1 10/16/2023 Peninsula Stadium Authority Monday, October 2, 2023 War Memorial Stadium Conference Room Minutes Work Session Attendance Board Members Hampton City Staff Other Guest • Wayne Gomes (C) • Angela King • Garth Wallis (S) • Melissa Brady (T) • Jim Goodbody Community Baseball • Karla Crump • Nick Hobbs • Paul London (C) Authority Chair (S) Secretary (T) Treasurer (Z) Zoom The work session was called to order by the Chair at 11:30 a.m. New Member Orientation The purpose of this work session was to provide new member orientation. Various documents were provided to the new board members and further discussed. These documents included a history of the PSA, a history of Community Baseball, FOIA, Conflict of Interest, Roberts Rules of Order, and various meeting agenda items. Each new board member gave a brief summary of their community and baseball involvement. Minutes A motion to accept the September meeting minutes was made by Melissa and seconded by Ruth. All voted and the motion passed unanimously. Treasurer’s Report Melissa presented the Treasurer’s report that included three withdrawals (expenses) of $256.02 (Otis Elevator), $7,000.00 (Pilot reimbursement for outfield maintenance), and $5640.31 (Pilot reimbursement for Press Box AC), with a balance of $347,344. A motion to accept the report was made by Garth and seconded by John. All voted and the motion passed unanimously. History Museum Update Allen Hoilman from the Hampton History Museum provided an update. Allen continues to search for and obtain high quality photos for the display. He is committed to be ready for the opening of next season; the display will include mural size images and banners. Jim will be Allen’s PSA contact. Allen will come back to re-brief the board during the winter. QuickBooks Online for Bookkeeping We discussed PSA’s use of QuickBooks Online for our bookkeeping as recommended by our Accountant. Garth made a motion regarding approval for PSA to use approximately $42 per month, or $504 per year for the purposes of using QuickBooks Online, in coordination with and as approved by the City Attorney’s Office. The motion was seconded by Malik. All voted and the motion passed unanimously. 3 10/16/2023 Additional Insurance Recommendation Wayne recently coordinated with the City’s Risk Management Department on PSA’s property insurance. Risk Management recommended that PSA obtain some additional insurance policies, which the City would pay for. A motion to obtain the additional insurance was made by Ruth y the City Attorney’s and seconded by Melissa. All voted and the motion passed unanimously. Locker Room Renovation & Scoreboard The City is exploring options since the renovation project is anticipated to exceed the existing budgeted amount. The current budgeted amount is just over $1 million and the engineering estimates for the renovations are approximately $2.5 million, with the scoreboard being an additional estimated cost of about $300,000. Public Works staff is reviewing the cost estimates and, once there is additional information, will work with PSA to determine next steps. PSA Organizational Structure Discussion At our last meeting we began a discussion about PSA’s organizational structure and indicated we wanted to schedule a special meeting to continue that discussion. The purpose of having it on the agenda at this time is just to select a date/time for the special meeting. Board members agreed to schedule a special meeting on October 16, 2023, at 6:00 pm, for 2 hours. Peninsula Pilots Updates The 2024 Peninsula Pilots schedule was distributed. Henry Morgan is being recognized by the Colonial Virginia Council Boy Scouts of America for the People Who Move America Award. New Business Wayne reported that the 2025 annual budget was submitted to the city. The Chair adjourned the meeting at 12:45 p.m. Next regular meeting is November 6, 2023, at 12:00 (noon) at War Memorial Stadium.
