6 The meeting was called to order at 5:00 p.m. by Chairman Wood.

9 Board Members present were: Mr. Troy Thompson, Vice Chairman Arne Hasselquist, Mr.
10 David Bruckheimer, Ms. Leigh Chapman, Ms. Gayle Cozzens, Mr. Jeff Amick ( Alternate)
11 and Chairman William Wood. Also present were Veronica Meade, Senior Assistant City
12 Attorney, Mr. Andrew Griffey, Environmental & Sustainability Planner, and Ms.
13 Weeks, Recording Secretary.

15 ITEM III. CONSIDERATION OF MINUTES - March 24, 2015
16 Ms. Chapman requested changes on page 3 to read as follows:
17 Line 9 - The determination from VIMS as to where the toe would go...
18 Line 12 and 13- Ms. Burbage has concern with accepting the plantings as mitigation
19 and needs to see plan for success and monitoring....
20 Ms. Chapman motioned to accept the amended March 24, 2015 minutes. Vice
21 Chairman Hasselquist seconded the motion.

1 ITEM IV. PUBLIC HEARING JPA 2014 -0777, JOINT BASE LANGLEY- EUSTIS, LANGLEY AFB,
2 FUEL PIER REPLACEMENT.
3 A. Griffey presented the board JPA 2014 -0077: The applicant proposes to construct a
4 new 857 linear feet fuel pier and a 95 x 20 foot emergency access boat ramp,
5 demolition of the existing fuel pier, and dredging of approximately 45,000 CY of river
6 bottom for the proposed fuel piers turning basin and approach channel.
7 The primary purpose is to provide an environmentally safer, long term solution to the
8 aging pier system and provide a facility with reliable and maintainable fuel receipt and
9 distribution capabilities.
10 The current pier system is in excess of 50 years in age and is a 7 foot wide wooden
11 structure with no spill containment and no fire protection.
12 There will be no impact to vegetated or non -vegetated wetlands. Mean high water
13 and mean low water fall on a currently rip -rap and broken concrete revetment. No
14 mitigation is proposed.
15 Staff information and guidance
16 Impacts to the wetlands have been limited to the maximum extent possible.
17 Proposed structures are essential for the success of the Langley Air Forces Base
18 mission.
19 Proposed structures area needed and environmentally safer option than the
20 current structure.
21 Should the Board vote to grant a permit for this application, staff recommends the
22 authorization subject to an expiration date of May 26, 2016, and the standard
23 conditions.
24 After discussion of whether the 12 month or 18 month permit expiration date would be
25 sufficient, Vice Chairman Hasselquist motioned to approve JPA 2014 -0777 with the

1 permit good for 18 months instead of 12 months and standard conditions apply. Ms.
2 Chapman seconded the motion.

8 ITEM Va. MATTERS BY STAFF - In - Lieu Fee Fund.
9 A. Griffey presented an update to the Board of the current In- Lieu -Fee Fund balance:
10 48, 405. 00. No new activity has occurred since reported in June 2014. It was
11 mentioned again Newmarket Creek Trail might be a potential area to work In -Lieu Fee
12 Fund into and possibly create extra wetlands. Chairman Wood agrees with the In -Lieu
13 fee being used to create wetlands, however, it should be a place where citizens can
14 see how the In -Lieu fee is spent.
