HARRINGTON PARK ZONING BOARD OF ADJUSTMENT REGULAR MEETING MINUTES Monday, June 22, 2026 @ 7:00PM Chairman McLaughlin called the meeting to order at 7:05 pm. Open Public Meeting Act Announcement: In compliance with Chapter 231, Public Law 1975, adequate notice of this meeting was made. It has been posted on the Bulletin Board in the Municipal Center. Copies have been emailed to THE RECORD and THE SUBURBANITE. A copy has been filed with the Borough Clerk and copies have been mailed to individuals requesting the same. Schettino Meeting (2/23/2026, 4/27/2026, 5/26/2026) $450.00 Law Office of John L. Schettino Escrow – 314 Lynn St Resolution $250.00 Total $700.00 Vote to approve invoices listed. HEARINGS 1. 560 Lynn St. – 0.5ft Encroachment on Front Yard Setback for Addition (Anders) Charles Anders and Lori Anders, 560 Lynn Street, were sworn in. They are the property owners of 560 Lynn St (Block 202, lot 12). They are seeking a variance for a front porch that exceeds the front yard setback. . The new porch will extend beyond the right side of the house as you're looking at it from the front street, from the front of the street by only 2 foot, 1 inch, which will take it just before the middle of the current walkway. It will extend beyond the front of the garage, left side of the house by 4 foot 9 inches. They believe the proposed addition will align with the existing character of the neighborhood, will not block any sight line of traffic, and will allow our families necessary space to remain visually appealing. Ms. Anders handed 5 pictures of the property from different angles (Exhibit A-1 – 5 pictures) to the board members. The dimensions of the proposed porch will be 25ft 7 inches wide and 6ft deep. There was discussion about the encroachment and the applicants agreed that the encroachment is 8 inches. The 8 inches will be uniform across the roof, the front of the porch. The meeting was opened to public. There were no members of the public with questions. The meeting was closed to the public. Chairman McLaughlin explained that the board’s usual procedure for the next steps to the Anders. He asked the applicants to safely mark the area for the board members to look at the neighborhood before the next meeting to see how the proposed variance might impact the neighborhood. Approved for release on July 27, 2026 2 HARRINGTON PARK ZONING BOARD OF ADJUSTMENT REGULAR MEETING MINUTES Monday, June 22, 2026 @ 7:00PM Mr. Budinich noted that the request was de minimis and asked if the chairman would consider voting on the application at this meeting. The board was given the photographs and a survey. The board members agreed that they could make a decision. The meeting was opened to the public. There were no members of the public with comments or questions. The meeting was closed to the public. Vote to approve the application as presented. Motion: RB Second: GZ Yes: RB, RF, CG, PT, LF, GZ, RM No:-0- Abstain: -0- Absent: JC, SM Motion carried. Chairman McLaughlin explained that the next meeting the written resolution incorporating the board’s decision will be adopted. The resolution is valid for 9 months and if the project cannot start within this time, the applicants must come to the board for an extension before the 9 month expiration date. After publication of the decision there is a 45-day period where anyone can file suit to overturn the board’s decision and that work that takes place within the timeframe is at the applicant’s risk. The Anders indicated they understood the explanation and thanked the board. 2. 56 Bogerts Mill Rd – 8ft high fence (Applicant Smith representing Elsen) The applicants did not attend the meeting. There was discussion that it was clear that they were going to attend the meeting. The board noted that the applicants did not make a decision if they were going to amend the application. Vote to continue the application to the next meeting without further notice. Motion: RB Second: GZ Vote: All in favor. None opposed. Motion carried. CL was asked to remind the applicant about the hearing for the next meeting. RESOLUTIONS 1. 314 Lynn Street – Front yard setback for an Addition (Rush) The board members were asked to send any comments, questions or revisions within 5 business days after receiving the resolution.. Vote to approved the resolution subject to any subsequent review and comment.
