A) Rezoning Application No. 19-00002. This is a rezoning applicaton by the City of Hampton
to rezone +4.9 acres located at 65 Hall Road [LRSN: 10000173], which is a former religious
facility. The application is to rezone the property from One-Family Residential District (R-
33) to Parks and Open Space General (PO-1) with no proffered conditions. Approval of
this application would ensure the most appropriate zoning for the proposed
neighborhood center. The Hampton Community Plan (2006, as amended) recommends
public/semi-public use for this site. Copies of documents or information concerning this
proposal may be obtained from the Community Development Department located in
City Hall at 22 Lincoln Street or from Alison Eubank, 757-728-5238 or
aeubank@hampton.gov.
B) Use Permit Application No. 19-00003. This is a use permit application by Sly Clyde, LLC to
permit live entertainment 2 in conjunction with a micro-brewery/distillery/cidery at 207 E
Mellen Street [LRSN: 12001143] and 3 S Curry Street [LRSN: 12001144]. The property is
currently zoned Phoebus Town (PH-2) District which allows for live entertainment in
conjunction with a micro-brewery/distillery/cidery subject to an approved use permit.
The Hampton Community Plan (2006, as amended) recommends mixed use for this site.
Copies of documents or information concerning this proposal may be obtained from the
Community Development Department located in City Hall at 22 Lincoln Street or from

Staff recommends deferral of this application.

meetings and to observe the work and deliberations of the Planning Commission. The public
may also address the Planning Commission on public hearing items by signing up to speak.
Public hearing sign-up sheets will be available until the specific item is reached during the course
of the meeting. Speakers will be recognized in the order in which they sign up and are asked to
state their name and address, to limit their comments to 3 minutes, and to avoid repeating
comments made by previous speakers.
