All voted and the motion passed unanimously. Melissa presented the Treasurer’s report based on the January Old Point Bank Statement (including a balance of $257,265 on Jan 31, 2023). A motion to accept the January report was made by Randy and seconded by Garth. All voted and the motion passed unanimously. Sallie joined the meeting at approximately 12:05 via Zoom. A motion to approve the remote participation of Sallie as a virtual attendee for this meeting was made by Frank and seconded by Randy. All voted, and the motion passed unanimously. Audit / Financial Update • As a reminder, Hampton City Finance Staff has recommended a two-step process – bookkeeping followed by audit. • Angela has developed a draft bookkeeping RFP (request for proposal). • A motion to authorize the PSA Treasurer and Secretary to support Angela and the City Staff with the bookkeeping procurement process was made by Jim and seconded by Melissa. All voted, and the motion passed unanimously. • The bookkeeping procurement is anticipated to be under $30K, meaning we can pursue an “informal” RFP process. 2 2/13/2023 Parking Lot Gates • At the regular January meeting, we voted to move forward with Chesapeake Bay Custom Fabrication. • Jim and Angela are finalizing the contract to send to the company for signature. Commemorative Coin • The City of Hampton commemorative coin is a “Coin of Excellence” intended to recognize key influencers. The 2023 Coin recognizes War Memorial Stadium’s 75th Anniversary. • The city is providing the PSA with 150 coins. • Please email Garth, up to 10 names of those you feel have contributed to the history and success of the stadium. • Garth will compile into one list for discussion at a future meeting. Locker Room Renovation and Proposed Clubhouse • Discussion whether or not to pursue the design of a clubhouse • Woolpert has not commenced a clubhouse design. • The board discussed current programming needs of a clubhouse, which are limited to meeting room(s), office(s), and bathrooms (both public and for the offices/meeting rooms). • Consensus was to not proceed with a clubhouse. Community Baseball supported that conclusion. • A motion to not pursue the design of a clubhouse made by Randy and seconded by Jim Goodbody. All voted and the motion passed unanimously. • Discussion on Woolpert locker room design • The board discussed questions and feedback on the information Angela provided from Woolpert on the locker room design. • PSA meeting minutes from January 17, document detail much of the discussion. The following documents consensus of the design. No motions or votes were required, but the results of the discussion was to be shared with Woolpert. • Doors / exits – concur. • Window – none. • Screen wall – waiting on details regarding materials and maintenance. • HVAC – understand roof mounting; concern with exposed piping and insulation; consider some type of cage or other means for protection from weather and foul balls. • Floor drains – clarified. • Floor material – rubber tile; cleat friendly. • Walls – consider GWB for interior walls for cost savings. • Lockers – consider cost and durability on various locker systems; Community Baseball wishes to look at options. • TV locations were reworked. • Consensus was to be communicated with Woolpert to proceed. 2022 Baseball Season Evaluation • Garth summarized the season-end lessons learned study from 2022 and reiterated that if recommendations are positively and actively addressed, the reaction will be actually quite negative. We had seven pages of observations and considerations in the following areas: o Administrative 3 2/13/2023 o On field baseball o Off field baseball o Comments from fans, families, and companies • Board members offered highlights – other members commented on several of the suggestions. • Focus on charity events and youth (4+ big events throughout season; Mental Health / Suicide Prevention) – Garth. • Use a glow-in-the-dark golf ball for the golf over the fence challenge; make sure PA is working and spots lights as well – Garth. • We have a fully capable, brand-new kitchen in the new building that we do not use. Why? – Garth. • Keep up with bathrooms; get AC working in new bathrooms – Garth, Sallie, Ruth. • ADA improvements ; ADA signage & signage in general – Malik, various. • Overhead safety and protection on 1st and 3rd baselines – Frank. • Various administrative matters including clarifying / codifying Authority (PSA), City, and Community Baseball expenses – Sallie. • These items and other lessons need to be addressed in 2023. ODU / Dugouts • The goal is for an expanded, safer, more modern dugout ready for the 2024 season. • Currently waiting on a proposal from ODU; City Manager Mary Bunting remains engaged. • Dugout is only sticking point with ODU. Pilots Update • Community Baseball (Henry) shared details from the turf contactor regarding health of the field including weeding, overseeding, painting, etc. • Matt shared that a fan installer had been identified; drawing approval was still needed for the permit to install. • Box Seat repair and improvements continue to be worked by Community Baseball. The Chair adjourned the meeting at 1:00 p.m. Next regular meeting on March 6, 2023, at 12:00 (noon) War Memorial Stadium.
