ALSO PRESENT: City Administrator Steve Volkert, City Clerk Shanna Kreilkamp, Lieutenant Richard Thickens, Parks and
Recreation Director Randy Wojtasiak
Call to Order – Chairperson Rusniak called the meeting to order at 6:30 p.m. in the Common Council Chambers of Hartford
City Hall, 109 North Main Street.
Roll Call – All members were present.
Public Comment Period – None.
Discussion and consideration of approving Class A, Class B and Class C Fermented Malt Beverage and Intoxicating Liquor
Licenses for the period of July 1, 2023 through June 30, 2024 – City Clerk Shanna Kreilkamp read off all of the applicants
for Class A and Class B Fermented Malt Beverage and Intoxicating Liquor Licenses. City Administrator Steve Volkert advised
separating out the Hartford Hotel Group, as Alderperson Savage has a conflict of interest. Alderperson Regan also advised
to separate out the Hartford Historic Preservation Foundation as he has a conflict of interest.
MOTION by Alderperson Kohler, seconded by Alderperson Savage approving the Class A and Class B fermented malt
beverage and intoxicating liquor licenses as read, except for Hartford Hotel Group and Hartford Historic Preservation
Foundation.
MOTION CARRIED UNANIMOUSLY.
MOTION by Alderperson Kohler, seconded by Alderperson Regan approving the Class B fermented malt beverage and
intoxicating liquor license for Hartford Hotel Group. Alderperson Savage abstained from the vote.
MOTION CARRIED.
MOTION by Alderperson Savage, seconded by Alderperson Kohler approving the Class B fermented malt beverage and
intoxicating liquor license for Hartford Historic Preservation Foundation. Alderperson Regan abstained from the vote.
MOTION CARRIED.
Discussion and consideration of approving cigarette and tobacco and weights and measures licenses for the period of July
1, 2023 through June 30, 2024 – City Clerk Kreilkamp read off all of the applicants for cigarette and tobacco licenses and
weights and measures licenses. Administrator Volkert asked the committee to revisit this item to make sure the weights
and measures licenses were included and to revote on those licenses. He also explained that the weights and measures
license is for businesses that sell goods by weight or measure. The state inspects those measuring devices and then sends
the bill to the city, which then collects the funds from those businesses.
MOTION by Alderperson Kohler, seconded by Alderperson Regan approving the cigarette and tobacco licenses as read.
MOTION CARRIED UNANIMOUSLY.
MOTION by Alderperson Kohler, seconded by Alderperson Savage approving the weights and measures licenses as read.
MOTION CARRIED UNANIMOUSLY.
Discussion and consideration of authorizing appropriate City officials to enter into the Police School Liaison Officer
Agreement with the Hartford Joint #1 School District – Lieutenant Thickens explained that most of the contract for the
2023-2027 period will remain the same as the previous contract. The only change would be the cost-sharing between the
school and the police department. The change in cost-sharing would gradually change each year, until the final year of the
contract in which the cost-sharing would be 50% paid by the school and 50% paid by the police department. This 50-50
sharing is in line with other communities in Washington County. This would also allow for greater flexibility for the officer
during off days from school, as well as alleviate overtime.
MOTION by Alderperson Savage, seconded by Alderperson Regan authorizing appropriate City officials to enter into the
Police School Liaison Officer Agreement with the Hartford Joint #1 School District.

Discussion and consideration of authorizing appropriate City officials to enter into the Police School Liaison Officer
Agreement with the Hartford Union High School District – Lieutenant Thickens explained the cost-sharing aspect would be
the same as the Joint #1 School District contract.
MOTION by Alderperson Regan, seconded by Alderperson Kohler authorizing appropriate City officials to enter into the
Police School Liaison Officer Agreement with the Hartford Union High School District.
MOTION CARRIED UNANIMOUSLY.
Discussion and consideration of accepting the quote from Performance Roofing Systems, Inc. in the amount of $28,995.00
for the Main Street Link Building Timberlodge Roof replacement and costs required for installation – Director Wojtasiak
explained that the original quote for this project was within budget, but when contractors were on scene, they found that
there was an issue with loose siding which will affect the seal of the roof membrane. The siding issue needs to be resolved
in order to make sure the roof replacement will be done properly. This additional work comes at an additional cost, which
is why this item is being presented. The additional cost will be covered by a surplus of funding from the Link Building
interior remodel project. It was also explained that there may be additional costs associated if any of the insulation is found
to be poor quality.
MOTION by Alderperson Regan, seconded by Alderperson Savage accepting the quote from Performance Roofing Systems,
Inc. in the amount of $28,995.00 for the Main Street Link Building Timberlodge Roof replacement and costs required for
installation.
MOTION CARRIED UNANIMOUSLY.
