerned with the long term health of the community beyond the immediate issues and concerns - Build on Strengths (Asset Focus): primary focus is on the strengths of the neighborhood and finds ways to build upon them to make them better and/or create more. - Continuous Improvement: Evaluation, succession planning, and capacity building are values demonstrated by the organization over time. Eligible Organizations must be a current Registered Neighborhood Organization with the Hampton Neighborhood Commission. Following recent Home Repair Blitz events, the Committee agreed on key factors that would help to ensure that the upcoming Blitz events were equally successful, including:  Access to facilities for logistical and volunteer support,  Opportunity to build stronger neighborhood & school partnerships,  Awareness of seasonal activities that would impact the project (sports/activities),  Visibility and concentration of homeowners with repair needs, and  Existing community network and neighborhood organizations. Given the considerations above, the Committee agreed to the Blitz area as follows: Fall 2018 Blitz: Shell Rd.
