FINANCE & PERSONNEL COMMITTEE
November 15, 2022
6:45pm
PRESENT: Chairperson Rusniak, Members Kohler, and Fulop
ALSO PRESENT: City Administrator Steve Volkert, Parks & Rec Director Randy Wojtasiak
Call to Order – Chairperson Rusniak called the meeting to order at 6:45 p.m. in the Common Council Chambers of Hartford
City Hall, 109 North Main Street.
Roll Call – All members were present except Alderperson Sikora, who was absent and excused.
Public Comment Period – None.
Discussion and consideration of authorizing appropriate City officials to use undesignated fund balance for the Centennial
Park Redevelopment up to an additional $141,750 in order to further complete construction to meet the terms of the
WDNR Stewardship Grant and private donations – City Administrator Steve Volkert explained that due to recent inflation
and rising costs, some aspects of the Centennial Park project needed to be removed in order to remain within the originally
budgeted amount. When these aspects were initially removed, Mayor Michalak suggested bringing back the removed
items and requesting the use of undesignated fund balance to cover the difference.
Parks & Rec Director Randy Wojtasiak explained the specific items that would be withheld without further funding, which
included items that already have donation funds attached to. Administrator Volkert added on that fundraising is still
ongoing at this time. Any funds raised after this meeting would be used to reduce the amount taken from the fund balance.
Alderperson Fulop asked how donors would be recognized for their donations. Director Wojtasiak explained there will be
plaques made featuring names if the donors choose to be recognized that way. Sponsors for larger portions of the project
will have signage displayed in their respective areas.
MOTION by Alderperson Fulop, seconded by Alderperson Kohler authorizing appropriate City officials to use undesignated
fund balance for the Centennial Park Redevelopment up to an additional $141,750 in order to further complete
construction to meet the terms of the WDNR Stewardship Grant and private donations.
MOTION CARRIED UNANIMOUSLY.
Adjournment – MOTION by Alderperson Fulop, seconded by Alderperson Kohler for adjournment at 6:56 p.m. MOTION
CARRIED UNANIMOUSLY.
Respectfully submitted,
