AT THE SPECIAL JOINT MEETING OF THE HAMPTON PLANNING COMMISSION AND CITY COUNCIL HELD AT NORTHAMPTON COMMUNITY CENTER, 1435 TODDS LANE, HAMPTON, VIRGINIA, ON THURSDAY, MARCH 16, 2023 AT 3:30 P.M. l. CALL TO ORDER Mayor Donnie Tuck called the meeting to order at 3:30 P.M. II. READING OF THE CALL FOR THE SPECIAL MEETING Clerk of Council Katherine K. Glass read the call for the special meeting. The purpose of the special joint meeting is for members of City staff to brief members of the City Council and Planning Commission regarding potential regulatory approaches for short- term rentals. III. ROLL CALL A. CITY COUNCIL A call of the roll noted Councilmembers, Steven Brown, Hope Harper, Martha Mugler, Vice Mayor Jimmy Gray, and Mayor Donnie Tuck as being present. Councilmembers Chris Bowman and Billy Hobbs were noted as absent; however, Councilmember Bowman arrived after the roll call. B. PLANNING COMMISSION A call of the roll noted Commissioners Tracy Brooks, Trina Coleman, Carole Garrison, Hope Harper, Steven Bond, and Chair Ruthann Kellum as being present. Vice-Chair Michael Harper was noted as absent. Staff in attendance was Secretary to the Commission/Director of Community Development Terry O’Neill, Interim Deputy Director/Deputy City Attorney Bonnie Brown, Planning & Zoning Administration Manager Michael Hayes, Zoning Administrator Allison Jackura, Chief Planner Donald Whipple, City Planner Davis Pemberton, Administrative Coordinator Kristie Graves, and Recording Secretary/Administrative Assistant Laura Walker.
