ADVISORY BOARD MEETING MEETING MINUTES Wednesday, June 6, 2018; 6:30 p.m. Members Present: Jennifer Colton, Terrell Kingwood, Norman Merrifield, Shawn O’Keefe Absent: Steven Raudman, Tara Wilcox, Kelly Wilson Staff Present: Sean Clark, Brian DeProfio, Alison Eubank, Kellie Godfrey, Kevin Myers I. Welcome and Call to Order – Terrell Kingwood a. Roll call of board members. b. Minutes reviewed. Minutes were approved with as amended. II. Place-making Committee Report – Alison Eubank a. Council approved the call for local artists; the City will initially pay for two locations. Alison is working with the City Attorney’s office to secure the details. Six areas around Hampton have been established as preferred locations; two at Buckroe, and one at Coliseum Central, Phoebus, Mill Point Park and Carousel Park. The art installations are going to be interactive. b. The City is partnering with the James River Association, a group from Richmond, for a project on July 14th called Paint out Pollution. Different art would be painted on storm drains to encourage citizens to remember that pollution down storm drains has a negative effect on the James River. III. Assessment/ Master Plan Project – Kevin Myers a. A draft of the needs assessment RFP was distributed for review. The goal is for it to go out for bid by mid-July and received back by September 1st. Two recommendations were made: i. The amount of open space throughout the City and the relationship with the schools need to be evaluated in combination with the City’s overall master plan to determine how it can be best utilized by the department. The Trust for Public Land is a group that assists communities in the best way to make sure that public space is being used in a way which is a win for the City while protecting the land. ii. A statistically balanced survey should be conducted to ensure that all citizens have an opportunity to express what is important to them and the priorities they would like the department to focus on. IV. Facilities/Projects Update - Kevin Myers a. Buckroe Beach – The summer seasoned kicked off Memorial Day weekend. Parking remains an ongoing issue that is being addressed through a shuttle. The stage has to be completely replaced and the estimated completion date is June 13th; a temporary band shell has been rented for use during the construction completion. b. Boo Williams –There is a question as to who owns the track. The department is currently in the bid process for replacement of the track due to water damage to the track the first year it was resurfaced. c. Darling Stadium/High School Athletic Fields – The Stadium track needs to be replaced. We are looking into options of combining the bid process for the Darling Stadium track with the Boo Williams track. The department has secured a contract to begin work on upkeep of the field along with the four high school fields and also place them all on a field maintenance plan. Mary Jackson – The City has met with the Peninsula Community Foundation, who has taken the lead in designing the facility to discuss the beginning stages. All parties agree the facility needs to be multi-purpose and multi-generational to serve a wide range of citizens. b. Fox Hill – June 19th is the closing date of the Cornerstone Church which will become the Fox Hill Community Center. The community wants a commercial kitchen placed into the facility. c. YH Thomas – The department met with a security firm at the facility in regards to updating the camera system. There are some deferred maintenance items that need to be addressed such as the flooring, the lighting, the basketball facility and security. VI. Updates & Announcements a. A question was raised regarding the closing of the Boys & Girls Club on Shell Road due to the City purchasing the facility for the Fire Department. There is going to be a public meeting on June 12th to address the concerns of the community losing use of this facility. Mr. DeProfio, Assistant City Manager, acknowledged the concerns and indicated the City is exploring a variety of options to continue to provide citizens with recreational amenities and address the community’s needs. VII. Adjourn a.
