Election of Vice-Mayor Review & Council will elect a Vice-Mayor to serve a 2-year term, per Section 7 of the Recommendation: Harrisonburg City Charter. 3.c. Appoint City Attorney 3.d. Appoint City Manager 3.e. Appoint one member of council to Planning Commission Review & Currently, Council Member Baugh serves on this commission. Recommendation: 3.f. Appoint one member of council to Parks and Recreation Commission Review & Currently, Council Member Shearer serves on this commission. Recommendation: 3.g. Appoint one member of council to the Harrisonburg-Rockingham Chamber of Commerce Board Review & Currently, Council Member Degner serves on this board. Recommendation: 3.h. Appoint two members of council to the Central Shenandoah Planning District Commission Review & Currently, Council Member Baugh and Council Member Shearer serve on this Recommendation: commission and their term doesn't expire until June 30, 2016. 3.i. Appoint one member of council to the Community Criminal Justice Board Review & Currently, Mayor Byrd serves on this board. Recommendation: 3.j. Appoint two members of council to serve as liaison to the City/County Liaison Committee Review & Currently, Mayor Byrd and Council Member Baugh serve on this committee. Recommendation: 3.n. Appoint two members of council to serve as liaison to the School Liaison Committee Review & Currently, Mayor Byrd and Vice-Mayor Chenault serve on this committee. Recommendation: 3.o. Appoint two members of council to serve as liaison to the JMU Liaison Committee Review & Currently, Vice-Mayor Chenault and Council Member Baugh serve on this committee. Recommendation: 3.p. Appoint one member of council to serve on the Harrisonburg Downtown Renaissance Board of Directors Review & Currently, Council Member Degner serves on this board. Recommendation: 3.q. Appoint two members of council and two staff members to the Metropolitan Planning Organization Review & Currently, Mayor Byrd serves as the Vice-Chair, Council Member Baugh and Council Recommendation: Member Degner serve as council representatives on the MPO. City Manager Hodgen and Reggie Smith serve as staff representatives on the MPO. Assistant City Manager Lewis and Avery Daugherty serve as staff alternates on the MPO. 3.r. Appoint two members of council to the Finance Committee Review & Currently, Mayor Byrd and Council Member Shearer serve on this committee. Recommendation: 3.s. Appoint one member of council to the Downtown Parking Advisory Committee Review & Currently, Council Member Baugh serves on this committee. Recommendation: 3.t. Appoint one member of council to the Massanutten Regional Library Board of Trustees Review & Currently, Council Member Shearer serves as the Vice President on this board. Recommendation: 3.u. Appoint one member of council to the EJC Arboretum Board Review & Currently, David Wiens serves on this board. Appoint one member of council to the CDBG Selection Committee Review & Currently, Vice-Mayor Chenault serves on this committee. Recommendation: 3.w. Appoint one member of council to the Stormwater Advisory Committee Review & Currently, Mayor Byrd serves as the Ex officio on this committee. Recommendation: 3.x. Designate regular time and date of City Council meetings Review & Currently, meetings are held on the 2nd and 4th Tuesday of each month at 7:00 p.m. Recommendation: Changing the time and/or date requires an amendment to Section 2-2-5 of the Harrisonburg City Code. 4. Other Matters 5. Boards and Commissions 5.a. Board of Zoning Appeals Review & There are two current openings on the Board of Zoning Appeals. Cynthia Runnells Recommendation: term expired March 20, 2014 and she wasn't interested in serving again. The other vacancy comes from the resignation of David Nahm. Harrisonburg Redevelopment and Housing Authority Review & Mr. Carter has submitted his resignation. Attached are three applications that Michael Recommendation: Wong has reviewed. The appointed new member would serve an unexpired first term to expire on November 29, 2017.
