3711(A)(7) of the Code of Virginia to consult with legal counsel regarding specific legal
matters requiring the provision of legal advice by such counsel.
V. Public Hearing Items
A. Use Permit Application No. 14-00020: by PI Telecom Infrastructure, LLC to construct a
communications tower at 231 Pine Chapel Road [LRSN 7001239]. The property is split-
zoned Limited Commercial [C-2] District and One-Family Residence [R-9] District. The
Hampton Community Plan (2006, as amended) recommends mixed use for this area.
This property is also in the Coliseum Central Overlay [O-CC] District. This item was
deferred from the December 3, 2015 Planning Commission agenda. Copies of
documents or information concerning this proposal may be obtained from the
Community Development Department located in Hampton City Hall at 22 Lincoln

B. Zoning Ordinance Amendment No. 180-2016: Ordinance to Amend and Reenact the
Zoning Ordinance of the City of Hampton, Virginia by Amending Section 1-4 of
Chapter 1 Entitled, “Use of the Term ‘Designee’”; Section 10-4 of Chapter 10 Entitled,
“Regulation of Special Sign Types and Locations”; Section 10-12 of Chapter 10
Entitled, “DT-1, DT-2 and DT-3 Districts” and Section 11-2 of Chapter 11 Entitled,
“Parking Spaces Required” all Pertaining to Updating the Name of the Department
Now Called “Parks, Recreation, and Leisure Services” and Striking Obsolete
References to “Director of Codes Compliance” and “Department of Planning.”
Approval of this amendment would make the above housekeeping changes. Copies

C. Zoning Ordinance Amendment No. 181-2016: Ordinance To Amend And Re-Enact
Article IV Of Chapter 8 Of The Zoning Ordinance Of The City Of Hampton, Virginia
Entitled “Hampton Roads Center Districts” By Amending Section 8-32(6) Pertaining To
Building Height In The HRC-1 District; Section 8-33(4)(c) Pertaining To Building Height In
The HRC-2 District; And Section 8-34(5) Pertaining To Height In The HRC-3 District.
Approval of this amendment would increase the height limit for buildings in the HRC-1
District and HRC-2 District to 120 feet and would remove the requirement to obtain a
use permit to exceed the height limits in the HRC-1 District, HRC-2 District, and HRC-3
District. This application is also being concurrently advertised for the February 10, 2016
City Council meeting. Copies of documents or information concerning this proposal
may be obtained from the Community Development Department located in
Hampton City Hall at 22 Lincoln Street or from Donald Whipple at 757-728-5235 or
