City Attorney: Action to Declare Abandoned Right-of-Way as Exempt Surplus Property D. Fire: Authorize a response to County of Kings Grand Jury Report, Keeping Our Firefighters/EMS Safe in Kings County - Personnel Protective Equipment E. Fire: Authorize a response to the County of Kings Grand Jury Report, Consolidated Fire Communications in Kings County.  F. Police: Approval of the purchase of sixty-five (65) rifles and required accessories from Proforce Law Enforcement for $147,715.91 from the General Fund as approved in the Capital Improvement Program for fiscal year 2026/2027. PUBLIC HEARING: A. Community Development: Amended Annexation165: a request to reduce the previous proposed annexation boundary, in order to annex approximately 86.4 acres into the City of Hanford City Limits from the Kings County Jurisdiction. Amended Prezone No. 0013- 24: a request to amend the previous prezoning scope, in order to coincide with the amended annexation boundary. The prezone will apply to the properties proposed to be annexed as a R-M Medium-Density Residential (80.95 acres) and MX-N Neighborhood Mixed Use (5.45 acres), consistent with previously approved General Plan Amendment No. 0009-24. The amended project area is located north of Grangeville Boulevard and east of 9 ¼ Avenue. The development site includes two parcels, comprising 83.61 acres (APNs 014-143-069 and 014-143-078). An additional parcel (APN 014-143-022) is also proposed to be annexed and prezoned as part of the project scope. GENERAL BUSINESS: A. Fire: Receive a presentation on the "It's Not Worth It" Illegal Fireworks Campaign and appropriate $11,000 for continuation of the campaign for media and outreach costs from the General Fund for fiscal year 2026/2027; and establish an ongoing policy to continue the campaign for a total estimated cost of $49,000 to be budgeted next fiscal year to be offset by citation revenues. B. Recreation and Community Services: Receive a presentation and provide direction on future July 4th events. If a future July 4th event is desired, appropriate $77,000 from the General Fund, to be offset by event revenue, including but not limited to ticket sales, sponsorships, illegal firework citations, and vendor sales. COUNCIL REPORTS/GENERAL REPORTS: Brief information-only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expenses (AB1234). ITEMS FOR FUTURE AGENDAS: At this time, any Council Member may ask a question for clarification or may request a matter, which is not otherwise scheduled on a City Council agenda, to be placed on a future agenda. The Council Member referring the item shall provide sufficient information as to the nature of the item.
