Approval of Minutes for the July 6 & 7, 2026 meetings of the City Council.
POLICY AGENDA
1. 2026-560 Adopt an Ordinance approving a request for rezoning from R-1B to R-3 for a property
located at 307 Tommy King Drive (PPIN 13784, Forrest County, Ward 2). The Planning
Commission recommended approval on July 1, 2026.
2. 2026-535 Declare and approve a sole source purchase for hosting the Land Development Code
and Hattiesburg Form Based Code from CivicPlus and approve the Master Services
Agreement in the amount of $16,070 for a one-time fee and annual recurring cost for
continued hosting pursuant to Miss. Code Ann. § 31-7-13(m)(viii), as amended.
3. 2026-609 Adopt a Resolution authorizing the execution and delivery of a taxable promissory note
(as defined herein) in the maximum aggregate principal amount not to exceed fifteen
million nine hundred forty thousand dollars ($15,940,000), to secure a loan from the
Mississippi Development Bank to the City of Hattiesburg, Mississippi; approving the
form of an Indenture of Trust and the forms of and the execution and delivery of a Loan
Agreement, a Placement Agreement, and Tax Intercept Agreement, in connection with
the issuance of such note; and for related purposes.
4. 2026-608 Adopt a Resolution appointing Randy Pope as City Attorney for the City of Hattiesburg.
5. 2026-623 Adopt a Resolution authorizing an application for a loan through the Water Pollution
Control Revolving Loan Fund Program for North Main Street Area Sanitary Sewer
Rehabilitation Project Phases 2 and 4 and Hattiesburg High Area Phase 2 Sewer

Rehabilitation Project and naming the Mayor as the authorized representative of the
City.
6. 2026-611 Adopt a Resolution declaring surplus a certain parcel of City-owned property located at
310 West Street, Parcel #2-029k-09-158.00, and authorize sale and execution of a
Quitclaim Deed to David Sandifer in the amount of $1,250.00 in accordance with 21-
17-1.
7. 2026-612 Adopt a Resolution declaring surplus a certain parcel of City-owned property located at
448 Buschman Street, Parcel # 2-029I-10-157.00, and authorize sale and execution of a
Quitclaim Deed in the amount of $2,500.00 in accordance with Mississippi Code 21-17-
1; authorize the Mayor and City Clerk to execute any and all necessary documentation
for the same.
8. 2026-613 Adopt a Resolution declaring surplus a certain parcel of City-owned property located at
446 Buschman Street, Parcel # 2-029I-10-156.00, and authorize sale and execution of a
Quitclaim Deed in the amount of $2,650.00 in accordance with Mississippi Code 21-17-
1; authorize the Mayor and City Clerk to execute any and all necessary documentation
for the same.
9. 2026-614 Adopt a Resolution declaring surplus a certain parcel of City-owned property located at
415 Newman Street, Parcel # 2-029I-10-113.00, and authorize sale and execution of a
Quitclaim Deed in the amount of $9,500.00 in accordance with Mississippi Code 21-17-
1; authorize the Mayor and City Clerk to execute any and all necessary documentation
for the same.
10. 2026-615 Adopt a Resolution declaring surplus a certain parcel of City-owned property located at
513 Perry Street, Parcel #2-04E-26-044.00, and authorize sale and execution of a
Quitclaim Deed to Sandra Willis in the amount of $3,256.00 in accordance with 21-17-
1.
11. 2026-620 Adopt a Resolution declaring a portion of Forrest County Parcel PPIN 19761 necessary
for public use, establishing just compensation, authorizing the Mayor to make a fair
market value offer related to the Gordon's Creek Phase II project and authorize issuance
of a manual check.
12. 2026-415 Adopt Resolutions amending clerical errors in Resolution Nos. 2025-263- 2025-267,
adopted December 16, 2025, to accurately reflect the entity performing the property
abatement.

13. 2026-596 Approve a Professional Services Agreement with The Geospatial Group for technical
services related to upgrades to the ArcGIS system and authorize the Mayor to execute
the same.
14. 2026-592 Approve Contractor and Owner Agreements according to the Emergency Roof Repair
Initiative Manual and authorize the Mayor to execute in duplicate.
15. 2026-550 Approve Agreement with Hattiesburg Arts Council to provide Art and Cultural
programs for residents and authorize the Mayor to execute and issuance of a manual
check in the amount of $25,000.00.
16. 2026-484 Approve and authorize the Mayor to execute a contract with Mississippi Power for the
Airport Underground Conversion Project associated with the Hangar Taxiway Project at
the Bobby L. Chain Municipal Airport.
17. 2026-628 Approve and declare sole source purchase of Printquest Automated Fingerprint/palm
(AFIS) Print Identification System Desktop-hardware and software upgrade in the
amount of $18,745.00.
18. 2026-594 Authorize the submission of a grant application to the Firehouse Subs Public Safety
Foundation in the amount of $39,402.00 to purchase turnout gear for the Hattiesburg
Fire Department.
19. 2026-597 Ratification of an executed grant application submitted to the FY27 Visit Mississippi
Tourism Development Grant for $10,000.00 for the Midnight on Front Street event.
20. 2026-610 Declare repairs to the Mcleod Street Bridge in the amount of $115,395.00 as an
emergency purchase due to damage to the abutment and gabion baskets of the bridge in
accordance with MS Code 31-7-13 (k); authorize payment upon receipt of invoice.

1. 2026-589 Acknowledge receipt of FY 2026 audit for Hattiesburg Convention Commission.
2. 2026-606 Acknowledge receipt of the Fiscal Year 2027 budget for Pine Belt Regional Solid Waste
Authority.

Municipal Report.
