Planning Commission Action No. 17-00001: This is a Planning Commission Action application by Virginia Natural Gas to relocate an existing Sinclair regulator station within the same parcel as its current location at the northeast coerner of W. Mercury Boulevard and N. Armistead Avenue. VI. Public Hearing Items A. Rezoning Application No. 16-00008. This is a rezoning application by Jonah Z, LLC, to rezone approximately 9.9+ acres of vacant land located at 56 Butler Farm Road LRSN 13004560 . The application is to rezone the property from One Family Residential District (R-11) to Limited Commercial District (C-2) with proffered conditions. Approval of this application would permit an accessory storage lot for “New Vehicle Sales” to include 717+ parking spaces. The property is currently zoned One Family Residential District (R-11) and Air Installation Compatible Use Zone (O-AICUZ). The Hampton Community Plan (2006, as amended) recommends business and industrial land use for the northernmost section of the parcel adjacent to Tarrant Road and low density residential for the southernmost section of the parcel immediately adjacent to Butler Farm Road. B. Rezoning Application No. 17-00005. This is a rezoning applicaton by the City of Hampton to rezone 28.52+ acres of land located at 11 E Pembroke Avenue, 2 W Pembroke Avenue, 400, 418, 650, 700, 701, 704, 707, 712, 718, 727 and 732 N King Street , two unaddressed properties on N King Street, two unaddressed properties on Randolph Street, and an unaddressed property on W Pembroke Avenue, which are located north of Pembroke Avenue, south of I-64, and generally fronting N King Street [LRSNs 2003520, 2003539, 2003521, 2003522, 2003525, 2003526, 2003535, 2003527, 2003534, 2003528, 2003532, 8000825, 2003533, 2003540, Page 1 of 3 13002366, 2003537, 2003536, and 2003538 respectively]. The application is to rezone the properties from M-2 Light Manufacturing (LRSNs 2003533, 13002366), M-3 Heavy Manufacturing (LRSNs 2003525, 2003526, 2003527, 2003528, 2003532, 2003534, 2003537, 8000825,) C-3 General Commercial (LRSNs 2003520, 2003521, 2003522, 2003538, 2003539, 2003540) and two properties which are split-zoned C-3 and M-3 (2003536 and 2003537) to Downtown Business District (DT-1). Approval of this application would support the implementation of the Downtown Master Plan (2004, as amended), which recommends mixed-use buildings directly on North King Street and office and residential buildings along Bright’s Creek, while maintaining the historic cemeteries. The Hampton Community Plan (2006, as amended) recommends mixed-use for these properties. C. Use Permit Application No. 17-00010. This is a use permit application by Debora Tanner to permit a Commercial Day Care 2 for 130 clients at 3406 Commander Shepard Boulevard, which is near the intersection of Commander Shepard Boulevard and Old Armistead Avenue [LRSN 6001197 ]. The property is currently zoned General Commercial (C-3) which allows for a Commercial Day Care 2 with a use permit. The Hampton Community Plan (2006, as amended) recommends commercial for this site. D. Zoning Ordinance Amendment No. 17-00003 . This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 3 Of The Zoning Ordinance Of The City Of Hampton, Virginia Entitled “Uses Permitted” By Amending Section 3-2 Pertaining To Uses Permitted In The Use Table. Approval of this amendment would permit certain additional retail, sales, service, and office, institutional, recreational, agricultural and animal-related, and industrial uses in the Limited Manufacturing (M-1) District. The amendment would also bring permitted uses in other districts into alignment with these changes to the M-1 District by permitting certain additional retail, sales, service, and office, recreational, and industrial uses in the Neighborhood Commercial (C-1) District, Limited Commercial (C-2) District, Residential Transition (RT) District, Downtown Business (DT-1) District, Downtown Waterfront (DT-2) District, Langley Flight Approach Hampton Roads Center (LFA-3) District, and Light Manufacturing (M-2) District. Action on this item was deferred from the June 22, 2017 Planning Commission Meeting.
