Javier [One Vacancy] Opening Business  Welcome, Introduction and Call to Order Attendees: Dr. Irina A. Gorbunova-Ford, Dr. June Javier, Jennifer Parker, Remi Travis B. Wright, David McCauley, Angela King, Absent: DeRocke Croom, Katherine Dermanis, Michelle Griffin, Steven Raudman, Dr. June Javier called the meeting to order at 5:02pm, welcomed the attendees, and advised that a quorum was not present. Director McCauley advised that the group would proceed with an informational meeting and, in the event another board member joins the meeting, we will return to consideration of the previous meeting’s minutes. New Business Department Update Director McCauley shared that he will present a CIP (Capital Improvement Projects) update to the Council on September 13th. The department has completed over sixty (60) projects this year on a budget of 2.2 million dollars. CIP included various projects such as Darling Stadium, Therapeutic Recreation Center renovations, Briarfield Park, and etc. The department phases the projects over years and roll over the money year to year for affordability and ensure that the design concept is done correctly. Parks, Recreation & Leisure Services 22 Lincoln Street | Hampton, Virginia 23669 Budget Update—Carleen Cameron Carleen Cameron introduced herself as the budget and management analyst with the budget division for the city of Hampton. She is also the CIP coordinator. Carleen shared that her department has begun the development phase for the Capital Improvement Projects. She mentioned that she will briefly discuss the process, what is involved, and what is to be expected. Capital Improvement Projects in terms for long term projects, must have a minimum requirement of a project that is over $50,000 and has to exceed or has to be over a range of five (5) years. The projects have to align with City Council Priorities. The strategic priorities include the following: ➢ Economic Growth ➢ Educated Citizenry ➢ Excellence and Government ➢ Family Resilience ➢ Economic Empowerment ➢ Living with Water ➢ Placemaking ➢ Safe and Clean Committees These projects can be funded through bond funds, general operating funds, sources dedicated from revenues and incoming fees, and also state/federal monies that were received. State and federal funding would be more restrictive than other funds that are received, but it is helpful when progressing through projects. She shared a PowerPoint slide that explained the allocation for FY24 through FY28. The allocations include the following: ➢ Excellence in Government at 36% allocated ➢ Educated Citizenry at 23% allocated ➢ Placemaking at 9% allocated HPRLS Capital Improvement Projects primarily involve placemaking. Placemaking is creating vibrant and authentic places that reflect and celebrate the unique culture, history, and character of our community. The idea of those seven (7) strategic priorities are captures in the community plan which is along term vision for about twenty (20) years out while the strategic plan is a five- year plan. Placemaking is a large component that goes towards helping the city council achieve their vision of creating a vibrant waterfront community. For FY24, 77.9 million dollars has been allocated for various capital projects to include citywide bicycle and/or pedestrian improvements, citywide street and traffic maintenance, dredging, upgrades to financial systems, maintenance on public properties and facilities, public art projects, public safety equipment, resilient Hampton, stormwater projects, Riverside psychiatric emergency department, and school maintenance/technology. Some of the challenges can include Parks, Recreation & Leisure Services 22 Lincoln Street | Hampton, Virginia 23669 limited resources, unfunded mandates coming from the federal and state government, and also the cost of maintaining our existing infrastructure. The next steps would be to meet with community stakeholder groups through August until the beginning of October. Director McCauley thanked Carleen for an informative presentation. Board Member Updates Due to no quorum, the board was unable to make any votes during the meeting. Director McCauley shared that during October’s meeting, the board needs to vote on the Chair and Vice Chair. Angela King also shared information regarding the attendance policy. She stated that council is tracking attendance of boards, commissions, and committee meetings due to attendance issues. The PRAB bylaws states that board members are not to miss three (3) meetings within a calendar year. There was also discussion about the frequency of the meetings. Council resolution states that board meetings are to be held monthly. If the board wishes to change the frequency of the meetings, the board could approach the council about modifying the resolution. Open Discussion There was discussion about the themes for the upcoming meeting to include: ➢ Special Events- October ➢ Athletics- Spring/Fall ➢ Parks/Projects ➢ Golf Courses ➢ Buckroe Summer Plan ➢ HCS Athletics ➢ HCCC Update ➢ HHM Update ➢ Programming- Fall/Winter ➢ Programming-Spring/Summer ➢ Director’s State of the Union Adjourn: There being no further business, a motion was made to adjourn the meeting.
