PENINSULA STADIUM AUTHORITY Minutes August 20th, 2018
The meeting was called to order by Jim Wilson, Chair. Others in attendance included: Frank Feagan,
Randy Price, Wayne Gomes, Brenda Stokes, Lola Perkins, Pat Uribes and Linda Williams from the Board.
Guest speakers: Ron Sterling with City of Hampton Project Manager Engineer; Brad Alger with AE Com
Civil Engineer, Jason Mitchell with City of Hampton Public Works. Henry Morgan with Community
Baseball.
Meeting minutes from Aug 2nd were approved by Randy and seconded by Frank and approved by the
Committee.
No change in Treasurers report since our last meeting.
Check was received from the City of Hampton for this years allocation.
A new insurance policy has been issued for the Stadium Authority and copies will be distributed to the
appropriate departments. Jim will be reviewing the coverages to be sure that adequate coverage is
on the policy to include all the changes to the Stadium.
Jim, Sallie, Henry and Hank will be going over Budget items that need to go into the Budget application
for 2020 Outside Funding Source. Application needs to be submitted by the end of September. Jim
will discuss with Committee in our September meeting.
Henry informed us that Community Baseball will be re-lamping the field lights by September 5th at no
cost to the Stadium Authority.
Jason from Public Works informed us that as far as the directional signs go, as long as there's a pole with
space on it, they can put them up at no cost.
Ron Sterling Project Manager with the City of Hampton explained the drain line process that is in
progress now. The project should be completed in 3-3 1/2 weeks. Some stone work is going on
right now, they are prepping the parking lot for the paving. Conduit will be going in prior to paving.
They have just received Virginia Power's estimate for 17 new lights at a cost of $50,000, which is below
budget. Waiting to hear from VA Power to find out if they will be maintaining the lights and if the can
be manually turned off and on. They are dawn to dusk lighting.
Parking lot space layout and design-Brad stated they designed the layout based on the items the City
asked for. They drew up 9 X 20 parking spaces with 24' drive isles. Bus parking was also included.
Total spaces 328 with 14 Handicap included. There was discussion about using grass space near
parking lot for overflow parking. Frank had a non-profit organization sketch up a parking space design
and presented it to the Committee. The layout was different, had more spaces, 18' drive isles (which
meet City code). It would provide 247 spaces in the south side parking lot. Brad will look at Frank's
diagram to see if they can add more spaces. Other options are going to be looked into as well for extra
parking spaces and the safety of the fans.
Entryway Pavilion Building-Bid was cancelled due to a protest that the winning bid was incomplete.
Bid will be reissued on Tuesday.
Stadium Beam-6 bids received. Winning bid was $275,000. Waiting for Procurement to see if we
can use their form, they did not use the City form.
Next meeting scheduled for Labor Day, September 3rd was cancelled and will be Monday, September
17th. Pat expressed his opinion of the twice a month meeting, he does not feel it is necessary and
made a motion to keep the meetings at once a month. Linda seconded the motion. A vote was
taken, 4 -For; 3- Against. The meetings will continue to be held on the first Monday of each month.
PSA polo shirts-Frank and Randy have done some research on the logo design and printing of the shirts.
We need a minimum order of 8-10 to place the order. There was enough interested in purchasing the
shirts to move forward. We will decide on shirt color at our next meeting.
