Peninsula Stadium Authority Minutes October 4th, 2021 The meeting was called to order by Wayne Gomes, Chair. Others in attendance included: Jim Wilson, Randy Price, Sallie Marchello, Brenda Stokes, Frank Feagan, David McCauley, Lola Perkins, Linda Williams and our new member, Garth Willis from the Board. Absent from the meeting was Jim Goodbody. Attending from Community Baseball was Matt Mitchell. The Minutes from August 2nd, September 13th and September 25th were received and reviewed by the Committee. Randy made a motion to accept all 3 sets of Minutes as written, Brenda seconded the motion and it was approved by the Committee. Clubhouse – Wayne received an estimate from Q-Design at a cost of $2.3M to rehab the old building and construct a new building. He then spoke with Mayor Tuck and gave him the estimated amount. Mayor Tuck presented the figure to City Council, they would not agree to the full amount and countered back with $900,000.00. They would like to see The Apprentice School Program contribute to the project as well. The Committee would like to get all parties involved (Community Baseball, Peninsula Stadium Authority, Q-Design) to meet with City Council and present them with the problem so they can understand the solution. A list of items that need to be addressed will be compiled. Establishing a Fiscal Agent with the City of Hampton - Sallie feels like the PSA needs more of an Administrative Service Agent versus a Fiscal Agent. Wayne and Jim W. are going to schedule a meeting with Mary Bunting, Brian DeProfio, Karl Daughtrey, Lola Perkins and David McCauley. They will talk about the items listed on the Sept. 25th meeting minutes and see how they can structure this. FY23 Budget Request – The Committee received an itemized list of items and cost that was requested for the 2023 Budget. The total requested was $160,500.00. Linda and Frank received a copy of the letter that was sent to the City along with the Funding Request Application, Detailed listing of funds requested, Current By-Laws and list of Board Members. Winter Projects – Wayne distributed a list of items to consider. He asked that we defer this topic until our next meeting so that Henry can give us some feedback. New Business – Frank spoke with Mr. Witt at Old Point National Bank about possibly investing some of the funds from the PSA account into an interest bearing account. He said he would be happy to meet with us to discuss it. Treasurers Report was handed out by Frank. There were two checks written since our last meeting, one to pay for Field Maintenance work and the other for design services. An interest payment of $1.63 was received as well as reimbursement from the City for the Insurance premium. The total is now at $65,892.02. Wayne and Jim W. will be meeting with the City of Hampton to discuss drain line issues and standing water at the Stadium. Frank will be meeting with a contractor today to discuss renovating the restrooms and adding additional restrooms on the 1st base side. Wayne adjourned the meeting. Our next meeting will be Monday, November 1st.

Call to Order & Approval of the August & September meeting minutes. Review of the Treasurers Report for August and September. Discussion on the Clubhouse proposals. Discussion from our meeting with Establishing a Fiscal Agent Relationship with the City. Share information with Board members on the FY23 Budget request. Provide update or discuss plan of action on the following items:  Elevator Contract.  New Entryway Building punch list items.  Dominion Virginia Energy, request to remove overhead service and pole.  Replace underground wire nuts for the Field lights.  New Gates and Barricades.  Follow up with Q-DESIGN on safety requirements for new concession area. Discussion from the Peninsula Pilots on Possible Winter Projects. New Business Round Table Board discussion Next Meeting, Monday November 1, 2021 See Page # 2 Possible Winter Project listing. War Memorial Stadium Project Listing OCTOBER 2021 Work with the City to install drain line from the old Third base concession area to the new third base drain line on the field. Work with the City to try and address standing water after heavy rains on the first base side of the stadium from the ticket booths to the back of the clubhouse. Winter Work Plan on the old restrooms on the first and third base side. Need to install touchless controls, improve lighting and install dividers? Also look at aging plumbing lines and controls. Replace seat and Floor boards.
