Peninsula Stadium Authority Minutes May 3rd, 2021
The meeting was called to order by Jim Wilson, Chair. Others in attendance
included: Brenda Stokes, Randy Price, David McCauley, Jim Goodbody,
Wayne Gomes, Sallie Marchello, Kiufordis Khasidis, Frank Feagan, Lola Perkins
and Linda Williams from the Board. In attendance from Community Baseball
was Henry Morgan. Also in attendance was Honorable Mayor Tuck.
The April 5th Minutes were approved by Randy, seconded by Brenda and
accepted by the Committee.
The Treasurers report was presented with a couple of checks written to pay for
HVAC work and Safety Signs. The new balance is $112,790.94.
Dedication of the New Building is set for Wednesday, May 26th at 9:30am.
Henry talked to Terri Zodda regarding the plaque to honor her late father. She
has ordered the sign from Riverdale Trophies and it will be ready for the
Opening Night presentation.
Q-DESIGN is working on the Inspection process of the New Entry-way Building.
The Warranty Report for the City and the P.S.A. should be completed by the
end of the month.
Safety Signs have been ordered at a cost of $600. The signs should be ready in
30 days. The goal is to have all signs posted in the Stadium prior to the first
game.
Club House work proposal – an outline of the work to be performed was
presented to the Board with a cost of $2,900 for each proposal as requested by
the P.S.A. A motion was made by Sallie to pay $2,900 to Q-DESIGN to prepare
each of the two preliminary design schemes and pricing package. One Proposal
will be for the renovation of the existing clubhouse. The Second Proposal will be
for a new clubhouse.
The motion was seconded by Randy and approved by the Committee.
Barricade design work for two different areas of the parking lot will be completed
in the September time frame. This will allow the work to be completed in the
Fall season so that the work will not disrupt the Pilots baseball playing season.
Outfield Fence work and Batters Eye screen work proposal by Rosenbaum
Fence Company: The wrong light weight fabric was installed on the outfield
fence and Rosenbaum will be replacing with correct fabric over the entire
outfield at no cost to the Stadium Authority. They will work around the Baseball
Game playing schedule.
The Pilots are requesting a black wind screen to go over the new outfield
fencing for security purposes. The cost of the windscreen for the outfield fence
is $ 3,750.00. Randy made a motion to pay for the black wind screen and Batter
Eye fence work, it was seconded by Jim G. and approved by the Committee.
Proposed Restroom work – The City of Hampton has a committee that inspects
the City’s public restrooms to make sure they are equipped with touchless
cleaning equipment. They will be coming to the Stadium this month to do an
assessment.
Lightning Protection – Protection from lightning for the entire Stadium (light
poles, office area, Grandstands). Randy made a motion for PSA to pay up to
$12,000 for the lightning protection system, Frank seconded the motion and it
was approved by the Committee. The Pilots will pay the additional cost for the
Warning System.
Pilots Update – The Event Calendar is now on the Website to see all the games
scheduled for this Season.
May 29th is Opening Game Night. There are 23 tournaments booked for the
Season and 28 Pilot Home Games.
The League has signed a League wide deal with a TV Company for the games
to be televised. It will be accessed on a Pay Per View App. Pilots have updated
their software to have the games recorded.
Attendance limit is 38% or 1200 whichever is lower.
Henry is looking into offering the Covid vaccine at the Stadium. He will check
with Hampton University to see about using their Mobile Unit.
At this time there will be no Traffic Control or Police protection required for the
2021 Baseball Season.
Outfield Grounds Maintenance Program. The was a discussion by the P.S.A.
members to properly maintain the Bermuda Outfield Turf and Run and Maintain
the Irrigation System all year long. There was also a discussion to change our
future City Budget to cover this additional cost in the future.
– A motion was made by Randy for the PSA to reimburse the Pilots for current
and future outfield ground maintenance contractor cost to maintain the field and
repair the irrigation system. It was seconded by Brenda and approved by the
Committee.
There was a group discussion by the P.S.A. members on the proposed
procurement Procedures.
Lola explained that the PSA has 3 options for the procurement process:
1) Follow the City of Hampton procurement policy.
2) Follow the State procurement policy.
3) Create our own procurement policy.
Much discussion on this topic, but no decision was made. We will continue to
discuss at our next meeting.
Lola will work on the Fiscal Agency Agreement and we’ll discuss at our June
meeting.
Frank requested a copy of the PSA Articles of Incorporation and the current
Procurement Policy.
The meeting was adjourned by Jim Wilson. Our Next meeting will be Monday
June 7th
