An opportunity for citizens to address the City Council on matters which are on the
agenda or are not scheduled for consideration (non-agenda items). The Texas Open
Meetings Act prohibits deliberation by the Council of any subject which is not on the
posted agenda, therefore the Council will not be able to discuss or take action on
items not listed on this agenda, other than to make statements of specific factual
information or to recite existing policy in response to the inquiry. NOTE: In order to
address the City Council during this time, or later in the meeting for any item
that is scheduled on the agenda, please complete, and submit a speaker card to
the City Secretary prior to the start of the meeting. The presiding officer may
ask the speaker to hold comments on agenda items until that agenda item is
reached.

September 24th.

The City Council reserves the right to recess into a closed meeting or executive
session as authorized by Chapter 551 of the Texas Government Code, (the Texas
Open Meetings Act) on any item posted on its open meeting agenda to seek legal
advice pursuant to Texas Government Code Section 551.071, Consultation with
Attorney of the Texas Open Meetings Act. Any final action, decision, or vote on a
matter deliberated in a closed meeting will only be taken in an open meeting that is
held in compliance with Texas Government Code, Chapter 551.

RESOLUTION NO. 012‐2022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASLET, TEXAS, STRONGLY
OPPOSING TXDOT’S SCHEMATIC DESIGN TO EXPAND FM 156 INTO A SIX‐LANE
ROADWAY WITHIN THE CORPORATE LIMITS OF THE CITY; OPPOSING ANY
PROPOSED SPEED LIMIT ON FM 156 ABOVE 35 MILES PER HOUR; MAKING
FINDINGS; AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the Texas Department of Transportation (TxDOT) has proposed widening Farm
to Market Road 156 (FM 156) into a six‐lane divided thoroughfare from Westport Parkway to U.S.
Route 287 (US 287); and
WHEREAS, TxDOT has proposed a speed limit of 45 miles per hour (mph) on that portion
of FM 156 running from the City’s northern boundary to Blue Mound Road, and a speed limit of
55 mph on that portion of FM 156 running from Blue Mound Road to US 287; and
WHEREAS, on November 1, 2021, and November 6, 2021, the City of Haslet (City) held
town hall meetings regarding the proposed changes to FM 156 where residents of the City voiced
their strong opposition to said changes; and
WHEREAS, on December 20, 2021, the City submitted to TxDOT two petitions opposing
the width and speed limits proposed by TxDOT for FM 156; and
WHEREAS, the City has alternatively proposed limiting any expansion of FM 156 to only a
four‐lane boulevard with a continuous center turn lane and establishing a maximum speed limit
of 35 mph on FM 156 within the City limits; and
WHEREAS, at a meeting with City staff on October 7, 2022, TxDOT showed its latest
schematic design for FM 156, which did not reflect the petitions, or the alternative proposal
submitted by the City, but instead showed FM 156 being a six‐lane roadway with speed limits of
up to 55 mph; and
WHEREAS, TxDOT’s schematic design for FM 156 is inconsistent with the expressed
desires of the City, and if constructed, will have deleterious effects on the safety, health, and
wellbeing of the residents of the City of Haslet; and
WHEREAS, the City Council further declares its opposition to TxDOT’s schematic design
for FM 156 and calls for TxDOT to limit any expansion of FM 156 to only a four‐lane boulevard
with a continuous center turn lane and setting the maximum speed limit at 35 mph.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASLET,
TEXAS, THAT:
