VILLAGE OF HANOVER PARK VILLAGE BOARD SPECIAL WORKSHOP MEETING 2121 Lake Street, Hanover Park, IL 60133 Thursday, October 22, 2025 6:00 p.m. MINUTES 1. CALL TO ORDER – ROLL CALL Village President Craig called the meeting to order at 6:00 p.m. Roll Call: PRESENT: Trustees:, Porter, Gutiérrez, Albuck, Kunkel ABSENT: Trustee(s): Broccolino, Bankole Quorum established. ALSO PRESENT: Village Manager Maller and Department Heads. 2. ACCEPTANCE OF AGENDA Motion by Trustee Gutierrez and second by Trustee Albuck to accept the agenda. Voice Vote All Ayes Upon voice vote, motion carried. Trustee Bankole was recognized at 6:35 p.m. 3. DISCUSSION OF ITEMS Village President Craig noted that this is the tenth year of a balanced budget with no property tax increase. Motion by Trustee Gutierrez and second by Trustee Albuck to open discussion on the 2026 budget. Voice Vote All Ayes  Upon voice vote, motion carried. Village Manager Maller noted that the capital budget had previously been discussed on the October 2, 2025, meeting so that it will not be in today’s discussion. She thanked the budget team for the preparation of the budget and noted that the 2026 budget is a balanced budget and aligned with the 2026 through 2028 strategic plan. She noted that Finance Director Navarrete will present the budget for 2026 and will refer to the page number that she is speaking to so that you may follow along on the packet provided to you for this meeting. She spoke to the strategic plan and noted that it will be presented to the Board for final approval in November of this year. She then spoke to the review of the comprehensive plan and noted that the items are being presented to the Board this evening. She noted that this evening all the funds will be presented and open to discussion should the need arise. She concluded by speaking to future budgets and the possibility of a property tax increase, the slight decrease in the Village EAV in Cook County in year 2026 due to a lager percentage of commercial property appeals, and should it happen again next year strategies should be discussed in an effort to address that issue. She noted that the Village received the Distinguished Budget Presentation Award again this year as we have for the past thirty-six years, along with the Certificate of Achievement of Excellence in Financial Reporting for the last thirty-nine years. She asked that Finance Director Navarrete start her presentation of the 2026 budget. Finance Director Navarrete stated that she would touch on the line items that are different than previously enacted in the 2025 budget and asked the Board if they are agreeable with that format. The Board agreed to proceed as noted. She provided a summary of the 2026 budget including but not limited to individual line items within each of the categories:  General Fund Revenues, page 48 Questions fielded and answered.  Water and Sewer Fund, page 50 Questions fielded and answered.  Municipal Commuter Lot Fund, page 53 Questions fielded and answered. Trustee Bankole spoke to current staff for the police and fire departments. Discussion ensued and Village Manager Maller noted that one of the goals in the strategic plan for 2026 is to explore more options regarding the increase of staff for the fire and police departments. It was noted that the conclusion of the budget discussion can take place at the upcoming Board meeting on November 6, 2025, during the Village Manger report segment.
