MINUTES OF THE HANOVER BOROUGH COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING May 8,2019 Vice-President Rupp convened the meeting of the Hanover Borough Council Economic Development Committee meeting on Wednesday Evening, May 8, 2019 at 7:10PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Economic Development Committee Members present were Mr. Hoover, Mr. Noble, Mr. O'Neill and Dr. Rupp; Councilman Lockard; Chamber President Laird and Main Street Manager Trucksess; Staff Members Secretary Felix, Public Works Supt. Grimm, Interim Borough Administrator Miller, Administrative Asst./ Asst. Secretary Musselman; and Planning Commission Member Mr. Hegberg. Approval of the Minutes: It was moved by Mr. Hoover, seconded by Mr. O'Neill to approve the minutes of the Economic Development Committee from April 10, 2019. Motion carried. Community Development Corporation: Mr. Chuck Hegberg was present to give an overview of how a Community Development Corporation could help with revitalization for Hanover. A Community Development Corporation (CDC) can be defined as an Economic Development Corporation (EDC), and is a non-profit, community-based organization that works with organizations such as Borough Council, Economic Development Committee, public/ private partnerships, non-profit partners and/ or community focused services. Mr. Hegberg formulated the attached concept model for Hanover using a comprehensive approach (see attachment). Chamber of Commerce President Laird met with a group from Steelton Borough who developed their own EDC which resulted in some successful projects. Mr. Laird would like to explore Hanover's options as a next step with a more detailed effort focusing on downtown redevelopment. Dr. Rupp suggested that Mr. Laird, Mrs. Trucksess and Mr. Chesney should investigate further and report back to the Committee. President Laird noted the York County Commissioners would support this effort, and Steelton's connections would be willing to help with our efforts as well. It was moved by Mr. Hoover, seconded by Mr. Noble to form the subcommittee for the proposed Community Development Corporation as outlined above and report back to this committee on the progress. Downtown Amenities Presentation: Mr. William Collins, President and Ms. Sarah Leeper, Senior Project Manager, were present from Simone Collins to update the MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE MEETING May 8,2019 Pa e2 Committee on the Amenities Palette draft for the downtown which includes benches, bike racks, bollards, bus shelters, landscape planters, street lighting, trash receptacles and pavement materials. Same will be posted on the website. Mr. Collins stressed involvement of State legislators to support the Borough in the DCED grant application process. Dr. Rupp added that the benches should have a bar in the middle so as not to encourage sleeping on them. The Committee agreed that Public Works Supt. Grimm, Main Street Manager Trucksess and Councilman Chesney should be appointed to evaluate and propose specific selections of amenities for the Committee's review. The amenities draft from Simone Collins will be posted on the Borou gh's website. Supt. Grimm noted the Recreation Board will serve as the Committee for the DCNR grant in order to move forward. DCNR would like to see a scope before moving ahead with the open space and recreation plan, and Mr. Collins would be available for assistance, if needed. If anyone would like to serve on this grant committee, please contact Supt. Grimm. Ms. Trucksess noted the Rotary still needs to be approached about the relocation of the gazebo currently located on Center Square. Dr. Rupp thanked Mr. Collins and Ms. Leeper for their presentation. Zoning Ordinance: Mr. Miller noted Mr. Bowersox met within the last month with a representative from Environmental Planning & Design (EPD) to work on final changes to the draft ordinance. Mr. Steckler received a recent update and the final draft should be forwarded on June 1, 2019. Same will need to go before the Planning Commission for approval, then Council for the 45 day comment period, public hearing and final Council approval. EPD should be invited to make an informational presentation before the Finance & Personnel Committee, prior to forwarding to Council. Mr. Miller noted that the wireless application poles/lights portion required some special attention to comply with new legislation, so Cohen Law Group was consulted. They are currently reviewing, and that portion will be forwarded to EPD to be included with the final draft. Team Better Block-Concept Plan: Mrs. Trucksess presented an overview of a concept plan to utilize the Bank Lane alley between Carlisle Street and Railroad Street for a Better Block initiative in coordination with AARP and Main Street Hanover for the June 8, 2019 Sip and Stroll event. Concept plan elements could include such things as crosswalks, parklet, stencil art, seating, planters, vendors, wayfinding and games. It could be a test project to gather input from citizens attending the event. Volunteer labor could be utilized and materials would need to be identified and coordinated. Supt. Grimm noted Committee should reach out for support of PNC bank on the northern side of the alley. Mr. O'Neill agreed to limit his garage use access for June 8th since his garages are rented and are located on the southern side of the alley. Dr. Rupp recommended the involvement of Art Honor Society students that would love the opportunity to participate, from both Hanover and Southwestern High Schools. After discussion, the Committee affirmed their desire for the effort to move forward. OLD BUSINESS: Electric Vehicle Charging Stations: Supt. Grimm compiled options for the grant for the electrical charging stations to be located on the Railroad Street parking lot, the bulk of the cost would be returned through grants for the installation. The recommended charge is $1.10 per hour. Supt. Grimm will follow up with grant process and the Committee. Lincoln Pocket Park: The aesthetic improvements were completed by Matt Jackson and his committee to provide plantings, clean up the area, and have the plaque polished. The Committee recognized the volunteer effort of the citizens involved for the improvement to the area. Interaction with PennDOT: Supt. Grimm is meeting with PennDOT on various issues on May 9th. New Downtown Businesses: A cosmetic shop and a vintage shop recently moved into the downtown. NEW BUSINESS: Economic Development Liquor Licenses: There are two (2) public hearings scheduled for the May 22,2019 Hanover Borough Council meeting. One application was from Ilyes Holdings2 for 11 to 17 York Street; and the other was submitted for KMW Enterprises for 40 Broadway. Both are for new restaurants to sell alcohol. Mrs. Trucksess stated the price for this type of liquor license was reduced to $50,000 for developers and cannot be sold. York County only has two (2) available for approval; there could be other applicants within the County. The first step is approval from Hanover Borough by public hearing and resolution process. The PLCB would make the final decision. Mrs. Trucksess asked for Representative Klunk's support on both applications. Reasons for the Economic Development licenses spurn from larger corporations buying the bulk of liquor licenses, and this opportunity would provide the redeveloping entity an opportunity to grow a successful business in the downtown. There are many new changes that need to be addressed, and the process should not be rushed. Mr. Miller will follow up with the County Land Bank Committee so Hanover can retain their seat. Mrs. Trucksess discussed the abandonment of the section of the section of York Rail tracks adjacent 229 Carlisle Street. Mr. Hegberg noted the new trash receptacles should include provision for recycling materials. Dr. Rupp thanked all for their attendance and good discussion this evening. A Community Development Corporation (CDC) or sometimes defined as an Economic Development Corporation (EDC) is a nonprofit. community-based organization focused on revitalizing the area in which they are located typically underserved communities that have experienced significant disinvestment. The services they provide are wide and varied and no two are exactly the same. Flexible to form up based on community needs. Examples include community education, job training, environmental, streetscapes, commercial development, community planning, business partnerships etc. There are about 4600 CDCs in the USA. PA's two largest CDCs including the Philadelphia Association of Community Development and Pittsburgh Community Reinvestment Group.
