Minutes of the March 2, 2017 Planning Commission Meeting IV. Public Hearing Items A. Rezoning Application No. 16-00012. This is a rezoning application by Marlyn Development Corp. and AH&H Corp. to rezone 16.48+ acres at 1300 N Mallory Street [LRSN: 12005714], the former nursing home site between N. Mallory Street and Mill Creek, from Multiple Dwelling (MD-4) District with conditions to One Family Residence (R-4) District with conditions for a single family subdivision. Approval of this application would permit up to 42 single family residences. The Hampton Community Plan (2006, as amended) recommends high density for this site, and the Buckroe Master Plan (2005, as amended) recommends a combination of a new nursing home facility and single family homes with community access to the waterfront. B. Use Permit Application No. 17-00003. This is a use permit application by Carol H. Wright to permit 3,600+ square feet of vehicle storage at 56 Tidewater Drive, which is on the west side of Tidewater Drive off of Armistead Avenue [LRSN: 6000763]. The property is currently zoned: Langley Flight Approach Mixed Business and Manufacturing (LFA-2), Magruder Visual Corridor Overlay (O-MVC), and Air Installation Compatible Use Zone (O-AICUZ) within noise contour (70-75 dB), which allows for vehicle storage with a use permit. The Hampton Community Plan (2006, as amended) recommends business/industrial land use for this site. Page 1 of 3 C. Use Permit Application No. 17-00004. This is a use permit application by Peninsula Main VA, LLC to permit an extended stay hotel at 3000 Allainby Way, located in Peninsula Town Center at the site of the former Macy’s building [LRSN: 13002082], with a minimum height of three (3) stories and a minimum of one hundred twenty (120) guest rooms. The property is currently zoned Limited Commercial District (C-2), which allows for an extended stay hotel with a use permit. The Hampton Community Plan (2006, as amended) recommends mixed use development for this site. D. Comprehensive Plan Amendment No. 17-00001. This is a Comprehensive Plan Amendment by the City of Hampton to consider amendments to the Downtown Hampton Master Plan (2004, as amended). The Downtown Hampton Master Plan is geographically bound by I-64 to the north, Victoria Boulevard to the south, the Hampton River to the east, and Back River Road to the west. Updated market studies were utilized to shape the recommendations in the Plan and further emphasis was given to the Bright’s Creek area, Harbor Square area, and the Downtown waterfront. E. Capital Improvements Plan for Fiscal Years 2018-2022. The recommended five-year schedule includes additions and improvements to the City’s capital assets. Recommended projects may be included in one of the following expenditure categories: Educated and Engaged Citizenry; Living with Water; Good Government; Safe and Clean Community; Economic Growth; Place Making; and Overcoming Poverty and Economic Empowerment. Cost estimates for the recommended projects in the maintenance five-year plan total $210,452,102. Additional projects, as outlined in Tier I and Tier II that have been rated by Council and are being rated by the public during the budget survey process, may be added in the above categories in an amount up to $83,000,000 to further Council’s Strategic Priorities after Council and staff complete vetting of the public input and project updates. Any such additions would be done in concert with the publicly advertised annual budget and CIP adoption process and/or at a subsequent time after proper public advertisement. Funding sources may include: Economic Development Fund, General Fund; General Obligation Bond Proceeds; Stormwater Fund; Urban Maintenance Contribution; Virginia Department of Transportation (VDOT) Revenue Sharing State Match; VDOT SMART SCALE Funds; VDOT Congestion Mitigation and Air Quality Funds; VDOT Highway Safety Improvement Plan Funds; Urban Development Action Grant; Pearl Young Bench Grant Funds; and the Wastewater Fund.
