A. Use Permit Application No. 17-00002. This is a use permit application by Charlene
Connolly to permit live entertainment 2 in conjunction with a micro-brewery at 2036-2038
Exploration Way, which is north of Commander Shepard Boulevard in a small office
center [LRSN: 13002305]. The property is currently zoned Hampton Roads Center North
District (HRC-2) and is covered by the Chesapeake Bay Preservation District (O-CBP),
Flood Zone Overlay District (O-FZ), and the Air Installation Compatible Use Zone (O-
AICUZ); all of these districts allow for live entertainment with a use permit. The Hampton
Community Plan (2006, as amended) recommends business and industrial land use for
this site. Copies of documents or information concerning this proposal may be obtained
from the Community Development Department located in City Hall at 22 Lincoln Street
or from Tolu Ibikunle, AICP 757-728-5237 or tibikunle@hampton.gov.
B. Use Permit Application No. 17-00008. This is a use permit application by Hampton Yacht
Club, Inc. to permit a marina at 4701 Victoria Boulevard, which is at the corner of Bridge
Street and Victoria Boulevard [LRSN: 2003824]. The property is currently zoned Downtown
Waterfront District (DT-2) which allows for a marina with a use permit, and is located
within the Flood Zone Overlay District (O-FZ) and Chesapeake Bay Preservation District
(O-CBPD). The Hampton Community Plan (2006, as amended) recommends mixed use
for this site. The Downtown Master Plan (2017) recommends that any redevelopment of
the marina be compatible with the surrounding neighborhood. Copies of documents or

state their name and address, to limit their comments to 3 minutes, and to avoid repeating
comments made by previous speakers.
