Chair Announcements Carlyle Bland was welcomed to the commission; Mayor’s Forum on Sept 27th at St. Mary Star of the Sea School at 6 pm; Pay attention to Hurricane Florence and please know your evacuation zone (map provided). II. Director’s Report A. We want this experience to become more meaningful for you; not just business. B. We have started the Community Planning process. There will be a presentation to council next week with a public Community Kick-Off Meeting to take place Oct 30th at 6pm. The Community Plan will encompass both the Strategic Plan (5- 10 year plan) and the Comprehensive Plan (20+ years). There will be opportunities for Commissioners to engage in this process. III. Hampton Neighborhood College (Darren) o Hampton 101 will be offered on September 22nd  o Hampton Leadership Academy graduated 18 community leaders in August 2. Hampton Housing Venture o Olde Hampton development is ongoing; Public Safety meeting will be rescheduled due to Hurricane Florence o Old North Hampton plans are being reviewed to go to Council next month 3. Home Repair Blitz will occur on Oct. 20th and we have started receiving applications B. Committee Status Reports on Work Plan Progress 1. Neighborhood Resource Review o Did not meet last month 2. Discussion Items & Updates: A. Balancing Committees Committee member appointments were reviewed and shifted to better balance the work and workload of the committees. (Please see attached.) B. November Meeting Reschedule As the November Commission meeting falls on Veterans Day this year, the meeting will be rescheduled for November 5, 2018. C. Retreat, Holiday Social The committee discussed creating a joint Holiday Social and Retreat that will also provide skill building and development for Commissioners. The Development & Training Committee will provide guidance regarding the retreat aspects. D. Upcoming Orientation There will be an orientation to welcome and train new commissioners, likely to be scheduled in the first half of October. Development & Training Chair will polling the newest Commissioners for availability. E. Nominating Letter The Executive Director has crafted a letter of guidance regarding the requirement for a Commission candidate to include a letter of support from a 1  neighborhood organization within the district that they would like to represent to accompany their application. 2. Strategic Project Updates: A. Hampton Neighborhood College Hampton 101 will be on Nov. 17 B. ABCD – None C. Hampton Housing Venture The CAPER (HUD) Report will go before City Council soon D. Home Repair Blitz (Oct 20th) 18 homes have applied; Team Leader meeting to be held Sept 25 3. Committee Status Reports A. Committee Meeting Date: The Committee will meet on the 1st Wednesday of the month at 5:30p. II. Grant Reviews: The Committee reviewed 2 Neighborhood Improvement Grants for Aberdeen Gardens and Olde Wythe.  Aberdeen Gardens – Submitted application for a $93,270 grant is for repairs to 55 and 57 Mary Peake Blvd. The repairs will bring the building up to ADA compliance as well as meet requirements for the State Department of Historic Resources. o Comm. Steele asked if the building was owned by the foundation; Ms. Wilson answered yes. o Comm. Todd asked if the contractors were selected by a process; Mrs. Wilson answered yes, there were 3 contractors considered the one selected has experience with restoring historic homes.  Chair asked for motion. Motion to pass by Comm. Todd. Second by Comm. Steele. Committee approved application.  Olde Wythe – Submitted application for a $$96,630.91 grant to construct a gazebo that will be a memorial for Officer Kenny Wallace in Robinson Park. The park has been upgraded, a walking trail has been added and constructing a new gazebo will enhance the park. o Comm Todd asked is the gazebo in a flood zone. Mr. McHenry answered no and the park has had some flood abatement done in the last six months. o Chair asked why was Q-Design chosen to manage the project. Mr. McHenry answered that this firm is familiar with the City and has offered pro bono work for the organization and the City.  Chair asked for motion. Motion to pass by Comm. Todd. Second by Comm. ACTION REQUESTED: Approve the recommendation from the Youth Commission to submit a nominee for Youth Representative to City Council for appointment. Suggested Language for the Motion – “I move that we approve the recommendation from the Youth Commission to submit 1 nominee to serve as a Youth Representative.” BACKGROUND STATEMENT: Candidates were selected based on the qualifications and expectations outlined in the Operations Manual-Chapter 2. The Youth Commission recommends: Nominee Sector Term beginning Term ending Morgan Harris 2nd Youth 11/14/2018 11/14/2019 12th grade, Bethel Representative High School NEXT STEPS (If Applicable): If approved, the recommendation will be forwarded to Hampton City Council for appointment at the November 14, 2018 meeting.
