MINUTES OF THE HANOVER BOROUGH
FINANCE & PERSONNEL COMMITTEE MEETING
October 16, 2019
Chairperson Rupp called the Hanover Borough Finance & Personnel Committee meeting to
order Wednesday Evening, October 16,2019 at 6:00PM at the Hanover Municipal Building,
44 Frederick Street, Hanover, P A, as advertised.
Attendance: In attendance were Council Members Mr. Arter, Mr. Hoover, Mr. Lockard, Mr.
Noble, Mr. O'Neill, Ms. Pranses, Mr. Reichart, and Dr. Rupp; Mayor Ojo; Solicitor Shultis;
Staff Members Water Distribution Supervisor Ault, Secretary Felix, Fleet Supt. Forbes, Public
Works Director Grimm, Police Chief Martin, Water & Wastewater Treatment Supt. Mayers,
Finance Director Miller, Administrative Asst./ Asst. Secretary Musselman and Borough
Adminish·ator O'Rourke.
Approval of the Minutes: It was moved by Mr. Lockard, seconded by Ms. Pranses to
approve the minutes of September 18, 2019 as written. Motion carried.
Approval of the Bills: It was moved by Mr. Noble, seconded by Mr. Hoover to approve the
bills for payment. Motion carried.
Liquid Fuels Bills: It was moved by Mr. Lockard, seconded by Ms. Pranses to approve the
payment of the Liquid Fuels bills. Motion carried .
Monthly Financial Statement: Finance Director Miller emailed the monthly Financial
Statement for September 2019 & Investments for September 2019 prior to this evening's
meeting. He noted the Storm Sewers and Drains account is showing the DEP Growing
Greener Grant for the school's stormwater project, which is a pass through for accountability
for the grant. If anyone has any questions, or concerns, please let Finance Director Miller
know and he will address same.
Monthly Investments: Finance Director Miller noted the investment is just under 2% with a
yield just under $30,000.
2020 Budget: Finance Director Miller provided the updated Cash Carry-In Schedule. He
noted there is a good set of 5 year budgeting data. There is accountability of better code
enforcement, and this sets a good stage moving forward. Chairperson Rupp thanked Finance
Director Miller for his hard work on the budget, and if there are any questions or concerns,
please contact him.
Chairperson Rupp noted that there was a request for an increase of $10,000 for the Main Street
allocation, requested by Main Street Manager Trucksess at the Economic Development
Committee meeting on October 9, 2019. The Main Street background and budget information
was provided for the Finance & Personnel Committee's review. Currently there is one full

time Executive Director and on e part time staff member (10-15 hours/week). Mrs. Trucksess
would like to hire an other full-time person and asked if the Borou gh would reallocate money
once used for the YCEA to the Main Street Program, since the Borough n o lon ger allocates
any funding to the YCEA.
Transfer Trailer Bid Results: Spector Manufacturing was the only bidder at a cost of
$121,932.00 total for two (2) trailers. Two (2) trailers were bid due to budgeting con cerns over
steel pricing. The cost of each trailer came in at $60,966; the estimated cos t was $65,000 per
trailer, for a savings of ov er $8,000. Both trailers probably won' t be manufactured and
d elivered until 2020. It was moved by Mr. Lockard, seconded by Mr. O'Neill to move the
approval to the Council agenda. Motion carried.
Air Compressor Replacement: A 1984 air compressor recently went out of commission. The
purchase would be through COSTARS. It was moved by Mr. Noble, seconded by Mr. Hoover
to move the replacement of the air compressor to the Council agenda. Motion carried.
Flickinger Road Closure: Public Works Director Grimm explained that all parties involved
including PennDOT, Penn Township, York County Planning Commission and the State
Representative are all on board to make the intersection at Eisenhower Drive and Broadway
function more efficiently. Mr. Noble questioned the burden of egress onto H ersh ey H eights
Road, and the use of the private access road to Eisenhower Drive that runs between M & T
Bank and the Hibachi Grill. It was moved by Mr. Lockard, seconded by Ms. Pranses to
advertise a public meeting for discussion at the next Public Works & Facilities Committee
meeting to give the public more time to address any concerns.
Interim Borough Administrator Stipend: It was moved by Mr. Reichart, seconded by Mr.
Noble to approve the stipend in the amount of $14,400 to Finance Director Miller for his time
served as Interim Borough Administrator. Motion carried. Ch airman Rupp thanked Mr.
Miller for his additional attention to administration during tha t time.
NEW BUSINESS:
Hydro-Terra Recovery Well Installations and Connections Contract- Former Blackrock
Landfill, Manheim Township, York County, PA: Finance Director Miller noted there are
two (2) recovery wells. Th ere were three (3) quotes for the trench work. It was moved by Mr.
Lockard, seconded by Mr. Arter to move the approval of the Hydro-Terra Recovery Wells
Installations and Connections Contract for the Former Blackrock Landfill, along with the low
quote for trench w ork to Reichart Well Drilling to the Council agenda. Mr. Reichart recused
himself from voting on the motion. Motion carried .

Chairperson Rupp thanked all for their attendance this evening.
7:23PM: It was moved by Mr. Lockard, seconded by Mr. Arter to close the public portion of
the meeting and move to executive session to discuss personnel matters. Motion carried.
8:07 PM: The meeting reconvened.
8:08 PM: It was moved by Ms. Pranses, seconded by Mr. Hoover to adjourn the meeting.
Motion carried.
