PRESENT: Chairperson Rusniak, Members Sikora, Kohler, Hegy
ALSO PRESENT: City Administrator Volkert, City Clerk Hetzel, City Engineer Griffin
Call to Order – Chairperson Rusniak called the meeting to order at 6:30 p.m. in the Common Council Chambers of Hartford
City Hall, 109 North Main Street.
Roll Call – All members of the Committee were present except Alderperson Fulop, who was replaced by Alderperson Hegy.
Public Comment Period – None.
Discussion and Consideration of issuing a Class A Liquor licenses to: Casey’s, El Mercadito Merza LLC, Fox Brothers Piggly
Wiggly, Kwik Trip Inc., and Walmart – City Clerk Hetzel provided information on this item.
MOTION by Alderperson Kohler seconded by Alderperson Sikora for issuing a Class A Liquor licenses to: Casey’s, El
Mercadito Merza LLC, Fox Brothers Piggly Wiggly, Kwik Trip Inc., and Walmart MOTION CARRIED. (Alderperson Hegy voted
“no”).
Discussion and Consideration of allowing Festival Foods Class A alcohol beverage license to go dormant until June 30, 2022
– City Administrator Volkert and Brian Baumann, Senior Vice President of Festival Foods, provided background information
on this item. Mr. Baumann explained that there were some changes to the original business plan for Fesitval Foods,
including being issued a notice to vacate from the former Hilldale Liquor location. Festival had planned on using the liquor
license to operate inside the former Hilldale Liquor location while construction was underway on the new location on Bell
Avenue. Mr. Baumann advised that allowing the license to go dormant until June 30, 2022 would give the business time
to finish construction on that new building, as they now have no location to operate out of. There is a restriction with
Class A license that if the business is closed for more than 90 days, the license is no longer valid. Going dormant would
allow Festival to maintain the license until the renewal date next year.
Alderperson Kohler questioned why Festival Foods just wouldn’t allow the license to expire, seeing as the amount Class A
licenses had just been increased. Mr. Baumann voiced concerns that in the dormancy period, ordinances might change
again, and Festival wants to ensure they have the proper license when they are ready to open next year.
MOTION by Alderperson Sikora seconded by Alderperson Kohler to allow Festival Foods Class A alcohol beverage license
to go dormant until June 30, 2022. MOTION CARRIED UNANIMOUSLY.
Discussion and Consideration of amending the July 30, 2020 to June 30, 2021, alcohol beverage license for the Schauer
Arts & Activities Center to modify the premises to include an enclosed courtyard. – City Administrator Volkert explained
this item.
MOTION by Alderperson Kohler seconded by Alderperson Hegy to amend the July 30, 2020 to June 30, 2021, alcohol
beverage license for the Schauer Arts & Activities Center to modify the premises to include an enclosed courtyard.
MOTION CARRIED UNANIMOUSLY.
Discussion and Consideration of authorizing appropriate City officials to hire a summer intern for the purpose of
supporting data evaluation and recording of City owned water services. – City Engineer Griffin provided information on
this item.
MOTION by Alderperson Hegy seconded by Alderperson Fulop to approve the authorization of appropriate City officials
to hire a summer intern for the purpose of supporting data evaluation and recording of City owned water services.
MOTION CARRIED UNANIMOUSLY.
