The public is invited to attend meetings and to observe the work and deliberations of the Neighborhood Commission. The sign-up sheet will be available to the public until the agenda item “Items to be Presented by the Public” is reached in the course of the meeting. Director asked commissioners to let HNS staff know their availability beforehand and made them aware of planned absences. B. Committee re-assignments, the Director informed commissioners that they can register for the different committees. C. Water Plan for Downtown, Phoebus, and Buckroe: Presentation to City Council on Wednesday, July 12th, with community meetings on Thursday, July 13, 2023. D. Community Plan, City staff are working on a time period and setting to do crossover work with all groups; meetings pushed to August. Full draft prepared this Winter. III. The committee reviewed and approved a CCP grant application from Rosalee Gardens Neighborhood Watch Association at their July 5th meeting. 2. Neighborhood Development & Training – a. Linwood summarized some of the activities taking place at the committee. 3. Nominating Committee – a. Anna informed that a School Representative will likely join the Commission soon. 4. Youth Commission – a. The Youth Commission is off for the Summer. VI. Briefings and Discussions A. Included briefing from Hampton Police Officers Loney, Brown, and Sergeant Birdsong on August 1st National Night Out, Community Policing philosophy, and Neighborhood Watch Program. B. Included briefing from Janice Banks with Small Planet Works, Inc. on the City of Hampton Poverty Study 2023. VII. Items by Commissioners A. Whittley Richards – Northampton Civic League is converting the NHCC tennis courts to pickleball courts; NHCL to host event in October B. Linwood Williams – Riverdale Day on August 19th; commissioners are asked to invite their constituents – 55 Tide Mill Ln. C. The Neighborhood Commission’s involvement with Neighborhood Watch Groups, National Night Out, and/ or Crime Prevention Week in partnership with the Hampton Police Division was discussed at length. The Commissioners concluded this would be a meaningful partnership and will introduce their ideas to the full Commission at the next meeting. A recommendation to invite Hampton City Schools’ Superintendent to an upcoming meeting was included for October’s meeting. III. (10 minutes) Staff Updates a. Updates provided at DT meetings? o Automated Emails Meeting Notes: The Committee continues to spend the majority of its time discussing the mentorship program. Changes to the first phase. Phase two and three are still to be discussed. The Chair will begin contacting mentors to notify them of the program and their commitment to that role. Additional items of discussion included gifting new Commissioners with a Hampton “Swag Bag” and celebrating the Commissioner’s years of service in a more intentional way. V. Whalan McDew recommended committee chair. ii. Kathy Rogers recommended vice chair. b. RNO Snapshot – Tentative Training Date i. Goncalo initiated the meeting by outlining the objective of conducting a workshop on August 22nd for commissioners to familiarize themselves with the RNO interview process and gain a better understanding of it. The workshop is scheduled to take place from 5:30 to 7:30 PM on that day. IV. Status Updates a. Grant Submissions i. Rosalee Gardens Neighborhood Watch – Community Connections 1. The group received an update on the funding application for Rosalee Gardens' 41st Annual Block Party. Lisa from Rosalee  Gardens attended the meeting as a guest speaker and provided information on their progress. They are actively collaborating with Corp. Stalnaker to finalize their event permit application. Additionally, Lisa shared data related to their outreach efforts and methods for measuring the event's goals. After the update, the guests left the meeting. 2. Committee voted to approve the project with the following contingencies: 1) ensuring timely acceptance and clearance of the special events permit by the City of Hampton, 2) creating a Facebook event to announce the occasion to the public, but only after receiving approval for the event from the City of Hampton, 3) establishing a clear start and end time for the event, as the application and advertising lacked specificity, and 4) implementing a suggestion box at the event to better gauge its community impact. b. Open Projects i. Neighborhood Grants 1. Cashayla provided an update on open grants, mentioning that GACC was on track to receive their first check of $1500 for the YouthFest event. 2. The "Making a Splash" event by Olde Hampton was not progressing due to issues related to liability coverage for the organization ii. Pool Grants 1. No updates. V. Other Business a. None. Goal 2: Establish innovative, nimble, nature-based designs for coastal areas expected to be permanently inundated within the next 30-50 years. Goal 3: Plan for project benefits to be equitably distributed, and to meet the needs of those who will be most impacted by climate change.
