The public is invited to attend meetings and to observe the work and deliberations of the Neighborhood Commission. The public may also address the Neighborhood Commission during the agenda item “Items to be Presented by the Public” by signing up to speak. The sign-up sheet will be available to the public until the agenda item “Items to be Presented by the Public” is reached in the course of the meeting. Roll Call a. Quorum verified b. Kevin Steele began the meeting at 5:03PM. II. Community Plan Input a. Darren Robinson underscored the importance of attending the Hampton 2040 meeting the following evening at the Hampton Coliseum. III. Hampton Home Repair Blitz a. Home Repair Blitz is returning on September 24th between 7:45am and 3:00pm in the area of Roanoke and Orchid by the DMV. He requested commissioners' help in volunteering and recruiting volunteers. There will be 14 homes total, most are 1 story homes with siding. Tasks for volunteers will include landscaping, power washing, etc. IV. Review of RNO Applications a. Kevin Steele followed that portion of the meeting with news on the two RNO applications that the committee received. He remarked that both were not acceptable applications for the RNO program and are more of the neighborhood- serving nature. Recommended by the committee to forward them to Stephanie Afonja since both organizations are non-profits. V. Update of Aberdeen Grant and Overlapping Boundaries  a. Jonathan McBride spoke to Margaret Wilson and Audra Vann. b. Margaret and Troy are reviewing the closeout paperwork on the grant received for the Aberdeen Gardens museum. In receiving that closeout paperwork, the project will have been considered complete. c. Audra Vann indicated in a separate conversation with Jonathan McBride a willingness to discuss RNO boundaries, roles, and responsibilities with Michael Harper, who is a representative of GACC. Michael Harper will pick out a date to meet with Andre Vann, with Kevin Steele and possibly Jonathan McBride indicating they would enthusiastically attend. d. Jonathan McBride switched topics to the grant program and how we can continue to promote it while simultaneously working with groups to create more opportunities. e. Darren Robinson told the committee that Channon Monroe, who expressed interest in applying for a grant that would pay for cameras for her neighborhood, would be invited to the Resources Committee's next meeting in order to better convey our position on grants and how it applies to something like cameras. Michael's Woods has also expressed an interest in applying for a grant to erect a neighborhood sign. f. Michael Harper questioned how chairpersons are selected by the Neighborhood Commission. Jonathan McBride replied that the chairperson is selected by the Nominating Committee based on not just longevity with the commission, but also interest and availability. He also said it's usual for the Nominating Committee to try to keep an institutional commissioner in either the vice chair or chair's position. ACTION REQUESTED: Election of the Chair of the Neighborhood Commission Suggested Language for the Motion – “I move that Dr. Vernita Baldwin be elected to serve as Chair of the Neighborhood Commission.” BACKGROUND STATEMENT: Dr. Baldwin has served as the Chair-Elect and has been a representative on the Neighborhood Commission since January 2020. Dr. Baldwin has indicated that she is willing to serve as the Chair. Nominations will also be taken from the floor. Suggested Language for the Motion – “I move that we approve the recommendation from the Youth Commission to submit Sean Roberts and Gabrielle Hill to serve as Youth Representatives.” BACKGROUND STATEMENT: Candidates were selected based on the qualifications and expectations outlined in the Hampton Neighborhood Commission Operations Manual, Chapter 2. As the Neighborhood Commission sets to begin their new programming year, the Chair and a City Staff member will share the responses back to the Commission and discuss implementation in the new year.
