All voted and the motion passed unanimously. Melissa presented the Treasurer’s report based on the March Old Point Bank Statement (including three checks to Ottis and a balance of $251,317 on March 30, 2023). A motion to accept the March report was made by Frank and seconded by John. All voted and the motion passed unanimously. Locker Room Renovation • Adam Lucas from Woolpert gave an update on the locker room renovation. • The History Panel has been phased out because of cost. • The bathroom back wall has been extended toward the parking lot to remove urinals and render the facility gender neutral per building codes. • Playground is being impacted. Community Baseball is exploring options for relocation or redesign. • Woolpert is exploring the location of existing storm water and sanitary sewer lines. • Woolpert is exploring exterior wall options including brick / block. • Rubber flooring is acceptable. • Proposed lockers are acceptable. • HVAC ductwork will be interior. Woolpert is exploring cage around unit on roof. • Woolpert will have a revised design at an upcoming board meeting. 2 4/17/2023 75th Anniversary Event / Commemorative Coin • A much smaller / less expensive ceremony is being considered. • On opening night, we will have BBQ dinner; short remarks by Wayne, Mayor Tuck, Henry; drone photo on the field; and Mayor throw out the first pitch. • Coins and a special photo will be distributed. • Guests will include: o Current and recent past City Council members plus staff o City Manager and staff o Select City of Hampton staff o Current and past PSA board members o Community Baseball o PSA / City Contractors (not day-to-day baseball operations) o Special guests to support the event • A motion to spend up to $5,000 for event expenses (including photo and meal reimbursement) was made by Jim G. and seconded by Ruth. All voted and the motion passed unanimously. History Wall • The History display will be in the first two brick inset panels on the ground floor of the batting cage. o The first panel will be a Theme of Opening Day. o The second panel will be a Theme of the year of the largest attendance of War Memorial Stadium History. • Hanging banners will highlight seven players and the year they were important to the stadium. • Frank Edgar and Allan Hoilman (from the history museum) are working on the display design. Peninsula Pilots Updates • Fan Installation – Matt reported that the fan contractor was preparing / submitting structural drawing to the responsible City representative. • Sponsor Box Improvements – repairs are nearing completion, and a flooring solution is now necessary. o A motion to reimburse Community Baseball $10,000 for Turf installation in the boxes was made by Randy and seconded by Frank. Ruth abstained from the vote. All others voted for the motion and the motion passed. New Business • Jim W. recommended that AC units should be installed in the new bathrooms. This topic had been previously discussed by the PSA board. o A motion to reimburse Community Baseball $14,000 for new bathroom AC units was made by Jim W. and seconded by Randy. All voted and the motion passed unanimously. • Melissa asked if PSA board meetings were limited to 1 hour. Angela informed the board that no time limit was imposed. Meetings are scheduled to start at 12:00 (noon) and the Chair will respect all members’ time and will efficiently lead each meeting. The Chair adjourned the meeting at 1:20 p.m. Next regular meeting on May 1, 2023, at 12:00 (noon) War Memorial Stadium.
