She also shared her opinions regarding multiple items on the agenda including the Off-System Grade Separation Grant Application (“small vs. large bridge”), the proposed salary and benefits survey, the budget adjustment related to staff benefits and salaries, the reconsideration of Resolution 008-2025, as well as the reconsideration of Resolution 013-2025. She spoke primarily about disrespect that she has observed when Mayor Hulsey is addressing Council, specifically Mayor Pro Tem Morrow.  Mike Rhodes (Email) - Expressed his disappointment in Council and leadership creating a hostile, disrespectful, and dismissive environment toward the Mayor and citizens. 5. Finance Director Marcy Lamb explained that due to the posting and meeting schedule, the information needed from the County related to property tax was not received in time to provide to Council. The December report will be included with the next monthly reports. 6.C. Engineering Report  Mayor Pro Tem Morrow requested clarification of the location of the Arrowhead Addition, which states ETJ in the report. Mayor Hulsey provided a description of the location with assistance from City Engineer Mike Anderson. 6.D. Court Performance Report 6.E. Library Report 6.F. Fire Run Report 6.G. Development Report  Council Member Carathers requested an update regarding the Ironwood building (warehouse), specifically related to their plan to move forward. During an EDC meeting, Planning/EDC Coordinator Maurice Schwanke provided an update that Ironwood would no longer be annexed into the City due to an inability to legally guarantee a specific zoning change; however, they do plan on building. 6.J. Board & Commission Attendance  Mayor Pro Tem Morrow requested an update regarding the CIAC board selections. Mayor Hulsey stated that there are still positions open, and to provide the information to realtors and developers to apply. 6.O. Gas Well Report 6.P. Republic Waste Report 7. UPDATES ON ACTIVE ITEMS, PROJECTS, AND EVENT RECAPS 7.A. Fire Station Expansion Project Status  Public Works Director James Tucker provided an update on the project. The contractor has completed the retaining wall and most of the public improvements. Work will begin on the underground electric in the right-of-way as well as parking lot improvements over the next several weeks. The steel framing inspection has been scheduled, the contractor has completed the roofline, and they are working on the connection to the existing building. Currently, the estimated completion date is May. 7.B. Public Works Building Status Page 6 of 30  Agenda Item #6.6.A. City of Haslet City Council Meeting Minutes January 12, 2026 Page 4 of 10  Public Works Director James Tucker provided an update on the project, which is currently with engineering. They are working on the site plan, grading, and utility layout. There is not an estimated timeline for the Public Works Building at this point.  Council Member Carathers stated that moving forward with the Public Works building will reduce spending by eliminating rent currently paid for office space and storage. 7.C. Off-System Grade Separation Grant Application  Mayor Hulsey provided an update on the Off-System Grade Separation Grant Application, which is due January 19. He stated to Council that he has received letters of support from elected officials throughout North Texas as well as those in industry.  Council Member Watkins inquired about the matching 10% associated with the grant, should it be awarded. Mayor Hulsey explained that the Regional Transportation Council (RTC) has committed to providing the matching funds. Council Member Watkins then asked whether, if the City is not awarded the grant, the Mayor would accept the previous bridge design. Mayor Hulsey stated that the previous design had been submitted to BNSF and was denied; however, if the grant is not awarded, TxDOT will need to address the previous bridge and work to resolve the technical issues.  Council Member Carathers shared his concerns and frustrations regarding the impact traffic has on students attempting to arrive at school on time. He emphasized the need for a solution as quickly as possible.  Public Comments: o Eric Gomez - Shared his concerns regarding traffic and the negative impacts it can have on medical emergencies. He expressed that he understands the necessity for a bridge to be built, and soon. o Carlos Rodriguez - Expressed his concerns with the timeline for a solution, noting the impacts of traffic on emergency response, business growth, and concerns related to funding. o Laura Schlauderaff (Email) - Expressed her opposition to the “big” bridge due to the length of time it will take to construct and the need for relief immediately. She shared her concerns that the proposed bridge will deter future business and damage current business without access to School House Road.  Council Member Horak emphasized the need for a bridge, regardless of its size. He noted that if the grant is awarded, the project will be fully funded. He sought clarification regarding the amount being requested and asked the Mayor to share the application with Council prior to submission in order to keep members apprised of the final request. 8. Presentation - Planning/EDC Coordinator Maurice Schwanke presented the item. He explained that the amended site plan reflects updated staffing levels at the facility, which will now include approximately 500 employees. To accommodate this increase, the parking layout has been revised to provide additional employee parking, and landscape islands have been added after every ten spaces. The applicant has also added ADA-compliant sidewalks, and a screened generator pad. A CO2 tank, to be installed horizontally, will be screened and fenced to limit visibility. 2. He explained that the request is for the payment of two easements, one permanent and one temporary, to be utilized by the contractor and pipeline contractor for the project. As a wholesale member of the Trinity River Authority (TRA), the City is required to fund metering stations. Upon completion, the metering stations are conveyed over to TRA. 2. He explained that the project will address drainage issues at the intersection of James Street and Schreiber Drive and will be the first project within the Haslet Park Subdivision. The City received four bids for the project, with Capko Concrete Structures, LLC submitting the lowest bid. Staff recommends an additional 15% contingency due to underground conditions and necessary materials testing. 2. Discuss, Consider, and Act CC-7-2026 Moved by James Watkins Seconded by Tanya Morrow Motion to approve the award of a contract to Capko Concrete Structures, LLC for Schreiber Drive Drainage Improvements not to exceed $300,025.90 to be funded from the Haslet Park Stormwater (Schreiber Drive) Fund 01-990-40-16. He explained that the proposed interim repair plan is intended to address immediate needs within Haslet Park along sections of Berry and Odessa Drive. Identified sections of roadway have experienced significant degradation since the City completed its street condition survey in spring 2025. Repairs will be completed using asphalt and are estimated to last approximately five years. 2. The proposed agreement includes conducting a comprehensive salary and benefits survey, along with providing recommended pay ranges for each position and suggested implementation planning. Additionally, the benefits survey would include all benefits offered, including insurance, longevity pay, certification pay, and holidays. 2. Discuss, Consider, and Act a. CITY OF HASLET, TEXAS ORDINANCE NO. xxx-2026 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HASLET, TEXAS, CALLING A GENERAL ELECTION AND ESTABLISHING THE PROCEDURE FOR THE GENERAL ELECTION FOR COUNCIL MEMBER - PLACE ONE, COUNCIL MEMBER - PLACE THREE, AND COUNCIL MEMBER - PLACE FIVE TO BE HELD ON MAY 2, 2026, IN THE CITY OF HASLET, TEXAS AND PROVIDING OTHER MATTERS RELATING TO THE ELECTION. WHEREAS, the laws of the State of Texas provide that on May 2, 2026, there shall be a general election for municipal officers; and WHEREAS, the Texas Election Code is applicable to said election, and in order to comply with said Code, an ordinance should be passed calling the election and establishing the procedures to be followed in said elections, and designating the voting place for said election; and WHEREAS, the City of Haslet (the “City”) lies within the boundaries of Tarrant County and Denton County, however no registered voters reside in Denton County; and WHEREAS, the City approves and agrees to conducting the City General Election jointly with other political subdivisions in Tarrant County in accordance with Texas Election Code, Chapter 271; and WHEREAS, the City and other political subdivisions in the area have made provisions to contract with the Tarrant County Election Officer to conduct the City’s election, pursuant to Chapter 31, Texas Election Code, and Chapter 791, Texas Government Code. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HASLET, TEXAS, THAT: Section 1. General Election Ordered. (a) A general election shall be held in the City of Haslet, Texas, on May 2, 2026, to elect persons to fill the offices of Council Member - Place 1, Council Member - Place 3, and Council Member - Place 5 to serve until May 2028 or until their successors are duly elected and qualified. (b) Said election shall be held by Tarrant County pursuant to a Joint Election Agreement and Contract for Election Services, with respect to such General Election approved by the City Council of the City of Haslet, Texas, and the Tarrant County Elections Administrator. Section 2. Filing Period. Candidates for the above offices may file their application beginning at 8:00 a.m. on January 14, 2026, and shall file their applications no later than 5:00 p.m. February 13, 2026. Such drawing will be held at 9:00 a.m. on Wednesday, February 18, 2026. Section 4. Ballots and Printed Materials. The ballots used for the election shall comply with the Texas Election Code and be in the form provided by the City to the Tarrant County Election Officer (the “Election Officer”) for use on the voting devices and ballots used by Tarrant County. The official ballots, together with such other election materials as are required by the Texas Election Code, as amended, shall be printed in English, Spanish, and Vietnamese languages and shall contain such provisions, markings and content as required by law. Section 5. Joint Election. The City agrees to conduct a joint election with the political subdivisions designated by the Tarrant County Elections Officer, provided that such political subdivision hold an election on May 2, 2026, in all or part of the same territory as the City. The joint election for political subdivisions in Tarrant County will be conducted in accordance with state law, this ordinance, and the contract for election services with Tarrant County (“Election Services Contract”), which Election Services Contract is hereby approved. Section 6. Conduct of Election. The Tarrant County Election Officer and his/her employees and appointees, and the election judges, alternate judges and clerks properly appointed for the election, shall hold, and conduct the election in the manner provided by the Election Services Contract and the law governing the holding of general elections by general law cities of the State of Texas. Section 7. Election Polling Places. The main election polling place for early voting shall be at the Main Early Voting Site, Tarrant County Elections Center, 2700 Premier Street, Fort Worth, Texas 76111. Residents may also utilize other polling locations deemed by the Tarrant County Elections Administration that are to be determined. The election day polling place for the general election shall be the Legacy Learning Center, 501 School House Road, Haslet, Texas 76052. The City Secretary or designee is instructed to aid the Tarrant County Election Officer in the acquisition and furnishing of all election supplies and materials necessary to conduct the elections as provided by the Election Service Contract. The City Secretary shall forward requests for applications for early voting ballots to the Joint Early Voting Clerk. Notice of the election shall be given by posting a notice containing a substantial copy of this ordinance on the bulletin board used for posting notice of meetings of the governing body at the Community Center and at the aforesaid election day polling places not later than the twenty-third (23rd) day before the election, and by publishing said Notice of Election at least one time, not earlier than thirty (30) days nor later than ten (10) days prior to said election, in a newspaper of general circulation in the City. The notice that is posted, and the notices that are published in a newspaper of general circulation within the City, will be printed in English, Spanish, and Vietnamese languages as required by law. Section 13. General. The Tarrant County Election Officer shall hold said election in accordance with the Texas Election Code and the Election Services Contract, and only resident, qualified voters of said City shall be eligible to vote in said election. Returns of said election shall be made known as soon as possible after the closing of the polls; and the election returns shall be canvassed by the City Council not earlier than May 5, 2026, nor later than May 13, 2026. Section 14. Effective Date; Election Code. An applicant submitting an application for ballot by mail via fax or e-mail must also submit an application for ballot by mail via mail. In order for a faxed or emailed application for ballot by mail to be effective, the accompanying mailed application for ballot by mail must be received within four (4) business days of the submission of the application by fax or email. SECTION 10 ELECTION JUDGES AND CLERKS The presiding judges, alternate presiding judges and clerks for the election shall be selected and appointed by Tarrant County and its appointees in compliance with the requirements of state law, and such judges and clerks so selected by Tarrant County and its appointees are hereby designated, appointed, and confirmed by the City Council as the election officers, judges, and clerks, respectively, for the holding of said general election. The presiding judges, alternate presiding judges and clerks shall perform the functions and duties of their respective positions that are provided by state law. SECTION 11. CITY SECRETARY The City Secretary or designee is instructed to aid the Tarrant County Election Officer in the acquisition and furnishing of all election supplies and materials necessary to conduct the elections as provided by the Election Service Contract. The City Secretary shall forward requests for applications for early voting ballots to the Joint Early Voting Clerk. The City Secretary is further authorized to give or cause to be given notices required for the election, and to take such other and further actions as is required to conduct the election in compliance with the Texas Election Code; provided that, pursuant to the Election Service Contract between Tarrant County and Denton County (no registered voters reside in Denton County) and the City, the Tarrant County Election Officer shall have the duty and be responsible for organizing and conducting the election in compliance with the Texas Election Code; and for providing all services specified to be provided in the Election Service Contract. The Tarrant County Election Officer shall give the notices required by the Texas Election Code to be given for the election not required to be given by the City under the Election Services Contract. SECTION 12 PUBLICATION AND POSTING OF NOTICE OF ELECTIONS Notice of the election shall be given by posting a notice containing a substantial copy of this ordinance on the bulletin board used for posting notice of meetings of the governing body at the Community Center and at the aforesaid election day polling places not later than the twenty-third (23rd) day before the election, and by publishing said Notice of Election at least one time, not earlier than thirty (30) days nor later than ten (10) days prior to said election, in a newspaper of general circulation in the City. The notice that is posted, and the notices that are published in a newspaper of general circulation within the City, will be printed in English, Spanish, and Vietnamese languages as required by law. SECTION 13. GENERAL The Tarrant County Election Officer shall hold said election in accordance with the Texas Election Code and the Election Services Contract, and only resident, qualified voters of said City shall be eligible to vote in said election. Returns of said election shall be made known as soon as possible after the closing of the polls; and the election returns shall be canvassed by the City Council not earlier than May 5, 2026, nor later than May 13, 2026. SECTON 14. EFFECTIVE DATE; ELECTION CODE. This ordinance shall be in full force and effect from and after its passage on the date shown below; provided that if any term or provision of this ordinance conflicts with, or is inconsistent with, the Texas Election Code, the Texas Election Code shall govern and control and the Tarrant County Election Officer shall comply with the Texas Election Code. The City of Haslet softball and baseball fields are city facilities; the terms and conditions of city facility rentals are established in Codified Ordinance, Appendix A, Fee Schedule, Subsection 6.100(e), Rental of City Facilities. ANALYSIS: Codified Ordinance, Appendix A, Fee Schedule, Subsection 6.100(e), Rental of City Facilities, addresses only the Community Center rental. There are individuals and organizations requesting to reserve fields for either softball or baseball use. Given that the City of Haslet Ordinance permits the rental of these fields, the fees and other terms and conditions must be established by the City Council. Exhibit A is a survey of 12 cities within North Texas citing the rental fees for residents and non-residents. The survey also cites the rental fee for fields with lights and no lights. Exhibit B is a proposed Field Use, Reservation, and Rental Policy to be referenced in the updated ordinance for Council approval. The rental of these baseball and softball fields are contingent upon field availability, giving consideration to Haslet Sports Association's (HSA) contractual priority use. The availability of these fields are subject to the Haslet Sports Association (HSA) game and practice schedules submitted to the City. Fields Nance Field: one large field with field lights. Fire Station Fields:  Ther are six (6) fields at this location; four (4) game fields and two (2) practice fields.  The game fields are available for reservation/rental.  The practice fields are available for public use on a first-come, first-served basis only; these fields are not available for reservation.
