Call to order City Manager Hodgen called the reogranization meeting to order. 2. Oath prescribed by Law, Section of the City Charter Circuit Court Clerk Chaz Haywood administered the "Oath of Office" to Council Member Elect Deanna R. Reed; Council Member Elect George J. Hirschmann; and, Council Member Richard A. Baugh. 3. Re-organization of City Council 3.a. Election of Mayor A motion was made by Council Member Baugh, seconded by Council Member Hirschmann, to appoint Council Member Reed as mayor. The motion carried with a unanimous voice vote. 3.b. Election of Vice-Mayor A motion was made by Council Member Byrd, seconded by Council Member Jones, to appoint Council Member Baugh as vice-mayor. The motion carried with a unanimous voice vote. 3.c. Appoint City Attorney A motion was made by Council Member Jones to re-appoint Grady Chris Brown as city attorney. The motion carried with a unanimous voice vote. 3.d. Appoint City Manager A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to re-appoint Kurt D. Hodgen as city manager. The motion carried with a unanimous voice vote. 3.e. The motion carried with a unanimous voice vote. 3.f. Appoint two members of council to serve as liaison to the City/County Liaison Committee A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to appoint Council Member Byrd and Council Member Hirschmann to serve as liaison to the City/County Liaison Committee. The motion carried with a unanimous voice vote. 3.g. Appoint one member of council to the Community Criminal Justice Board A motion was made by Council Member Byrd, seconded by Vice-Mayor Baugh, to appoint Council Member Jones to the Community Criminal Justice Board. The motion carried with a unanimous voice vote. 3.h. Appoint one member of council to the Community Development Block Grant Selection Committee A motion was made by Vice-Mayor Baugh to appoint Council Member Hirschmann to the Community Development Block Grant Selection Committee. The motion carried with a unanimous voice vote. 3.i. Appoint one member of council to the Deer Population Task Force A motion was made by Vice-Mayor Baugh to appoint Council Member Byrd to the Deer Population Task Force. The motion carried with a unanimous voice vote. 3.j. Appoint one member to the Downtown Parking Advisory Committee A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to appoint Mayor Reed to the Downtown Parking Advisory Committee. The motion carried with a unanimous voice vote. 3.k. Appoint one member of council to the Environmental Performance Standards Advisory Committee A motion was made by Council Member Jones, seconded by Council Member Byrd to appoint Vice-Mayor Baugh to the Environmental Performance Standards Advisory Committee. The motion carried with a unanimous voice vote. 3.l. Appoint two members of council to the Finance Committee A motion was made Council Member Jones, seconded by Council Member Hirschmann, to appoint Council Member Byrd and Vice-Mayor Baugh to the Finance Committee. The motion carried with a unanimous voice vote. 3.m. Appoint one member of council to serve on the Harrisonburg Downtown Renaissance Board of Directors A motion was made by Vice-Mayor Baugh, seconded by Council Member Byrd, to appoint Council Member Jones to the Harrisonburg Downtown Renaissance Board of Directors. The motion carried with a unanimous voice vote. 3.n. Appoint one member of council to the Harrisonburg-Rockingham Chamber of Commerce Board City of Harrisonburg Page 2 Printed on 1/11/2017 City Council Meeting Minutes - Final January 3, 2017 A motion was made by Vice-Mayor Baugh, seconded by Council Member Byrd, to appoint Council Member Jones to the Harrisonburg-Rockingham Chamber of Commerce. The motion carried with a unanimous voice vote. 3.o. Appoint two members of council and two staff members to the Harrisonburg-Rockingham Metropolitan Planning Commission A motion was made by Vice-Mayor Baugh to appoint Council Member Hirschmann and Mayor Reed; Kurt Hodgen and Reggie Smith as staff representatives; and, Ande Banks and Gerald Gatobu as alternatives to the Harrisonburg-Rockingham Metropolitan Planning Commission. The motion carried with a unanimous voice vote. 3.p. Appoint two members of council to serve as liaison to the JMU Liaison Committee A motion was made by Council Member Byrd, seconded by Council Member Hirschmann to appoint Council Member Jones and Vice-Mayor Baugh to serve as the liaison to the JMU Liaison Committee. The motion carried with a unanimous voice vote. 3.q. Appoint one member of council to the Massanutten Regional Library Board A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to appoint Abe Shearer to the Massanutten Regional Library Board. The motion carried with a unanimous voice vote. 3.r. Appoint two members of council to serve as liaison to the School Board Liaison Committee A motion was made by Council Member Jones, seconded by Council Member Byrd, to appoint Vice-Mayor Baugh and Mayor Reed to serve as liaison to the School Board Liaison Committee. The motion carried with a unanimous voice vote. 3.s. Appoint one member of council to serve as liaison to the Social Services Advisory Board A motion was made by Vice-Mayor Baugh to appoint Mayor Reed to serve as liaison to the Social Services Advisory Board. The motion carried with a unanimous voice vote. 3.t. Appoint one member of council to the Stormwater Advisory Committee A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to appoint Council Member Byrd to serve as ex-officio on the Stormwater Advisory Committee. The motion carried with a unanimous voice vote. 3.u. Appoint one member of council to the Parks and Recreation Commission A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to appoint Mayor Reed to the Parks and Recreation Commission. The motion carried with a unanimous voice vote. 3.v. Appoint one member of council to the Planning Commission A motion was made by Council Member Byrd, seconded by Council Member Jones, to appoint Vice-Mayor Baugh to the Planning Commission. Appoint two members of council to serve as a liaison to the Plan Our Park Committee A motion was made by Council Member Jones to appoint Council Member Byrd and Vice-Mayor Baugh to the Plan Our Park Committee. The motion carried with a unanimous voice vote. 3.x. Designate a regular time and date of City Council meetings A motion was made by Council Member Byrd, seconded by Council Member Jones, to meet following the current schedule. The motion carried with a unanimous voice vote. 3.y. Consider amending and reenacting Section 2-2-23 of the Harrisonburg City Code, General order of business A brief discussion regarding the “public comment period” being moved towards to the end of the meeting to respect those who are on the agenda, those who are watching to stay informed and to stay focused on the order of business. A motion was made by Council Member Jones, seconded by Council Member Hirschmann, to amend and reenact Section 2-2-23 of the Harrisonburg City Code, General order of business as presented with roll call first, invocation second, Pledge of Allegiance third, and the remainder of the order of business be set by the city manager. The motion carried with the following recorded roll call vote: 4. Other Matters Council Member Jones congratulated Mayor Reed on her new role and brought attention to her being the first African American female mayor. City Manager Hodgen asked the department heads or select staff that were present to stand up and introduce themselves. The following staff members were present: Reggie Smith, director of public transportation; Jim Junkins, director of the emergency communications center; Stephen Monticelli, police chief; Ian Bennett, fire chief; Mike Brady, deputy fire chief; Stephen Morris, deputy fire chief; Mike Collins, director of public utilities; Luanne Santangelo, director of parks and recreation; Jennifer Whistleman, director of human resources; Ande Banks, acting deputy city manager; Paul Malabad, director of information technology; Jim Baker, director of public works; Tom Hartman, assistant director of public works; Brian Shull, director of economic development; Peirce Macgill, assistant director of economic development; Brenda Black, director of tourism; Andrea Dono, executive director of Harrisonburg Downtown Renaissance; Adam Fletcher, director of planning and community development; and, Thanh Dang, city planner. Mayor Reed took a moment to thank all those who have supported her from the beginning and those in attendance today. Mayor Reed stated she didn't run to get the mayor seat, she wanted to serve her community and hometown. Mayor Reed stated she hopes to serve Harrisonburg well and she is humbled by the opportunity. Parks and Recreation Commission A motion was made by Vice-Mayor Baugh, seconded by Council Member Jones, to appoint Chance Ebersold, 260 Franklin Street, to a first term to expire on December 31, 2020 and Joshua Humphries, 238 East Water Street, to an unexpired term to expire on December 31, 2017. The motion carried with a unanimous voice vote. 6.
