SPECIAL MEETING CITY COMMON COUNCIL OF HARTFORD CITY, INDIANA AUGUST 27, 2024 MEETING MINUTES CALL TO ORDER & WELCOME: Mayor Eckstein called to order a special meeting of the Common Council of the City of Hartford City at 6:00pm August 27, 2024. ROLL CALL: Members of the council present were Ron Dudelston, Michael Wolfe, Tracey Witt, Tony Scaggs, and Bill Aspy. Mayor Eckstein, and Clerk-Treasurer Dana Whatley were also present. Attorney Brandon Murphy was absent. NEW BUSINESS: A.) BUDGET PROCESSES, SALARIES AND OPERATIONAL EFFECIENCIES: Mayor Eckstein and Clerk-Treasurer Whatley explained to council the budget formulation process. Budget approval timelines and salary ordinances were discussed. This is the annual refresher on the budget for all the council members. B.) NEW SPECIAL PROJECT MANAGER POSITION: Mayor Eckstein explained about piloting this new position. He explained that the salary is accounted for in the budget if the budget is passed and the new position is adopted. He asked the Council to consider supporting him to move forward with this process. Council stated that a couple of council members could help the mayor with interviewing for this position when and if the time comes. Mr. Scaggs and Mr. Wolfe stated that they would help do this. They appointed Mr. Aspy as a reserve member if needed. Mr. Scaggs made a motion to support moving forward with this. Mr. Dudelston seconded the motion. The vote to approve was 5-0. C.) ASPHALT STRIPING AROUND THE COURTHOUSE SQUARE: Mayor Eckstein stated that he had received a quotation from Accurate Striping, Inc. to restripe the parking spots around the courthouse square. The quote is $17,086. He asked council for their approval to spend over $10,000 to complete this project. Mr. Dudelston made a motion to approve this expenditure. Mr. Aspy seconded the motion. The vote to approve was 5-0. ADJOURNMENT: With there being no further business, Mr. Scaggs made a motion to adjourn the meeting. The meeting adjourned at 7:06pm. FOLDER 2/REC 32
