Wayne reintroduced the two new board members – John Jackowski and Melissa Brady. John and Melissa were present. On-boarding packages (including 2022 Bylaws, excerpt from Code of VA, 2007 Hampton Council Resolution, Electronic Meeting Policy, PSA Roster, and Stadium Lease) were emailed to all board members. A motion to accept the November 14 meeting minutes was made by Jim W. and seconded by John. All voted and the motion passed unanimously. A motion to accept the proposed 2023 meeting calendar was made by Jim W. and seconded by Garth. All voted and the motion passed unanimously. Generally, board meetings are held the first Monday of the month, except when that day is a holiday – then meetings are held the second Monday of the month. Frank presented the Treasurer’s report  Treasurer’s Items for Consideration A and B were discussed. Angela continues to work with Hampton City Finance Staff regarding audit details and requirements.  Details of the Treasurer’s Report were discussed, and a motion to accept the December report was made by Randy and seconded by Sallie. All voted and the motion passed unanimously.  Again, the board thanked Frank for his service as Treasurer. Locker Room Renovation and Proposed Clubhouse  Frank informed the board members that Woolpert continues to work on drawings.  The city has ironed out design cost matters with the architect and a design contract will soon be in place. 2 1/4/2023  The team anticipates remaining in current building for the 2023 season and in the new facility for the 2024 season. Details of bid timing, etc. has not been formalized. Dugouts  Wayne, Henry, and Jim W. discussed design and construction details with Kerrick, including preliminary cost estimates.  Wanye met with Mary Bunting, Hampton City Manager, and discussed the project and ODU’s requirements. o One of Mary’s questions was ‘who are we competing with?’  We have also asked – ‘what is ODU willing to bring to the table’.  ODU will contract with Community Baseball regarding their use of the stadium. Parking Lot Gates and Barricades  Jim W. has researched the possibility of parking lot gates plus baseball bollards. We have several options, including more permanent concrete or water filled barricades (as a pilot on the locations), but need formal estimates or quotes.  A motion to obtain written quotes for the gates and barricades was made by Frank and seconded by Sallie. All voted and the motion passed unanimously. Drainage Work by Kerrick  Concrete pouring will be complete this week; all pipes are in and cleanup will be completed by the end of the week.  Drawings are being updated for completed work, to indicate the location of utility crossings. Commemorative Coin  Jim W. has talked with City Convention and Tourism staff.  PSA / stadium will be represented on the 2023 coin.  City and coin manufacturer are finalizing the design. Investment Opportunity  Frank reported that state organizations are permitted to invest funds at competitive rates using the Local Government Investment Pool (LGIP). This vehicle is very liquid, has a reasonable interest rate, low risk, and is backed by the state. LGIP current rate is 2.8% while OPNB rate is 0.2%.  A motion to invest $220,000 in the LGIP – utilizing the City of Hampton’s access and permissions – from current funds of approximately $271,000 was made by Frank and seconded by Randy. All voted and the motion passed unanimously. 2022 Baseball Season Evaluation  The season-end lessons learned study was redistributed to all board members.  As homework for January meeting – please review and be prepared to discuss. Pilots Update  Fan Installation – permit not yet approved; provide contact information to Angela to coordinate resolution. 3 1/4/2023  Box Seat Repairs – concrete foundation repairs to be performed by Community Baseball; PSA to reimburse Community Baseball $5000 to fill in holes in box seats with concrete. New Business  Jim W. requested that we work with the city to ensure that drawings that include underground utility services and crossings are filed and maintained. All agree that PSA, Community Baseball, and City Engineers will benefit from common filing and storage of drawings. Dave will support from the City Staff perspective.  Jim W. informed the PSA that Mellon Street Creatives is looking at documenting the Stadium History.  PSA is going to research use of electronic payments and deposits from Old Point National Bank – Wayne. The Chair adjourned the meeting at 1:04. Next meeting on January 9, 2023, at 12:00 (noon) War Memorial Stadium.
