PENINSULA STADIUM AUTHORITY Minutes from August 6th, 2018
The meeting was called to order by Jim Wilson, Chair. Others in attendance included: Frank Feagan,
Randy Price, Wayne Gomes, Brenda Stokes, Lola Perkins and Linda Williams from the Board. Lin
Whitley and Carla Potter from the City of Hampton Procurement Office. Kay Trotter from Hampton
Parks & Recreation Leisure Service. Henry Morgan from Community Baseball.
Jim welcomed a new Committee Member, Lyle Hinshaw. He was not able to attend due to a work
conflict.
Meeting minutes from July 2nd were approved by Randy and seconded by Brenda.
Treasurers reports were received. We're expecting funding from the City of Hampton to arrive soon.
Lin and Carla from the City of Hampton Procurement Office spoke to us about the Procurement process
and how a Bid is handled from beginning to end.
Parking Lot drain project has been held up a little due to all the rain. Pembroke Construction is in
charge of that project with a cost of $220,000. Public works has agreed to pay that cost through the
Storm Water Funds.
Parking Lot lights project - we have $150,000 budgeted. Waiting for Dominion Energy to provide the
cost. The underground conduit will be getting started soon so that the asphalting of the parking lot
can begin. The construction cost of the resurfacing of the parking lot is $265,284. Painting will be
done by Basic Construction and will be done after the asphalt drain line is installed. Looking at the
end of August time frame to get that done.
Randy is concerned about the number of parking spaces that will be created and would like to see more
spaces available. Jim informed him that a survey of the property was done and they are doing their
best to work with what they have available to work with. Lola recommended that we have someone
from Public Works come to our next month meeting to explain how they come up with the number of
parking spaces.
Stadium Beam and foundation work - Bids open Tuesday 8/7/18.
Still working with the City to clear obstruction along Pembroke Ave. for the new sign.
Future ADA Ramps and seating for the stands - exploring the possibility of getting ramps and seating on
the 1st and 3rd Base sides. Will be working on the cost. Then will decide how to fund that project.
Placement of Directional Signs directing fans to War Memorial Stadium - a request has been sent to the
Director of Public Works to see who will fund the signs.
Request for Shirts for the Stadium Authority Members - Randy is in favor of purchasing his own shirt,
just need to get logo approved before ordering.
Randy made a comment about the Sound System at the Stadium, said it was not very good. Henry said
that a system was installed about 15 years ago. They have recently had some problems with it
especially with all the rain we've had lately.
Peninsula Pilots update by Henry - Pilots were the 1st Runner Up. Darin has left Community Baseball
and taken a position in Texas. Henry and staff are overwhelmed at this time with all the projects
going on at the Stadium. Henry would like to see the current projects completed before taking on new
ones.
Jim reminded us that It is budget time for the City of Hampton and wants to get the Committee's input
on next years projects so that we can put together the paperwork to submit to the City by the Fall.
Randy made a motion to have the Stadium Authority Committee meet twice a month because of the
number of projects going on that require our attention and input. Lola read over the Bylaws to make
sure we could change the number of meetings. Decided that we would have to vote on changing the
number of meetings held. Frank seconded the motion. Four of the six committe members voted for
the change. We will meet on the 1st and 3rd Monday of each month. If a holiday falls on the 1st
of the month, we will only meet on the 3rd week.

Our next meeting will be Aug. 20th.
