Rezoning Application No. 1309-2013: by Area Development Group, Inc and the City of Hampton to rezone 2.488± acres to include a portion of 5 Harris Creek Road [LRSN 8003578], a portion of Fox Hill Road parallel to the west side of Willow Oaks Blvd. [LRSN 8003574] and 301 Fox Hill Road [LRSN 11000627] from One-Family Residence (R-11) District and Neighborhood Commercial (C-1) District, with conditions, to Neighborhood Commercial (C-1) District, with conditions, for the purpose of developing a Rite Aid Pharmacy. Rezoning Application No. 1314-2013: by the Trustees of Gloria Dei Lutheran Church and the City of Hampton to rezone a portion of 5 Harris Creek Road [LRSN 8003578], a portion of Fox Hill Road [LRSN 8003574], 21 Harris Creek Road [LRSN 8003587], a portion of Harris Creek Road [LRSN 13002446], and Harris Creek Road [LRSN 8003606] from One-Family Residence (R-11) District and Neighborhood Commercial (C-1) District, with conditions, to One-Family Residence (R-11) District, with conditions, for the purpose of relocating Gloria Dei Lutheran Church Private School. Use Permit Application No. 1084-2013: by the Trustees of Gloria Dei Lutheran Church and the City of Hampton for a private school at a portion of 5 Harris Creek Road [LRSN 8003578], a portion of Fox Hill Road parallel to the west side of Willow Oaks Boulevard [LRSN 8003574], 21 Harris Creek Road [LRSN 8003587], a portion of Harris Creek Road [LRSN 13002446], and Harris Creek Road [LRSN 8003606]. The property is zoned Neighborhood Commercial (C-1) District, with conditions, and One-Family Residence (R-11) District, which permits private schools, subject to the approval of a Use Permit. This application accompanies a rezoning application (RZ #1314-2013) to rezone the property listed above from R-11 and C-1 to R-11 with conditions. Rezoning Application No. 1315-2013: by Union Carbide Industrial Gases, Inc. c/o Praxair, Inc. to amend the proffered conditions attached to Rezoning No. 652 at 3201 Commander Shepard Boulevard (LRSN 6001003), totaling 30.94± acres, to permit future development of the site. This property is zoned conditional Heavy Manufacturing District (M-3) with uses restricted to those permitted in the Limited Manufacturing District (M-1) plus air handling facilities and is conditioned to a layout as depicted on a proffered site plan from 1980. This property is also partially covered by the Special Public Interest-Magruder Visual Corridor (SPI-MVC) overlay zone and by the Air Installations Compatibile Use Zone (AICUZ) 70-74 decibel noise contour. This rezoning will remove the proffered site plan condition from Rezoning No. 652. This item is being concurrently advertised for a public hearing at the December 11, 2013 City Council meeting. Planning Commission Action No. 003-2013: request by Praxair, Inc., formerly, Union Carbide Industrial Gases, Inc. for the construction of a new sanitary sewer pump station at 3201 Commander Shepard Boulevard (LRSN 6001003), totaling 30.94± acres. Zoning Ordinance Amendment No. 108-2013: Ordinance to amend and re-enact Chapter 1 of the Zoning Ordinance of the City of Hampton, Virginia entitled “Zones and General Provisions” by deleting sections 1-21, 1-23, and 1-27. The public is invited to attend meetings and to observe the work and deliberations of the Planning Commission. The public may also address the Planning Commission on public hearing items by signing up to speak. Public hearing sign-up sheets will be available until the specific item is reached during the course of the meeting. Speakers will be recognized in the order in which they sign up and are asked to state their name and address, to limit their comments to 3 minutes, and to avoid repeating comments made by previous speakers.
