Presentation(s) 4.1 Lessons Learned by Community Members  All four presented their public apology to the Traffic and Public Safety Committee members, what they learned from the fire safety education course, and how the experience has impacted them. 5. Traffic Concerns/Requests 5.1 Mt. Scott Speed Study Presenter: Steve Campbell, Director of Public Safety  Request submitted to install a crosswalk at Mt. Scott and Griener. o Speed Study o Matrix o Rapid Flashing Beacon  Full report next month by Director Campbell. 5.2 Alta Vista Update Presenter: Steve Campbell, Director of Public Safety  Increased traffic and safety concerns on the S-curves along SE Alta Vista.  Speed study found travel speeds were within acceptable limits.  Email was sent to NCSD on bus routes - no cut through, better school pick up and drop off traffic plan.  What additional safety enhancements are warranted for the S-curves?  Enforcement - police presence. 5.3 eBike Discussion Page 4 of 17  Presenter: Steve Campbell, Director of Public Safety  Director Campbell will be presenting to city council an E-Bike Safety Ordinance in January 2026 with clear expectations for how e-bikes may be operated within Happy Valley. o rider behavior o unsafe operation o misuse in parks, neighborhoods and public spaces  E-Bike Safety Class o Voluntarily - improve riding skills o Diversion Option - court - behavior violations 6. Report(s) 6.1 Happy Valley Police Report Presenter: Marcus Mendoza, Happy Valley Police Chief  Chief Mendoza provided the TPSC members with a few statistical handouts. o Highlighted reported crimes and call activities. o All stats are on the Dashboard for anyone that would like more details. 7. Committee Concerns and Comments City Report - Steve Campbell:  False Alarm program continues to show success with reducing false alarms.  Principles meeting - school principles and city staff meet quarterly to show collaboration with each other.  Operation Santa Parade  Tree Lighting - 12.7.25 - Operation Santa Collection  PW and CS staff are geared up for "winter response program" - storm season, tow program in place to remove vehicles to keep roads safe and open and safe travels.  New HV Police Chief - new energy, new ideas to the city 8. The City would like to welcome two new members to the TPSC, Aimee Reiner and Scott Schrein. Each new member will have an opportunity to introduce themselves and share what interests them in serving on the committee. Special Issues None Financial Impact None Recommendations Welcome new members Aimee and Scott Page 9 of 17 Page 10 of 17  AGENDA STATEMENT Title 2026 meetings and goals Presenter(s) Steve Campbell, Director of Public Safety Explanation 2026 Meeting Schedule – Discussion Staff would like to engage the Traffic and Public Safety Committee (TPSC) in a discussion regarding meeting frequency and structure for 2026. Several options are proposed for consideration: Option 1: Monthly Meetings Benefits: • Establishes a consistent and predictable meeting cadence • Allows the public to rely on set meeting dates throughout the year • Provides regular opportunities for committee engagement Considerations: • If there are no agenda items or limited public interest, meetings may not be the best use of committee members’ time Option 2: Every Other Month Meetings Benefits: • Still provides a regular cadence of meetings Considerations: Page 11 of 17  • If a member misses a meeting, it may be more difficult to maintain continuity and group cohesion • Reduces opportunities for public participation and engagement Option 3: Alternating Meetings and Field Trips / Educational Sessions • One month: conduct a regular public meeting to address committee business • Alternate month: participate in a field visit or educational opportunity, such as: o Visiting a public safety facility o Hearing from a public safety–related speaker o Attending relevant meetings, such as the Clackamas County Transportation Commission or Bike Alliance meetings Additional context for 2026: • There is no Public Safety Levy planned until 2028/2029. Historically, levy years involve a significant amount of committee education and outreach. • A key goal for 2026 is to strengthen coordination with City Engineering and Public Works, with a focus on identifying larger projects that could be accomplished using PIP funds. Staff would like to open the discussion to committee members to gather suggestions, ideas, and preferences regarding the 2026 meeting schedule and structure.
