Opening Call to Order The meeting was called to order at 5:50 p.m. A. Roll Call and Verification of Quorum Quorum verified B. Pledge of Allegiance C. Review and Approve minutes of the Nov 2018 Meetings Minutes approved D. Chair Announcements • There are empty spots for commissioners that must be filled. • Chekesha White has resigned from the commission • We will be putting out a survey that asks: what do you like? What don’t you like? What can be changed to make it better? Please be sincere in your answers so we can improve the Neighborhood Commission II. Director’s Report: On Jan 31st, 6 – 8:30 pm, there will be a community engagement meeting for the Resilient Hampton team. The topic is the Newmarket Creek watershed. This is a pilot project, but the outcome will affect future projects. III. Items to be presented by Public None. IV. Briefings and Discussions • Jonathan McBride provided a briefing on the Codes Academy o Encouraged commissioners to sign up and encourage others to sign up. • Terry O’Neill provided a briefing on the Community Plan update o Commissioners were asked to reach out to registered neighborhoods in their districts to sign up for table talks.  Staff provided current contact list  Commissioners signed up for districts with vacancies to recruit commission nominees V. Action Items (Voting Items) • A $93,270 grant to the Aberdeen Gardens Civic Association/ Historical Foundation of Aberdeen Gardens Neighborhood Improvement Fund was considered and approved. • A $96,630.91 grant to the Old Wythe Neighborhood Association was considered and approved VI. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Codes Academy will be held from Jan 24- 28 o Mayors Forum will be on Jan 29th o In April, there will be a Fair Housing Workshop o Hampton 101 will occur on May 18th o The Hampton Leadership Academy will begin on May 20th. 2. Hampton Home Repair Blitz o Rescheduled for May 4, 2019. We are recruiting team leaders. 3. Housing Venture o Curb appeal applications will be received by end of February. Staff is working on new housing incentive programs for Housing Venture neighborhoods. 4. Community Plan o Neighborhood Commissioners will work on distributing table talks materials to Hampton Neighborhoods. B. Committee Status Reports on Work Plan Progress 1. Neighborhood Resource Review o Met last week to make sure they knew the status of funding so they can properly issue grants. 2. Nominating Committee: o There is 1 applicant, Nominating Committee will meet soon. 3. Neighborhood Development & Training o Staff is pulling together a meeting. VII. Items by Commissioners Fred Everett – we are still working to get vacancies filled. Xaiver Williams – His term on the online system says that it ends in March, we will work to extend the term in the system to his graduation. Adjournment The meeting adjourned at 7:00 p.m. Next Meeting Date: February 11, 2019 at 5:30 pm, location TBD  MEETING DATE: February 11, 2019 HAMPTON NEIGHBORHOOD COMMISSION’S COMMITTEE MINUTES  MINUTES Hampton Neighborhood Commission Meeting Community Development Conference Room Executive Committee Jan 28, 2019 Time 5:00 p.m. – 6:00 p.m. Present Fred Everett - Chair Jon Welters – District 4 Steve Bond – City Representative Absent Chekesha White – District 10 Staff Joe Andrews Anna Hammond Jonathan McBride - Executive Director Discussion Items: o Nominations received from Richelle Wallace with interest be a District 10 commissioner. Waylan McDrew also has interest in applying. Fred Everett has met a person who expressed interest in applying as the faith-based representative. Staff will follow up with Jim Mershon who has expressed interest in applying for district 1 representative. Chris Bowman has expressed interest in receiving more information on becoming a commissioner. in being a Neighborhood Commissioner. o Signs and Willow Oaks: The supreme court does not allow the city to have discretion on what signs can go in the right-of-way. Staff is exploring ways to partner to allow temporary signage to advertise events for registered neighborhood associations. Item #2 Strategic Project Updates: 1  o Hampton Neighborhood College o The Codes Academy has 21 people registered. o The Mayor’s forum will be on January 29th. o In the future we will have other workshops—dates will be published at the next Neighborhood Commission meeting. o Housing Venture o Staff has held neighborhood based training sessions. 72 grants for up to $5,000 were granted under the Curb Appeal program last year. o Staff are developing a pilot program in Old Hampton to encourage greater investment. o In Pasture Point, staff is working to complete acquisitions and finish development in rear of neighborhood. o In Old Northhampton, staff are working on a small new development along YH Thomas Park. Item #3 Committee Status Reports A. Neighborhood Resource Review: o This committee is back on its normal meeting schedule. B. Neighborhood Development and Training: o There will be a meeting of this committee next month. C. Nominating Committee (Jasmine) o Fred has been on jury duty, the committee has not met. Wil schedule for February Item #4 The update of the community plan was inserted onto the agenda for the next Neighborhood Commission meeting; there have been 15 road shows conducted so far.
