Village of Hawkins Meeting Minutes
April 1, 2024
5:30 P.M.
Meeting called to order by Pres. Jill Baker. Board members present:Doug VanDoorn, Karen Howard,
Amanda Bratlie. Christa Luebke absent. Also present:John Burkman, Mark Case, Matt Boehmer, and
Lyndon Schancer. Minutes from the March 4, 2024 meeting were read by Clerk, Alicia Valentine. Motion
toapprove the Marchminutes as read, by Karen Howard, second by Amanda Bratlie.Motion carried.
AGENDA ITEMS:
Public Comment (5 minute time limit)
Lyndon Schancer requested to have the row of cedars in the alley that runs from Washington St to Main
St trimmed. Valentine will send a letter to the property owner. Schancer informed the Board that the new
snow removal equipment is very nice.
Zoning
Valentine collected information from several Rusk County municipalities. The majority of those
questioned, do not have a zoning committee. Their Boards approve/deny requests on how the property
will be used. Valentine will create a zoning application form for future requests.
MSA – Project Update
Pre-construction meeting will be held at the Village Hall April 18, 2024 at 11:00am.
Interim Financing
Valentine is providing the final information to Chippewa Valley Bank. Financing will be secured within the
next week.
Spring Clean-Up
Spring Clean-up for the Village and Town of Hawkins residents will be Friday, May 10th Noon - 5:00 pm
and Saturday, May 11th 9:00 am – Noon. New fees this year of $35 truck/trailer load and $20 car/trunk
load. One load per residence unless approved by site staff. The same fees apply for the second load.
PSC Water Rate Application
Valentine confirmed that the Board wanted to move forward with one overall increase. Pres. Baker
confirmed that was correct.
PTO/Sick
Pres. Baker motioned to combine the current vacation and sick time into one PTO account, with a
maximum accrual of 200 hours, no hours will accrue once the 200 hour limit is reached, second by Doug
VanDoorn. Motion carried.
Burning Ordinance
Board was provided the DNR burning guidelines. Valentine will work on reviewing the Village ordinance
and will provide the Board with recommended changes to the current Village ordinance.
Public Works Water/Sewer Report
Public Works Water/Sewer Director, Matt Boehmer, reported that the WRWA conference was a success.
WQT update: Received the conditional approval letter. There are now some questions with the Jeld-Wen
discharge. Will begin flushing sewers and hydrants as weather permits.Cleaning WWTP.Working on
maintenance of blowers, lift stations, and generators. Approximately 14 meters left to install. Board
received copies of the tower inspection and painting report.

Public Works Streets Report
Public Works Streets Director, John Burkman thanked the Board for the opportunity to attend the WRWA
conference. It was beneficial to see the products available which will help with the storm sewer and
manhole repairs that are needed in the Village. Manhole repairs are approximately $5000 each. This will
be added to the 2025 budget. Will be scheduling gravel projects. Preparing equipment for spring/summer
projects.The shop office and bathroom remodel is complete. Steering box leak and hydraulic cylinder
mounting will need to be fixed on the plow truck. Backhoe needs new front tires. Annual generator
maintenance will be completed within the next week or two. Millpond dock is repaired. To prevent
damages, no one other than Public Works should move the dock. Gravel is needed at the Millpond
parking area.
Clerks Report
Clerk, Alicia Valentine, reported that the Flambeau School Environmental Day is Friday, May 3rd. The
students will help with the clean-up of the Lions Park and the Millpond. The National Day of Prayer is May
2nd, Noon – 1:00 pm, at the Ladysmith Memorial Park. Board confirmed that they would like Al
Christianson to attend the May meeting regarding consideration of a new TIF district. Doug VanDoorn will
complete the BOR training by April 29, 2024. Valentine is now processing the Library payroll. Spring
Election is April 2, 2024.

Bratlie.Motion carried.
