1 AT THE PUBLIC HEARING AND REGULAR MEETING OF THE WETLANDS BOARD OF 2 HAMPTON, VIRGINIA, HELD IN THE CITY COUNCIL CHAMBERS, 8TH FLOOR, CITY HALL, 22 3 LINCOLN STREET, HAMPTON, VIRGINIA, ON TUESDAY, OCTOBER 25, 2016 AT 5: 00 P. M. 4 5 ITEM I. CALL TO ORDER 6 7 Chairman Wood called the meeting to order at 5: 00 p. m. 8 9 ITEM II. ROLL CALL 10 11 A call of the roll noted Board Members Troy Thompson, Chairman William Wood, Leigh 12 Chapman, Vice Chairman Gayle Cozzens, Jeff Amick, and Carole Garrison ( Alternate) 13 as being present, Board Members Laura Burbage and Dr. Arne Hasselquist as being 14 absent. Staff in attendance: Deputy City Attorney Veronica Meade, Wetlands Board 15 Coordinator and City Site Plan/ Subdivision Agent II Andrew Griffey, Recording 16 Secretary/ Administrative Assistant Shaelee Jones, and back- up Recording 17 Secretary/ Administrative Assistant Dorinda Weeks. 18 19 ITEM III. CONSIDERATION OF MINUTES 20 21 A motion was made by Board Member Chapman and seconded by Board Member 22 Thompson to approve the minutes of the August 23, 2016 Work Session. A roll call vote 23 on the motion resulted as follows: 24 25 AYES: Thompson, Wood, Chapman, Cozzens, Amick, Garrison 26 NAYS: None 27 ABSTAIN: None 28 ABSENT: Burbage, Hasselquist 29 30 ITEM IV. BEACHES AND DUNES RESOLUTION 31 32 A final review of the Coastal Primary Sand Dunes and Beaches Ordinance Resolution 33 was discussed and authored ( see the attached final draft resolution). Chairman Wood 34 confirmed that this was the document that was reviewed at the work session; he 35 identified one typo for correction. Board Member Chapman reiterated that in the first 36 " whereas," third line, the word " or" should be " of". She also asked Attorney Meade 37 concerning the fourth " whereas" if " attached exhibit 1 " could be added, and in the 38 fifth " whereas" if " attached exhibit 2" could be added. 39 40 A motion was made by Board Member Amick and seconded by Board Member 41 Thompson to adopt the resolution as amended for presentation to City Council. 42 43 AYES: Thompson, Wood, Chapman, Cozzens, Amick, Garrison 44 NAYS: None 45 ABSTAIN: None 46 ABSENT: Burbage, Hasselquist 47 48 October 25, 2016 Minutes - 1  1 ITEM V. MATTERS BY STAFF 2 3 Wetlands Board Coordinator Andrew Griffey announced that Board Alternate Jeff 4 Amick is now a full member of the Board, no longer being an alternate; Stephen 5 Hughes has been appointed by City Council as a new alternate to fill Mr. Amick' s 6 vacated position. 7 8 Administrative Assistant Shaelee Jones is the new Recording Secretary to the Board; 9 Dorinda Weeks will be the back-up Recording Secretary. 10 11 Joint Permit Applications e- geed; since July Pt there have been a total of eight 12 received, three of those have been No Permits Required, four are currently in review, 13 and the final one was submitted today. 14 15 ITEM VI. MATTERS BY THE PUBLIC 16 1 7 No matters were presented by the public. 18 19 ITEM VII. MATTERS BY THE BOARD 20 21 22 Chairman Wood voiced concern over an erosion and sediment control measure that L3 had become compromised during Hurricane Matthew at 80 Stonehurst Road. 24 Coordinator Griffey responded that he would alert the appropriate authorities. 25 26 Board Member Chapman asked about a project on Kecoughtan Road; Coordinator 27 Griffey responded that he is not familiar with the project. 28 29 Board Member Garrison asked if the proposed pier off of the shoreline in Phoebus 30 would come before the Wetlands Board for review. Coordinator Griffey confirmed 31 that the pier is a permitted use and activity under Hampton Wetlands Ordinance 32 because it is a city project on city property; therefore it does not need to come before 33 the Board for review. 34 35 ITEM VIII.
