This meeting will be conducted by audio or video conference without a physically present
quorum of the Plan Commission because of a disaster declaration related to COVID-19 public
health affecting the City. Pursuant to Section 7(e)(2) of the Open Meeting Act, 5 ILCS
120/7(e)(2), the Mayor has determined that in-person meetings at City Hall with all participants
is not practical or prudent because of the disaster.
All persons in attendance at the hearing shall have an opportunity to be heard. Public access to
hear the meeting is available by contacting Lilliana Gonzalez at 708-210-5338 for a Zoom
meeting link or call in phone number prior to 12 p.m. on January 20, 2021. Interested parties
can participate as described herein on page 2.

Interested parties can participate in any of the following ways:
1. Submission of written comments before the public hearing:
Written comments may be emailed to lgonzalez@cityofharveyil.gov or by U.S. Mail to City
of Harvey, City Clerk’s Office 15320 Broadway, Harvey, Il 60426; or via City’s drop box
located on the North side of City Hall.
Written comments received before 5:00 p.m. on January 19, 2021 will be emailed directly
to the Plan Commission, but will not be included in the meeting packet
Written comments received before 5:00 p.m. on January 20, 2021 will be read into the
record during the public hearing and/or added to the case file.
2. Participation during the public hearing:
• You may complete an online speaker sign-up request by no later than 12 p.m. on the day
of the public hearing by emailing lgonzalez@cityofharveyil.gov.
• Individuals who do not wish to speak during the public hearing may simply indicate
whether they support or are opposed to the application. The individual’s name and their
position on the application will be read aloud into the record at the hearing. Any written
comments submitted by an individual in conjunction with their position will also be read
into the record, subject to compliance with the City’s public comment and public hearing
rules and procedures.
• Individuals who sign up to speak in this manner will receive an email from City staff for a
Zoom meeting link or call in phone number to join the meeting.
• Individuals who fail to complete the speaker sign-up request by the deadline may
participate in the hearing by following the instructions provided on the meeting agenda.
3. Other methods of participation: In accordance with the Open Meetings Act, the meeting
may be audio or video recorded and made available to the public, as provided by law.
