Keep Harlingen Beautiful Board Thursday, July 23, 2026 KEEP HARLINGEN BEAUTIFUL BOARD THURSDAY, JULY 23, 2026 @5:30 P.M. CITY HALL 118 E. TYLER HARLINGEN, TEXAS Notice is hereby given that the Keep Harlingen Beautiful Board will hold a meeting on Thursday, July 23, 2026, at 5:30 P.M., City Hall, 118 E. Tyler, Harlingen, Texas. Call Meeting to Order- (Brandy Pena- Board President) Roll Call- (Cynthia Nava- Board Secretary) Confirmation of Quorum – (Cynthia Nava- Board Secretary) Invocation- (Cynthia Nava- Board Secretary) Pledge of Allegiance / Welcome- (Brandy Pena- Board President) Conflict of Interest "Under State Law, a conflict of interest exists if a board member, or certain members of that person's family, has a qualifying financial interest in an agenda item. Members with a conflict of interest cannot participate in the discussion nor vote on the agenda item. Are there any known conflicts of interest to disclose at the time". (Cynthia Nava- Board Secretary) Citizen Communication: At this time, members of the public are invited to address the Board regarding any item of interest. Please note that the Keep Harlingen Beautiful Board members may not respond to comments or engage in deliberation on matters raised during this portion of the meeting. (Cynthia Nava- Board Secretary) Discussion Items and Updates 1. Quarterly Community Clean Up. • Date and Location 2. New Sign for Dixieland Park 3. Benches & Bicycle Racks on Van Buren Ave. 4. “Don’t Mess with Harlingen” community awareness campaign and related branding considerations. Action Items 1. Discussion and possible action to approve $40,000.00 in funding for improvements at Vestal Dog Park. Keep Harlingen Beautiful Board Thursday, July 23, 2026 2. Discussion and possible action to approve funding for Treto Pocket Park Plaque, that includes verbiage explaining the meaning behind the park’s name. The proposed plaque size should be an approximately 12” x 20” or 12” x 24”. 3. Discussion and possible action to approve the purchase of trash containers, plants and paint for the Harlingen Arts and Heritage Museum. 4. Discussion and possible action to approve funding for signage, benches and KHB plaque for Rangerville Park. 5. Discussion and possible action to approve funding for the Keep Harlingen Beautiful (KHB) Earth Day Creative Recycling Competition in celebration of Earth Day on April 22, 2027. The event will promote environmental awareness by encouraging students to create artwork using recycled materials while emphasizing the importance of reducing, reusing, and recycling. The winning student will receive $200 in school scholarship. 6. Discussion and possible action to approve funding to remove current mural at Lozano Plaza, and paint wall in preparation of new mural. 7. Discussion and possible action to approve funding for the purchase and installation of trash containers at City of Harlingen parks to improve cleanliness, litter control, and park maintenance. 8. Discussion and possible action to approve funding for park signage improvements at City parks, as recommended by the Parks and Recreation Department. 6.)
