1 AT A PUBLIC HEARING AND REGULAR MEETING OF THE WETLANDS BOARD OF THE CITY OF 2 HAMPTON, VIRGINIA, HELD IN THE CITY COUNCIL CHAMBERS, CITY HALL, 22 LINCOLN 3 STREET, 8TH FLOOR, AT 5:00 P.M. ON TUESDAY, SEPTEMBER 23, 2014. 4 5 ITEM I. CALL TO ORDER 6 The meeting was called to order at 5:00 p.m. by Chairman Wood. 7 8 ITEM II. ROLL CALL 9 Board Members present were: Mr. Troy Thompson, Ms. Laura Burbage, Vice Chairman 10 Arne Hasselquist, Mr. David Bruckheimer, Ms. Leigh Chapman, Ms. Gayle Cozzens, and 11 Chairman William Wood. Also present were Veronica Meade, Senior Assistant City 12 Attorney, Mr. Michael Anaya, Environmental & Sustainability Planner, and Ms. Dorinda 13 Weeks, Recording Secretary. 14 15 ITEM III. CONSIDERATION OF MINUTES 16 Ms. Chapman motioned to approved the June 24, 2014 minutes as provided. Vice 17 Chairman Hasselquist seconded the motion. 18 19 AYES: Thompson, Hasselquist, Chapman, Cozzens, Wood 20 NAYS: None 21 ABSTAIN: Burbage, Bruckheimer 22 ABSENT: None 23 24 ITEM IV. PUBLIC HEARING 25 No public hearings September 23, 2014 Minutes - 1 1 ITEM Va. MATTERS BY STAFF – In-Lieu Fee Fund. 2 M. Anaya presented an update to the Board of the current In-Lieu-Fee Fund balance: 3 $48,405.00. 4 5 ITEM Vb. MATTERS BY STAFF – JPAs in process 6 There were four No Permit Necessary letters issued for proposed activities that are 7 permitted by the Wetlands Ordinance. 8 9 There were eleven No Permit Necessary letters issued for artificial dune construction 10 upon North First Street because the activities proposed were not within the Wetlands 11 Board Jurisdiction . One Joint Permit Application was withdrawn. 12 13 Five Joint Permit Applications are in review: 14 • JPA 14-0777 Joint Base Langley-Eustis Defense Logistics Agency (DLA) fuel pier 15 replacement. 16 • JPA 14-1117 Breakwater construction. 17 • JPA 14-1326 Private pier with boat lift. 18 • JPA 14-1365 Private Pier with L-head. 19 • JPA 14-1378 Installation of conduit underground/subaqueous bottom. 20 21 ITEM Vc. MATTERS BY STAFF 22 Michael Anaya will be departing the City of Hampton effective October 2, 2014. 23 Andrew Griffey, currently serving as Wetlands Enforcement Officer, will take over as 24 Staff Coordinator to the Hampton Wetlands Board. Andrew Griffey and David Imburgia 25 September 23, 2014 Minutes - 2 1 will work with one of the Codes Compliance Inspectors to train them on Wetlands 2 Enforcement Officer duties. 3 4 ITEM VI. MATTERS BY THE PUBLIC 5 No matters presented by the public. 6 7 ITEM VII. MATTERS BY THE BOARD 8 Referencing the Annual Report to the City of Hampton Wetlands Board For Fiscal Year 9 2014, August 19, 2014, Chairman Wood suggested including a breakdown of the 10 Summary of Impacts on page 4 to include a Summary of Mitigated Square Feet. 11 12 Michael Anaya stated that most encroachment and impacts that are listed on the 13 annual report are in non-tidal wetlands and is not regulated by the Wetlands Board. 60 14 Pine Chapel Road is a living shoreline on city land at Blue Bird Gap Farm. 15 16 ITEM VIII.
