Minutes of the September 20 , 2018 Planning Commission Meeting IV. Public Hearing Items A. Rezoning Application No. 18-00001 . This is a rezoning application by B&B Contracting LLC and Natha Holloway, to rezone approximately 0.8+ acres of land located at 6 Windsor Drive [LRSN: 7000267] . The application is to rezone the property from One-Family Residential District (R-13) to One-Family Residential District (R-11) with proffered conditions. Approval of this application would permit the development of three (3) single family homes. The Hampton Community Plan (2006, as amended) recommends low density residential land uses for the subject property. The Coliseum Central Master Plan (2015, as amended) identifies this site as residential. Copies of documents or information concerning this proposal may be obtained from the Community Development Department located in City Hall at 22 Lincoln Street or from Tolu Ibikunle, 757-728- 5237 or tibikunle@hampton.gov. B. Rezoning Application No. 18-00004 . This is a rezoning applicaton by Wythe Elementary School, LLC to rezone +1.30 acres located at 200 Claremont Avenue, which is also known as the former Wythe Elementary School [Portions of LRSNs: 1005036 1004555, and 1004553]. The application is to rezone the property from One-Family Residential District (R-11) to Multifamily Residential District (MD-4) with proffered conditions. Approval of this application would permit approximately 40 apartment units in the historic school building. The Hampton Community Plan (2006, as amended) recommends low density residential uses for this site. C. Rezoning Application No. 18-00007 . This is a rezoning applicaton by the City of Hampton to rezone +1.00 acres located at 1300 Kecoughtan Avenue [LRSNs: 1004555 formerly designated 1004553] and +4.66 acres portion of 200 Claremont Avenue [LRSN: 1005036], which are a tee- ball field and baseball fields respectively surrounding the old Wythe Elementary School. The application is to rezone the property from One-Family Residential District (R-11) to Parks and Open Space General (PO-1). Approval of this application would ensure the most appropriate zoning for recreational uses is on the site. The Hampton Community Plan (2006, as amended) recommends low density residential uses for this site. The Kecoughtan Corridor Master Plan (2006) shows the ballfields remaining on the site, and enhancing the recreational space in this area. D. Rezoning Application No. 18-00005 . This is a rezoning application by Freedom Life Church to amend the proffered conditions from Rezoning 899, to amend the condition that requires screening of the property with a five (5) foot high brick fence along the eastern property line of 2220 Coliseum Drive [LRSN: 7001695]. The property is zoned Neighborhood Commercial (C-1) District with proffered conditions. C-1 permits religious facilities by right with additional standards. The Hampton Community Plan (2006, as amended) recommends mixed uses for this site. The Coliseum Central Master Plan (2015, as amended) identifies this site for potential residential development. Speakers will be recognized in the order in which they sign up and are asked to state their name and address, to limit their comments to 3 minutes, and to avoid repeating comments made by previous speakers.
