MEETING NOTES OF THE HANOVER BOROUGH COUNCIL PUBLIC WORKS & FACILITIES COMMITTEE MEETING October 9, 2019 Chairman Lockard convened the meeting of the Hanover Borou gh Council Public Works & Facilities Committee meeting on Wednesd ay Evening, October 9, 2019 at 6:00 PM at the Hanover Borou gh Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised . Attendance: Hanover Borough Public Works & Facilities Committee Members present were Mr. Chesn ey and Mr. Lockard; There being only two (2) m embers present, there was no quorum to conduct business. Also in attendance were Council Members Mr. Reichart and Mr. O'Neill; Staff Members Secretary Felix, Public Works Supt. Grimm, Finance Director Miller; Administrative Assistant/ Asst. Secretary M usselman. Approval of the Minutes: The approval of the minutes from Au gust 14, 2019 will be on the November 13, 2019 agenda since n o quorum was present this evening. Left Turn Arrow Request for Center Square: A complaint from a citizen was received asking for a left turn arrow at Center Square on Route 94 North (Baltimore Street) turning onto left onto Frederick Street. Supt. Grimm n oted h e discussed this issue with PennDOT w hen they addressed other improvem ents in Center Square. PennDOT w ould require a traffic study for a left turn signal. For the time being PennDOT has turned their attention to the p aving of Broadway, focused on 2022-2023. Proposed Flickinger Road Closure at Broadway: Public Works Supt. Grimm noted both Penn Township and PennDOT sup p ort the closure of Flickinger Road a t Broad way; due to extensive traffic backups a t the intersection of Eisenhower Drive. The purpose of the closure is to eliminate traffic back-ups at Eisenhower Drive, and get a true traffic count at the intersection. The Finance & Personnel Committee w ill con sider approval of an advertisement for a public h earing on the closure a t the November 11, 2019 Public Works & Facilities m eeting. Air Compressor: Cos t will be $19,500 and w ill be split between Public Works, Sewer and Stormwa ter Depts. This replaces a 1984 compressor that was used for 35 years. OLD BUSINESS Project Sch edule: Consolidation- Master Plan: Supt. Grimm noted the p ossible constru ction of a public safety building at Dart Dr. and Eich elberger St., but we await formal direction from Council. MEETING NOTES OF THE PUBLIC WORKS & FACILITIES COMMITTEE MEETING October 9, 2019 Pa e2 Paving Plan: Supt. Grimm noted PennDOT's paving season was extended until10/31. West Hanover Street was milled and starting to be paved. Middle Street, Hartman Avenue and Forney Avenue are in progress. Eisenhower Drive will begin next week at night. The target date is Sunday night 10/ 13; the traffic will detour via the Walmart parking lot. Garbage & Refuse Service: Supt. Grimm stated the dumpsters and cardboard sheds are starting to be d elivered, funded by the recycling grant. The fees for commercial cardboard collection and dumpsters will be discussed, as well as a po tential increase in the transfer tipping fees. The new recycling grant application for 2020 was submitted. Recycling in the Borou gh increased during 2019. Eisenhower Drive Bridge: HRG will be filing for the permit in the near future which is the first step in the reconstruction project. The project is on track w ith a bid package slated for January with June completion. Office Study: Mr. Miller noted Mr. O'Rourke is reviewing the s tudy and a meeting with the HR consultant is scheduled for tomorrow afternoon. Library: A firm was hired for a stop-gap measure which was completed. But the building continues to leak, especially with the heavier rains. Water is still getting in between the walls from the roof, more investigation and repairs will be necessary. Old Wastewater Treatment Plant: Millings are being stored here at present to be used for paving projects. Dumpsters will be stored for staging area, and leaves are also stored here. Manheim Township Landfill: Mr. Hill h ad an E & S plan prepared; and Hanover Land Services prepared an E & S plan on behalf of the Borough. The plans will be compared, revised and submitted to DEP. The DEP issues are the most important, and need to be satisfied first. NEW BUSINESS: Mr. Ch esney would like to approach Sheppard's about the possibility of d eveloping a Rail Trail connection on the railroad tracks adjacent their facility.
