Parks & Recreation Advisory Board Notes Wednesday, April 3, 2019 | 6:30 p.m. | 5th floor City Hall, Canty Conference Room Members Present: Shawn O’Keefe and Jennifer Colton Members Absent: Steven Raudman, Dr. Norman Merrifield, and Tara Wilcox Staff: Brian DeProfio, Dave McCauley, and Alison Eubank Opening Business Welcome, Introductions and Call to Order – Shawn O’Keefe called the meeting to order at 6:30 p.m. Approval of February Minutes – there was not a quorum and approval of minutes was tabled to next meeting Director’s Update – Dave has been interviewing selected candidates from more than 170 applications received for PRLS administrative assistant; Alison advised five responses to Master Plan RFP; one of three vendors interviewed will soon be awarded the contract by Procurement and work will begin summer of 2019 CIP projects include: Blue Bird Gap Farm – construction on new bathrooms has begun, a large tree near the current bathrooms will be removed, two new trees will be planted for shade near the playground area; Darling Stadium - a field crew will maintain the turf until a final decision is made regarding astro or natural turf; signage will be repaired for $6K as opposed to replacement for $362K; Mayor Tuck had inquired about the status of Master Plans and staff will be answering that inquiry as related to overall strategic plans for local parks; there are future plans for adding improvements at Gosnold Hope Park Events & Items of Interest Event Date Time Location Community Center Classes March 1 – 31 Varies Varies Women’s Bike Ride March 9 9:00am Glazed Doughnuts Front Porch Music Series March 20 6:00pm Hampton History Museum Phoebus Dock Ribbon Cutting March 23 Noon Phoebus Waterfront Park & Party Sunday Cruise Bike Ride March 24 4.00pm TBD Parks, Recreation & Leisure Services 22 Lincoln Street | Hampton, Virginia 23669 www.hampton.gov | P: (757) 727-6348 New Business Budget & CIP Process – Brian DeProfio provided handouts “Capital Improvement Plan” and “FY19-23 CIP by Council Strategic Priorities” while presenting a slide show with a summary of how the CIP works and answering board members’ questions; Brian explained that cities are not required to fund projects via referendums and Hampton works with the community to identify priorities that then become projects funded within the CIP; counties are typically given more state funding and therefore referendums are required for accountability Project Updates & Old/On-Going Business Maintenance & Capital Project highlights – additional funds have been included for Placemaking and Parks & Recreation improvements (i.e.: Buckroe Beach, Gosnold Hope Park, Briarfield Park, city-wide and Downtown landscaping, etc.) City staff updates – Dave mentioned that bathroom improvements should be complete by mid-July at Briarfield Park; after a Buckroe Beach walk-thru, adjustments will be made to sidewalk improvement plans; the Golf Advisory Committee is brainstorming ideas for solvency, i.e.: raising fees; Dave made a presentation to City Council regarding community center activities Board member updates – Shawn completed the Certified Park and Recreation Professional (CPRP) Certification and will transition, beginning Monday, April 8, to Parks Operations Manager of James City County where he will oversee Chickahominy Riverfront Park and Pool, Little Creek Reservoir Park, Upper County Park and Pool, Diascund Reservoir Park and Brickyard Landing; Jennifer was named Supervisor of the Year at her command; she attended the Phoebus Dock Party and has recently taken her daughter to Gosnold Hope Park; Dave solicited the members opinion regarding the RV park at Gosnold Hope Park: Jennifer noted she has heard people say they don’t understand why the BMX track land isn’t being used for BMX or RV parking, Shawn noted a volunteer group was formed for Chickahominy Park to assist the department with RV park maintenance, janitorial, and other issues; the general consensus was to improve and keep the RV park/BMX track; Brian advised the most mentioned issue at a park is the condition of bathrooms, members mentioned priority issues are bathrooms and signage Community Center membership & facility feedback – no update was given Adjourn – there being no further business the meeting was adjourned at 7:26 p.m. Next Meeting: April 3, 2019 @ 6:30 p.m. 5th floor City Hall, Canty Conference Room Parks, Recreation & Leisure Services 22 Lincoln Street | Hampton, Virginia 23669 www.hampton.gov | P: (757) 727-6348
